MEETING DATE: JANUARY 7, 1998

I. ROLL CALL:
The meeting was called to order by the Chairperson at 6:00 P.M. Upon roll call it
was determined that a quorum was present.
MEMBERS PRESENT: Chairperson Turner, John Johnson, Betty Diggans, Tony
Keller
MEMBERS ABSENT: Susan Hurlburt, Vera Farrington, Anthony Damiano
STAFF PRESENT: Pat Cayce, Diana Mund
II. APPROVAL OF MINUTES:
The Minutes for the Regular Meeting of December 3, 1997 were before the Board for
consideration. Mr. Johnson moved to approve the Minutes as presented. The
motion was seconded by Mr. Keller and passed 4-0.
III. CERTIFICATES OF APPROPRIATENESS:
A. COA 333: The Presidential Building, 710 E. Atlantic Avenue, Contributing
Commercial Building, Marina Historic District. Terrence Ryan, Authorized
Agent.
Item Before the Board: The action requested of the Board is that of approving
a COA for renovation to the east portion of the front and rear facades.
It was moved by Mr. Johnson, seconded by Mr. Keller and passed 4-0 to
continue COA 333 with the following direction:
Atlantic Avenue Facade (North Elevation)
1. That the existing center support post be left intact, and that the second
(east) front entrance door opening be reconstructed in its original
location, adjacent to the east of the support. The fluted door frames
and transoms should remain. As the lower several feet of the east door
frame is missing, it will need to be restored or replicated to match the
remains.
2. The original doors are no longer in place, and as the Board did not
specify what type of doors are to be used, staff recommends that
several appropriate choices be submitted for consideration.
3. That the show windows remain in their original location and size.
4. The new hurricane shutters should be constructed so that the track is
removable and only the bolts remain visible when the shutters are
removed.
Rear Facade (South Elevation)
1. That the rear windows not be blocked up or removed.
B. COA 334: The Sundy House, 106 S. Swinton Avenue, Old School Square
Historic District.
Item Before the Board: The action requested of the Board is that of approving
a COA to remove the canvas awning over the dinning terrace and to change
the text of the sign to read "The Sundy Inn, 1902, National Register of Historic
Places".
It was moved by Mr. Keller, seconded by Ms. Diggans and passed 4-0 to
approve the removal of the existing canvas awning over the dinning terrace
and the text change for the sign with the condition that the design of the sign
structure be reviewed within 90 days.
IV. REPORTS AND COMMENTS:
A. Reports from Historic District Representatives
Ms. Riley requested that a traffic count for Palm Square be done before the
season is over. She pointed out that this is the fourth request she has made
for this and it still has not been done.
B. Board Members
Mr. Johnson ask that staff check the approved plans for the Check Cashing
Store to see if the Board had approved the exterior lighting under the eyebrow
of the building. As he did not recall seeing this on the plans during the
approval process.
Mr. Johnson noted that Old School Square has installed exterior light fixtures
interior to the site and inquired if they were on the approved site plan.
Ms. Turner inquired if the Board could do yearly awards similar to what
SPRAB does. The Board was of the consensus that they would like to look at
doing yearly awards starting in 1997.

C. Staff
Mrs. Cayce informed the Board the house at 526 N. Ocean Boulevard is on
blocks and will be moved soon to 1109 Seaspray Avenue, and that no
variances will be necessary.
Mrs. Cayce informed the Board that the appeal for 327 S.E. 7th Avenue was
continued to the City Commission's January 20, 1998 meeting ^ter fhP
applicant's request.
V. ADJOURNMENT:
There being no further business before the Board, Mr. Johnson moved to adjourn the
meeting at 7:00 P.M., seconded by Ms. Diggans and passed 4-0.

Project Name: COA-333
Project Location: 710 E. Atlantic Avenue
The action requested of the Board is that of approval of COA 333.
Constructed in 1940, the building was designed in the Art Moderne style by well
known Delray architect, Henry Pope, of the firm of Pope and Blake. Known as
the "Presidential Building" when constructed, the structure retains most of its
original architectural design elements.
This proposal concerns the eastern one third of the building, the western two
thirds is occupied by Durango's Attic.
The renovation of the front facade consists of the following:
• Removal of the center structural column between the existing door and the
window to the east and the installation of double glass and aluminum
entrance doors.
• The existing show windows will be removed and enlarged. The plan
indicates that the windows will be 1' above the sidewalk; the existing windows
are 2' above the sidewalk. The windows are to be framed in aluminum.
• A red canvas bubble style awning will be installed over the windows and
doors and 4 decorative light fixtures will be installed.
• The building is to be painted beige, similar to the existing color.
Renovation to the rear facade is as follows:
• The existing front door will be relocated to the rear door.

STAFF. COMMENTS
The initial proposal for the project was received on December 9, 1997. Due to
concerns with the removal of the central column between the front doors and the
installation of double doors; and with the replacement and reconfiguration of the
original show windows, staff recommended that the applicant come to the HPB
meeting of December 17, 1997 for a pre-application review before proceeding
with further drawings. The applicant rejected the pre-application review and felt
that a modified design would meet the Board's criteria for appropriate renovation
to historic structures. Unfortunately, staff is unable to support the plans as
presented, nor recommend that positive findings be made to Section 4.5.1 (E)
Development Standards, the Design Guidelines or the Secretary of the Interior's
Standards for Rehabilitation, for the following reasons:
The proposal as presented will considerably impact the historic nature of the
building and will create two different styles on one historic facade.
Originally there was a second door to the east of the existing door; the doors
were separated by the existing structural column. The east door was clumsily
replaced by extending the east show window, however, the original fluted door
frame and transom are still in place. Staff recommends that the column between
the doors be left in place to emphasize the structure of the building; and that the
second door be located as originally designed, to the east of the column.
Additionally, the transoms should be left intact. As the original doors have been
removed, if would be appropriate to install solid glass doors, without frames
which will give an updated look which complements the Art Moderne style. The
proposed doors with aluminum frames are generic and lack reference to the Art
Moderne facade.
Changing the size of the original show windows is inappropriate and will result in
a lack of continuity for the western two thirds of the building.
The awning style, with its rounded ends does not complement the clean
horizontal lines of the building's style. Staff suggests that the awing style be the
same as the western portion of the building to emphasize the facade as a whole
as opposed to creating two separate entities.
The Colonial style lanterns are not appropriate to the style of the building.

Hurricane shutters are proposed but the style and type is not specified on the
plan. Staff recommends that the new shutters be constructed so that the track is
removable and only the bolt holes remain visible when the shutters are removed.
