ROLL CALL: The meeting was called to order by the Chairperson at 6:00 P.M. Upon roll call it was determined that a quorum was present. MEMBERS PRESENT: Chairperson Turner, John Johnson, Shane Ames, Mary Lou Jamison MEMBERS ABSENT: Susan Hurlbut, Tony Keller, William Griffin STAFF PRESENT: Pat Cayce II. APPROVAL OF MINUTES: The Minutes for the Regular Meeting of June 2, 1999 were before the Board for consideration. Mr. Ames moved to approve the Minutes as presented. The motion was seconded by Mr. Johnson and passed 4-0. III. CERTIFICATES OF APPROPRIATENESS: A. COA 334- Continuation: Sundy Inn, 106 S. Swinton Avenue, Old School Square Historic District. Michelle Balfoort, Authorized Agent. Item Before the Board: The action requested of the Board is that of approval for the following: 1. A Wooden trellis to be constructed over the patio of Dining Room A; 2. Revisions to the approved elevation for the east façade of the Cottage; and, 3. Installation of a thatched umbrella in the south garden. Note: A site plan modification associated with this COA has been approved administratively. It was moved by Mr. Johnson, seconded by Mr. Ames and passed 4-0 to approve COA 334-Continuation based upon positive findings with respect to LDR Section 4.5.1(E) and the Design Guidelines, as follows: 1. The Trellis for the patio of Dining Room A; 2. The revisions for the east elevation of the Cottage, including the change in roofing material from copper standing seam to copper shingles; and, 3. The thatched umbrella for the south garden. B. COA 387: 54 Marine Way, Contributing Single Family Residence, Marina Historic District. Charles & Martha Barrett, Owners. Item Before the Board: The action requested of the Board is that of approval for a change in roofing material from flat cement tile to composition shingles. It was moved by Mr. Ames, seconded by Mr. Johnson and passed 4-0 to approve COA 387 for a roofing material change from flat cement tile to green/brown dimensional fiberglass shingles, based upon positive findings with respect to LDR Section 4.5.1(E), for the following reasons: 1. The owners stated that there are structural problems with the foundation of the house and that the weight of the cement tile roof is a contributing factor to the failing foundation. A letter from Ranger Roofing Corporation and the engineering firm of Turquoise, Inc. support the owner's assumption. 2. Board member Shane Ames questioned whether the cement tile roof was original, as it is his belief that flat cement tile was rarely used on wooden houses prior to WW-II. 3. A City Building Card from 1949 identifies the roof as composition shingle. C. COA 386 Pre-application: 603 S.E.4th Street, Single Family Residence, Marina Historic District. Micki Kitay, Owner. Item Before the Board: The action requested of the Board is that of comments and direction with respect to the construction of a free standing wood utility shed. The Board determined that the design and materials of the proposed shed was appropriate as an accessory structure in the Marina Historic District. There appears to be a discrepancy between the survey and what is existing on the lot, e.g. the paving which extends to the west property line is not shown on the survey; and, the distance between the north property line and the residence is not provided. Therefore, there may be sufficient room to construct the shed as presented without requesting a variance. The applicant will have the survey updated or redrawn. When the new survey is submitted, staff has been granted the authority to approve the 14' x 10' shed providing it can be located inside the required setbacks. If the 14' x 10' shed cannot be accommodated, the applicant will reduce the shed's size accordingly. D. Pre-application: 125 N. Swinton Avenue, Contributing Building, Old School Square Historic District. David Felger, Owner, Jeff Silberstein, Architect. -2- 06/16/99 Item Before the Board: The action requested of the Board is that of comments and direction with respect to the construction of a 2,600 square foot 2 story addition to the rear of a 1,000 square foot contributing structure. The proposal will require 12 parking spaces, only 6 can be accommodated on site. The parking access is provided from an improved alley to the east. Mrs. Cayce recommended that the applicant come for a pre-application review as soon as possible and before additional work was done on the plans. This was prompted by the Planning Department's comments at their staff meeting of June 14, 1999, and by Mrs. Cayce's concern that the size and massing of the addition did not conform to the criteria that guides the Board's decisions with respect to compatibility and appropriateness, pursuant to LDR Section 4.5.1(E)(8)(a)(j)&(k) "Development Standards" and the Design Guidelines. After some discussion, the Board had the following comments: The Board appreciated the fact that the addition was appropriately sited to the rear of the historic structure, and that the parking was provided from the alley access. Additionally, the Board was aware that the lot coverage and percentage of open space conforms to the requirements of the OSSHAD Zoning District. However, the Board felt that the addition is too large in proportion to the existing small cottage. The size and massing of the addition is in appropriate to the height and scale of the neighboring buildings. The facade of the addition appears to be one large block. The massing of the 1st floor may be appropriate, but the massing of the 2nd floor is overpowering. It was suggested that the 2nd floor could be broken into smaller sections, with perhaps a porch added to alleviate the block-like appearance. An elevator will be required for handicapped access to the 2nd floor. The Board felt a reduction of square footage is necessary, not for the aesthetics of the structure, but to reduce the number of parking spaces required. It is doubtful that the Board will support 6 of the required 12 parking spaces being located off site. It was also pointed out that the City parking lot at Cason Cottage was surfaced with stabilized sod and is used solely for special events. The Board's position is not to encourage additional parking lots along Swinton Avenue. IV. REPORTS AND COMMENTS: A. Reports from Historic District Representatives None -3- 06/16/99 B. Board Members Mr. Johnson pointed out that during renovations to the Rhoden Building (Swinton and Atlantic Avenues) rusticated cement block has been uncovered on the rear (alley) wall. Mr. Johnson stated that the rusticated block should be left exposed if possible. Mrs. Cayce said she would inspect it on Thursday, June 17tn Mr. Ames asked if there were provisions in the COA application to stop work on a project if unexpected authentic details or material were uncovered. Mrs. Cayce said there was no such language in the application but felt it would be beneficial to add such a statement. C. Staff Mrs. Cayce stated that the landscape problem at the Paige Dental Lab on Dixie Boulevard, as well as the parking lot lights and florescent canopy fixture for the Check Cashing Store had been turned over to Code Enforcement. Mrs. Cayce stated that the City's Chief Building Official follows the 25/50% rule, which states that if more than 50% of a structure is added onto or remodeled, the whole building must be brought up to current codes. If the percentage is 25 to 50 only the new or remodeled portion needs to meet code. V. ADJOURNMENT: There being no further business before the Board, Mr. Ames moved to adjourn the meeting at 7:20 P.M., seconded by Ms. Jamison and passed 4-0. Swinton Avenue, Old School Square Historic District ITEM .:BEFORE THE BOARD The The action requested of the Board is that of approval for the following, pursuant to LDR Section 4.5.1(E): • A wooden trellis to be constructed over the patio of Dining Room A. • Revisions to the approved elevation for the east facade of the Cottage. • Installation of a thatched umbrella in the south garden. A site plan modification is being processed administratively. BACKGROUND The dining patio associated with Dining Room A and elevations for the Cottage were approved by the HPB at its meeting of March 18, 1998. PROJECT DESCRIPTION/ANALYSIS Trellis for the patio of Dining Room A. Dining Room A is located on the northeast corner of the Sundy Inn complex. The dining patio is adjacent to the east. The proposal is to construct a wooden pergola type trellis approximately 22' X 16' over the dining patio. It will be attached to the east wall of Dining Room A and will be supported by 3 wood columns on the north and south and by 4 wood columns on the east. Decorative 4" X 4" brackets will act as supports from the columns for the trellis overhang on the east (see attached drawings for clarification). The trellis will be painted white. The purpose of the trellis is to provide dappled shade for the patio dining area. Landscaping and vines, typical to what exists now, will be allowed to grow up the trellis for further shading. The trellis is consistent with the architectural style of the Sundy House and Dining Room A. Change in elevation for The Cottage. The Cottage is located on SW 1st Avenue between the Guest House and the Stables. The proposed changes are as follows: Meeting Date:June 16, 1999 Agenda Item: Ill-A HPB Staff Report COA-334-continuation Page 2 i A covered porch, supported by 4 columns, will be created along the east elevation. A single door will replace the French doors. Though not shown on the revised elevations, the proposal is to install a copper shingle roof as opposed to the copper standing seam roof, which was approved. The Cottage will be handicapped accessible from the garden through a landscaped berm, thus, the steps will be eliminated. The copper singles will create an interesting, but compatible contrast, to the copper standing seam roofs used elsewhere in the property. The expansion of the porch is appropriate to the style of the house. The use of a landscaped berm eliminates the need for an access ramp, which will improve the aesthetics of the cottage. Thatched umbrella. A thatched umbrella is proposed for the south garden area adjacent to the south walkway. Guests frequently stroll through the gardens while waiting for a table. The umbrella provides a destination and a covered place to sit. The area is heavily landscaped and the thatch will blend with the surroundings more appropriately than a canvas umbrella. ALTERNATIVE ACTIONS 1. Continue with direction. 2. Deny, with reasons stated. 3. Approve as presented, based upon positive findings with respect to LDR Section 5.4.2(E) and the Design Guidelines. RECOMMENDATION Based on positive findings to Section 4.5.1(E) and the Design Guidelines, approve the following: • The Trellis for the patio of Dining Room A • The revisions for the east elevation of The Cottage. • The thatched umbrella. ANALYISiS The contributing single family residence was constructed in 1940. It has a prominent north/south gable roof, which is finished in white flat cement tile. The applicants are proposing to reroof using a dimensional composition tile. The Design Guidelines, [LDR Section 4.5.1(E)(9)] and the Secretary of the Interior's Guidelines [LDR Section 4.5.1 (E)(4)], state that it is inappropriate to strip a roof of its historic material, i.e. slate, clay tile, wood or architectural metal. In the past the Board has denied replacing a tile roof with composition shingle, unless the denial would cause the applicant undue economic hardship. Staff has requested that the applicant provide the required information to support economic hardship for the Board's review [ref. LDR Section 4.5.1(H)]. The property is located within the CRA boundaries and I have suggested that the applicant contact the CRA regarding a low interest loan for exterior improvements. Additionally, the owners stated that there are structural problems with the foundation of the house and that the weight of the cement tile roof, which is considerably more than composition shingles, is a contributing factor to the failing foundation. Information that would support this assumption has been requested. All of the requested information will be available for the Board's review at the meeting. However, as the information has not yet been submitted, it is recommended that the roof material change be denied. No formal action is required. The subject property is located at the northwest corner of SE 4th Street and SE 7th Avenue. The proposed utility shed is to be located on the northwest corner of the lot. As presented, the proposal will require a variance to the side interior setback requirement. BACKGROUND The single-family house, with which the shed will be associated, was constructed in 1938 as a winter cottage. Over the years its exterior has been extensively altered so that only the roofline is original. The structure is not considered contributing to the historic inventory of the Marina District due to its lack of original elements. , .., ,DESCRIPTI N /A NALYSIS OFNTHE PROJECT The shed will be 10' x 14' and 10' high. It has a saltbox type gable roof, with double entry doors and 2 windows. The roof will be finished in brown blend asphalt shingles; the shed will be painted to match the house, off-white main color with brown trim. Due to the location on the lot and the fact that a carport is located to the south, the shed will have little, if any, visibility from the street. The style and material of the proposed shed are appropriate for the Marina Historic District, however, the proposed location will not accommodate a 10' X 14' shed. The property is located in the R1-AA zoning district where the rear and side interior setback requirement is 10'. There is only 19.05' between the house and the side property line and 22.40' between the house and the rear property line. The best and most appropriate solution is to reduce the size of the shed to 8' X 12' which will fit nicely into the space. Another option is to locate the shed on the east side of the house and design the shed and its landscaping in a manner that will be aesthetically pleasing to the streetscape. The only other recourse is to request a variance to reduce the side setback from 10' to 5'. Based on the Historic Preservation Board's criteria for granting variances, it is difficult to find the justification to allow a shed to be constructed. Therefore, I suggested a pre-application review by the HPB to obtain direction.
