ROLL CALL: The meeting was called to order by the Vice-Chairperson at 6:10 P.M. Upon roll call it was determined that a quorum was present. MEMBERS PRESENT: Chairman Vaughan (arrived at 6:15), Vice- Chairperson Morgan, John Johnson, Vera Farrington, Pat Healy-Golembe MEMBERS ABSENT: Debora Turner, Susan Hurlburt STAFF PRESENT: Pat Cayce, Diana Mund II. APPROVAL OF MINUTES: The Minutes for the Regular Meeting of June 19, 1996 were before the Board for consideration. Ms. Golembe moved to approve the Minutes as presented. The motion was seconded by Ms. Farrington and passed by a vote of 4-0. III. CERTIFICATES OF APPROPRIATENESS: At this point on the agenda Chairman Vaughan arrived at the meeting. A. COA 8-217 Continuation: Doc's All American; 10 N. Swinton Avenue; Old School Square Historic District; Mark Little, Authorized Agent. Item Before the Board: The action requested of the Board is that of approving a COA to allow a text/copy change to the existing south facing nostalgic roof sign at Doc's All American sandwich and ice-cream store. The south facing sign has three panels, with Coca Cola logos on either end and Doc's in the center. The applicant's proposal for the sign is to remove the Coca Cola logo from both the right and left hand panels, and have the left panel display the Pepsi logo and the right panel with a "Grill & Dairy" text. It was moved by Mr. Johnson, seconded by Ms. Farrington and passed 5- 0 to approve COA 8-217 as presented based upon positive findings with respect to LDR Section 4.6.7(E). B. Pre-Application: New Construction of a Two-Story Office Building; Lot 9, Block 60; Randall Stoff, Owner. Item Before the Board: The action requested of the Board is that of a pre- application review for new construction of a two-story office building on a vacant lot located on the west side of N. Swinton Avenue between W. Atlantic Avenue and N.W. 1st Street. The Board recommended that the applicant consider a way to reduce the massing of the roof, by possibly adding a small cupola or other decorative element to break the roof line. The Board also recommended that a walkway from the sidewalk to the front entrance be installed to compliment the residential character of N. Swinton Avenue. The applicant has not decided on exterior colors and the Board suggested that he submit several alternative combinations when the project comes for final review. Mrs. Cayce amended the agenda to add Item III.C. C. The Anchorage Condominium: 60 Marine Way; Marina Historic District; Alieda Riley, Owner and Board Member. Item Before the Board: The action requested of the Board is that of giving their opinion of replacing the rotting plywood behind the second floor balcony railings of The Anchorage Condominium with yellow canvas that would match the existing on the east balcony. The Board was of the opinion that the matching canvas would be more esthetically please than the existing plywood. IV. REPORTS AND COMMENTS: A. Reports from Historic District Representatives None B. Board Members Mr. Johnson handed out a list of items he felt the Board should workshop. The Board set August 14, 1996 as a workshop date. -2- 07/03/96 Chairman Vaughan reminded the Board that they were required to disclose when they have been approached out side of a meeting by a member of the public or an applicant. Mr. Vaughan disclosed that he had received a phone call from Frank McKinney informing him that Mr. Malone had placed an ad in the Delray Times for July 4, 1996 that insinuated that the proposed South Ocean Boulevard Historic District was to preserve racial segregation. The Board requested that the Building Department provide them with a staff liaison for their meetings. C. Staff Mrs. Cayce informed the Board that the porch repairs for 6 S.E. 1st Street had been staff approved. However, any future elevation changes would come before the Board. Mrs. Cayce informed the Board that 227 Bankers Row had been given a stop work order and would come before the Board for approval at their July 17, 1996 meeting. Mrs. Cayce informed the Board that they were invited to attend the first meeting of the newly created Preservation Society of Delray Beach on July 15, 1996 at the Judge Knott Center. V. ADJOURNMENT: There being no further business before the Board, Ms. Golembe moved to adjourn the meeting at 7:30 P.M., seconded by Ms. Morgan and passed 5-0. PROJECT NAME: DOC'S SOFT SERVE PROJECT LOCATION: 10 N. Swinton Ave. . I. ITEM BEFORE THE BOARD: Consider approving a request to change copy on a flat wall sign • pursuant to Section 4.6.7(E) (7) of the Land Development Regulations for Doc's Soft Serve, 10 N. Swinton Avenue located at the northwest corner of Swinton and Atlantic Avenues. II. BACKGROUND: The rooftop sign on Doc's Soft Serve was designated a nostalgic sign by the City Commission on March 28, 1989. The Commission felt the sign had considerable historic or nostalgic appeal and was of a unique design constituting expressions of art rather than simple advertising. The sign was unique due to the snow cone on the rooftop sign. The Historic Board approved a text change November 3, 1993 from "Doc's Soft Serve" to Doc's All American" on the east elevation. The sign was restored to it's original colors. The portion of the text which was not neon, and the ice cream on the cone, were painted white. During daylight hours the sign presents a dark blue background, with white text. At night multicolored neon surrounds the text and borders the sign. The applicant is requesting a copy change for the south elevation rooftop sign facing Atlantic Ave. There currently is three panels; "Doc's" in the center with "Coca Cola" on either side. "Doc's" has blue copy on a white background and "Coca Cola" is white copy on a red background. The applicant is asking to retain the "Doc's" center panel and change out the left panel with "Pepsi" and the right panel to •:. "Grill & Dairy" . The "Pepsi"panel will be blue and red on a white background and the "Grill & "Dairy" panel to be blue copy on a white background. III. RECOMMENDATION: The Board has the following options: 1. By motion, approve the applicants request for a copy : change on the nostalgic rooftop sign based upon positive findings with respect to LDR Section 4.6.7(E) (7) . 2. Deny the request as submitted. 3. Staff has concerns with the proposed changes and believe that as presented, these changes would weaken the integrity of the "nostalgic sign" designation. We remind the board that this designation was given to signs that have a historic or nostalgic appeal and constitute "artistic 'expression" , and "not solely advertising.
