ROLL CALL: The meeting was called to order by the Chairman at 6:00 P.M. Upon roll call it was determined that a quorum was present. MEMBERS PRESENT: Chairman Vaughan, Vera Farrington, Debora Turner, Betty Diggans MEMBERS ABSENT: John Johnson, Susan Hurlburt, Anthony Damiano STAFF PRESENT: Pat Cayce, Diana Mund II. APPROVAL OF MINUTES: The Minutes for the Regular Meeting of June 18, 1997 were before the Board for consideration. Ms. Farrington moved to approve the Minutes as presented. The motion was seconded by Ms. Diggans and passed 4-0. III. CERTIFICATES OF APPROPRIATENESS: A. COA 8-271 Continuation: 348 N.E. 1st Avenue; Single Family Residence; Old School Square Historic District; Susan Cross, Owner. Item Before the Board: The action requested of the Board is that of approving a COA for the installation of accordion style aluminum hurricane shutters. During the discussion period Board members made the following comments and recommendations with respect to hurricane shutters for noncontributing structures: 1. Accordion shutters, with their permanent mounting, detract and devalue the exterior of a facade, especially those which are visible from the street; 2. The least obtrusive shutters for multi-windowed noncontributing houses are removable panels with only the track screw holes remaining as a permanent fixture. However, if there is a second story this type of shutter must be installed with a tall ladder, and this is not a viable solution for many owners; 3. At present there are not sufficient design options for shutters which will meet the new wind load requirements; 4. That given the new shutter requirements for southeast Florida, new materials and innovative designs are sure to be manufactured and approved to meet new codes; and, 5. For additions and new construction in the future, the Board will review all shutters at the time of the initial COA. For example the Taylor house on Royal Court, where the Board approved removable panels for the sliding glass doors, and windows not visible from the street, but required the front window to have permanently mounted operable and functioning shutters. It was moved by Ms. Turner, seconded by Ms. Farrington and passed 4-0 to approve COA 8-271 Continuation as presented based upon positive findings with respect to LDR Section 4.5.1(E), with the following condition: • That this approval not be considered a blanket approval of accordion style shutters for noncontributing or contributing structures, as new material and designs will most certainly be manufactured to comply with the new wind load requirements. B. COA 97-317: Avenue Creative Group; 10 S.E. 1st Avenue; Commercial Building; Old School Square Historic District; Nancy Stewart, Applicant. Item Before the Board: The action requested of the Board is that of approving a COA for the installation of a projecting wall sign. It was moved by Ms. Farrington, seconded by Ms. Turner and passed 4-0 to approve COA 97-317 as presented based upon positive findings with respect to LDR Section 4.5.1(E), with the following condition: • If the sign is not compatible to the east facade when the building is renovated, the applicant will install a sign which is appropriate to changes made to the facades. C. COA 97-318: 118 S.E. 7th Avenue; Rental Cottage; Marina Historic District; Steven & Claudia Echols, Owners. Item Before the Board: The action requested of the Board is that of approving a COA for the removal of aluminum louvers on the enclosed front porch and replacement with single hung aluminum windows and a new entrance door on the front porch of the structure. It was moved by Ms. Turner, seconded by Ms. Diggans and passed 4-0 to approve COA 97-318 as presented with respect to positive findings to LDR Section 4.5.1(E). -2- 07/16/97 Additionally, the Board determined that if the same treatment is used on the cottage to the south, it could be staff approved and would not require Board review. The Board was of the consensus to amend the agenda to add Items III.D. and 111.E. D. COA 97-319: Pottery Play House; 812 E. Atlantic Avenue; Contributing Commercial Structure; Marina Historic District. Item Before the Board: The action requested of the Board is that of approving a COA for the installation of two wall signs. It was moved by Ms. Turner, seconded by Ms. Farrington and passed 4-0 to approve COA 97-319 as presented based on positive findings with respect to LDR Section 4.5.1(E), as follows: North Facade: Logo to be sand blasted wood and painted terra cotta to match the roof tiles. The letters are to be applied aluminum with a copper verdigris finish. East Facade: A flat wood mounted sign with logo and text to be painted to match the north facade sign. E. COA 97-304 Continuation: 109 Dixie Boulevard; Contributing Single Family Residence; Del-Ida Park Historic District; James Mullica, Owner. Item Before the Board: The action requested of the Board is that of approving a COA to allow a change of roof material from wood shingles to fiberglass shingles for a contributing single family residence and guest house. After a brief discussion, the Board determined that: 1. The applicant had not provided the hardship information required to approve the roof downgrading from wood shingles to fiberglass; 2. That there was no other basis for approval as the Design Guidelines state that it is appropriate to preserve the roofs shape, decorative features, and material, as well as its patterning, color and size. It is inappropriate to strip the roof of its historic material, i.e. slate, clay tile, wood, or architectural metal; and, 3. As the item was not published on the agenda the Del-Ida Park representatives had no knowledge of the hearing. Letters of opposition had been sent to the Board by the neighbors on the block when the change of material appeared on the February 5, 1997 agenda. -3- 07/16/97 Chairman Vaughan then asked Mr. Mullica if he would prefer to have the item tabled so that he could provide the requested financial information, or if he wished the Board to take action on the item. Mr. Mullicia requested that the Board take action. It was moved by Ms. Turner, seconded by Ms. Diggans and passed 4-0 to deny COA 97-304 Continuation. However, the Board members determined that if the required financial information was provided, and if the item was published on the agenda, they would reconsider the COA based solely on financial hardship. IV. REPORTS AND COMMENTS: A. Reports from Historic District Representatives None B. Board Members None C. Staff Mrs. Cayce asked the Board to look at the proposed parking for 23 S. Swinton Avenue, Alfred Celcis, Law Office. The Board was of the consensus that there should be three parking spaces in the rear with tandem parking in the driveway. VII. ADJOURNMENT: There being no further business before the Board, Ms. Turner moved to adjourn the meeting at 7:20 P.M., seconded by Ms. Diggans and passed 4-0. The project consists of the installation of factory finished white aluminum accordion hurricane shutters as follows: First floor, only the bay window on front facade. All of the windows will be 53" high. Two windows will be installed on the south elevation on either side of the front door. The roof is a prominent portion of the visual affect of the buildings located on this property. We feel that a lower grade roof will affect the value of that particular property and those around it. The only structure on our block that currently has an asphalt or fiberglass roof had the roof in place prior to historic designation. The Mullica property is currently the only property on this block that is not the permanent residence of the owners. It is the ONLY property that is used primarily as an INCOME PROPERTY. As such, the owners would, hopefully, attempt to maintain its value and should be able to withstand the cost of maintaining the current level of materials to re-roof. Hr. William Mullion lives three houses away from AlA at 1239 Seaspray Avenue. His home seems to be kept in a manner acceptable and comparable to those around it. We hope that he will understand that those of us who live on Dixie Boulevard would appreciate the same consideration. Thank you for taking the time to listen to our view.
