ROLL CALL: The meeting was called to order by the Chairman at 6:00 P.M. Upon roll call it was determined that a quorum was present. MEMBERS PRESENT: Chairman Vaughan, John Johnson, Vera Farrington, Debora Turner (arrived at 6:10), Pat Healy-Golembe, Susan Hurlburt MEMBERS ABSENT: Julie Morgan STAFF PRESENT: Pat Cayce, Diane Dominguez, Diana Mund II. APPROVAL OF MINUTES: The Minutes for the Regular Meeting of July 17, 1996 were before the Board for consideration. Ms. Golembe moved to approve the Minutes as presented. The motion was seconded by Mr. Johnson and passed by a vote of 5-0. III. CERTIFICATES OF APPROPRIATENESS: A. COA 8-276 Continuation: Blue Anchor Pub; 804 E. Atlantic Avenue; Contributing Building; Marina Historic District; Roy Foster, Business Owner. Item Before the Board: The action requested of the Board is that of approving a COA for exterior lighting fixtures and hanging plant baskets to be installed above the sign at the Blue Anchor Pub. It was moved by Ms. Golembe, seconded by Ms. Farrington and passed 5-0 to approve COA 8-276 Continuation based upon positive findings with respect to LDR Section 4.5.1(E), as follows: • The lighting fixtures are to be Style No. 608 as found on the specification sheet attached to the staff report, and antique bronze in color; and, • The hanging plant baskets to be installed on both facades, with the size, number, and plant material to be left to the owner's discretion. At this point on the agenda Ms. Turner arrived. B. COA 8-283 Continuation: Pineapple Grove Counseling Center; 234 N.E. 1st Avenue (Banker's Row); Contributing Building; Old School Square Historic District; Bertram Wasserman, Owner; Olga Lober, Authorized Agent. Item Before the Board: The action requested of the Board is that of approving a COA to re-install arched fabric awnings over the two windows on the second floor of the front facade. It was moved by Ms. Golembe, seconded by Ms. Hurlburt and passed 6-0 to approve COA 8-283 Continuation based upon positive findings with respect to LDR Section 4.5.1(E) as follows: • Two dark green canvas awnings with a white trim on the valance will be reinstalled on the front facade. C. COA 8-253 Continuation: 85 S.E. 6th Avenue; An Outbuilding Associated with the Blank House; Individually Listed on the Local register of Historic Places; Michael Bonchak, Owner; Agora Publishing, Authorized Agent. Item Before the Board: The action requested of the Board is that of approving a COA for the installation of vinyl awnings over two (2) windows and two (2) doors on the west facade of the office building behind the Blank House. It was moved by Mr. Johnson, seconded by Ms. Golembe and passed 6-0 to approve COA 8-253 Continuation based upon positive findings with respect to LDR Section 4.5.1(E) as follows: • Two (2) window and two (2) door awnings on the west elevation. The awnings are to be shed style, covered in black and white striped vinyl. The shaped valance is to be solid black with a white stripe along the bottom edge. D. COA 8-287: 11 Dixie Boulevard; Contributing Single Family Residence; Del-Ida Park Historic District; Charlotte & Eric Zajo, Owners. Item Before the Board: The action requested of the Board is that of approving a COA for a 423 sq.ft. family room addition to be constructed to the rear of a contributing single family residence. It was moved by Ms. Golembe, seconded by Ms. Farrington and passed 6-0 to approve COA 8-287 based upon positive findings with respect to LDR Section 4.5.1(E) as follows: -2- 08/14/96 1 . The roof line of the addition will be the same height as the existing house and the parapets will match the existing. The addition will be stuccoed and painted to match the existing. 2. The east elevation (driveway) will have a band of clerestory windows on the upper portion of the wall. 3. The north elevation has 3 double hung windows with transom windows above. A multipaned door leads to small landing and stairs with a metal railing. 4. The west elevation has French doors and sidelights with transom windows over all. Three stairs the length of the opening lead to the back yard from the French doors. 5. All doors and windows are to be factory finished white aluminum. IV. REPORTS AND COMMENTS: A. On March 6, 1996 the Board approved a facade change, which included a sign, for the north and west elevations. On July 17, 1996 the Board approved a color change for the background of the sign from dark green to dark blue. The applicant is proposing to install exterior light fixtures above the sign. The fixtures will be metal with blue reflectors and black support arms; there are to be • eight light fixtures on the north facade and four on the west. Approval is also requested to allow hanging plant baskets be installed on both facades, the size, number and plant material to be left to the owner's discretion. LTE . 1. Continue with direction. 2. The Board reviewed this COA 8-283 for a non-impacting site plan modification; landscape improvements; sign; and design elements associated with the conversion of a residential property to a counseling office at its meeting of July 17, 1996. At the time of the review the applicant did not know that the awning frames were available and in working order and therefore did not include them in the description of work to be done on the structure. The awnings are to be dark green canvas with a white trim on the valance. Each awning is 8.5' wide at the bottom of the arch; 3' high with a 9" valance extending below. The addition will be to the rear and only the east elevation will be partially visible from the street. The addition will be stuccoed and painted to match the existing. The east elevation (driveway) will have a band of clerestory windows on the upper portion of the wall. The north elevation has 3 double hung windows with transom windows above. A multipaned door leads to a small landing and stairs with a metal railing. The west elevation has French doors and sidelights with transom windows over all. Three stairs the length of the opening lead to the back yard from the French doors. All doors and windows are to be factory finished white aluminum. As only a very small portion of the addition is visible from the street staff supports the use of the aluminum windows. Johnson, Member Date: 07/02,/1996 Subject: Your request for written observations concerning the effectiveness of the Board 1. Can the Board request a comprehensive survey of the City's historic resources to determine which pre-1950 structures may be eligible for designation and protection? 2. Can the Board request an updated survey, with current photographs, of structures that are currently designated? 3. What effort can.be made to revisit boundaries of the four existing historic districts? What efforts can be made to create new districts? 4. What City-initiated building or education projects can be done to demonstrate that historic.preservation is a public priority? 5. What can be done to nominate more significant buildings that meet the criteria for designation? 6. Can the historic preservation ordinance, that was adopted in 1987, be reviewed for compliance with the changes and challenges.to the law in the past decade? For example, Florida's Certified Local Governments Program has a new model ordinance that was approved in September 1995. 7. Has the preservation manual, Design Guidelines for Historic Places. been reviewed since it was published in 1990? For example, Florida's Certified Local Governments Program has recently published a new model for design guidelines. 8. How does the COA Approval Matrix, printed on page 55 of the Design Guidelines, relate to the ordinance? 9. How can property owners, neighborhood associations and Realtors be made aware of the benefits of historic preservation? 10. How can owners be made aware of the permitting procedures that effect designated properties? 11. Can the staff prepare an Annual Report to the Board, the Public, the City Council or the Press? 12. What financial and other incentives can be provided to owners of designated historic properties? For example: the County and two municipalities already have a Tax Abatement Ordinance. 13. How can the Board be consulted on all variance matters that may affect historic properties? 14 What special training can be provided to Code Enforcement Officers in the historic districts? 15. What special training can be provided to Board members? Can the Board be instructed in.the current procedures for due process? 16. What can be done to attract individuals with relevant experience to be appointed to the Board? Can a position of"Alternate Member" be created as a training period for future Board members? 17. What can be done to help property owners, who consistently present the Board with incomplete applications, who need a Certificate of Appropriateness? 18. What can be done, during or after, with the increasing number of unpermitted or inappropriate changes to historic properties? What procedures and penalties are provided? 19. What opportunities can be provided for communication with other Advisory Boards and Committees? For example: Affordable Housing, Code Enforcement, Community Redevelopment Agency, Downtown Development Authority, Planning & Zoning Board, Site Plan Review and Appearance Board.. 20. Can a private advocacy group be formed to assist the Board in meeting it's responsibilities?
