I. ROLL CALL:
The meeting was called to order by the Chairperson at 6:00 P.M. Upon roll call it
was determined that a quorum was present.
MEMBERS PRESENT: Chairperson Turner, John Johnson, Susan Hurlburt, Betty
Diggans, Shane Ames (New member not appointed by
the City Commission)

II. CERTIFICATES OF APPROPRIATENESS
A. COA-355: 109 N. Dixie Blvd, Contributing single family Residence, Del-Ida Park
Historic District. Denise and Steve Romanowski, Owners.
Item Before the Board: The action requested of the Board is that of granting a
waiver to LDR Section 6.1.4(B)(3)(b), and approval for a trellis to be installed on the
north of the carport.
It was moved by Ms. Hurlburt, seconded by Ms. Diggans, and passed 5-0 to grant
the waiver to Section 6.1.4(3)(b) to allow the driveway to be constructed 2.5' from the
east property line where 5' is required, based upon positive findings to Section
2.4.7(B)(5) with the condition that a hedge be planted in the 2.5' landscape strip
from the front property line to the carport. The Board approved the installation of the
trellis on the north side of the carport.
B. COA-334 Continuation: Sundy Inn, 106 S. Swinton Avenue, Contributing structure,
OSSHD. John Szerdi, Authorized Agent.
Item Before the Board: The action requested of the Board is that of approval for the
revisions to previously approved elevations for the 8 unit apartment house (The
Guest House) located on the northwest corner of the property; and,
Approval for an awning to cover the courtyard at the Sundy Inn.
It was moved by Mr. Ames, seconded by Ms. Hurlburt and passed 4-0 (Ms. Turner
stepped down) based on positive finding to Section 4.5.1(E), to approve the revised
plans and the modification to the revised plan for the Guest House elevations, with
the condition that an awning be installed on the west elevation which will extend
across the garage doors and the north and south French doors. The awning will be
reviewed at a future meeting.
It was moved by Ms. Hurlburt, seconded by Mr. Ames and passed 4-0 (Ms. Turner
stepped down), based on positive findings to Section 4.5.1(E) to approve the
courtyard awning as presented with the condition that if revision to the landscape are
required due to the awning installation, staff may approve revisions.
It was moved by Ms. Hurlburt, seconded by Mr. Ames and passed 4-0 (Ms. Turner
stepped down) to approve exterior gaslight fixtures, style: "St. Michael's Alley" (the
specifications are available in the project file).
Discussion after the Vote:
• The sign was presented for a preliminary review. The Board suggested
that the applicant apply for a sign permit and return for review with colors
and dimensions indicated.
• A modification to the entrance gazebo was presented along with a
proposed pedestrian gate. The Board recommended that the applicant
return with a rendering or elevation of the gazebo entrance and gate.
C. COA-192 Continuation: Damiano's Restaurant, 52 N. Swinton Avenue,
Contributing Structure, OSSHD. Don Day, Delray Awing, Authorized Agent.
Item Before the Board: The action requested of the Board is that of approval for an
awning for the front facade.
It was moved by Ms. Hurlburt, seconded by Mr. Ames and passed 5-0 based on
positive findings to Section 4.5.1(E), to approve the awning as presented.

III. DISCUSSION AND ACTION ITEMS
"Great Floridans 2000" Program
The program will recognize persons no longer living who have made significant
contributions to our city, state, or nation. Each person selected will be
commemorated by a special plaque. There must be a building, 30 years old or older,
associated with each nominee to which the plaque can be affixed. More than one
nominee can be submitted, however, nomination can only be made by municipalities.
Efforts should be made to identify people representing different ethnic backgrounds,
gender, and ages.
The Historical Society Board will consider this at their meeting of September 14,
1998 and we will have their suggestions for our meeting on September 16,1998. It is
hoped that we can finalize or nominees by the 16th as the material must be submitted
by the end of the year.
Staff suggested Dr. Carson, S.D. Spady and Sam Orgren. Mr. Johnson suggested
Mr. Boughton of the Colony Hotel and Mr. Linton, but there is no building associated
with Linton. The Board will consider these and other suggestion from the Historical
Society at the September 16th meeting.

Staff explained that the DDA and the Chamber of Commerce have inquired
about having the Atlantic Avenue Bridge listed on the Local register. The
reasons for listing is to give possible protection and consideration for the
bridge if the DOT presents a proposal to widen it. The bridge was constructed
in the 1950's and is not technically historic. Staff asked the Board if they
would support a recommendation to the City Commission if a designation
report were presented to them. The Board agreed that it would support the
designation and recommended that a report be done for the 8th Street Bridge
as well.

There being no further business before the Board, Ms. Hurlburt moved to adjourn
the meeting at. 7:30 p.m. , seconded by Ms. Diggans and passed 5-0.

The action requested of the Board is that of granting a waiver to LDR Section
6.1.4(B)(3)(b), and approval for a trellis to be installed on the north of the carport.

There is an existing, nonconforming asphalt driveway located on the east side of
the lot. The driveway encroaches on the vacant lot to the east which is also
owned by the applicant. The applicant is proposing to remove a portion of the
existing driveway and to replace it with two concrete paver ribbon strips. The
strips will be 8" x 8" concrete and each strip will be 2' wide with a 3' sod strip in
between and will be installed between the front property line and the carport.
The east strip will be located 2.5' from the east property line where 5' is required,
pursuant to LDR Section 6.1.4(3)(b). The existing asphalt driveway from the
carport north will remain but the portion which encroaches on the adjacent lot to
the east will be removed to a distance of 2.5' from the east property line. A 2.5'
landscape strip will be created between the new and existing driveway and the
east property line.
The applicant proposes to install 4' x 8' cedar trellis panels along the north of the
carport. The panels will be secured with 4' x 4" posts at the joints. Flowering
vines will be planted in front of the trellis. The trellis is not visible from the street.

Pursuant to LDR Section 2.4.7(B)(5), prior to granting a waiver, the approving
body shall make a finding that the granting of the waiver:
(a) Shall not adversely affect the neighboring area;
(b) Shall not significantly diminish the provision of public facilities;
(c) Shall not create an unsafe situation; or,

(d) Does not result in the grant of a special privilege in that the same
waiver would be granted under similar circumstances on other
property for another applicant or owner.
Because of the 50' lot development pattern of the Del-Ida Park Historic District,
many of the driveways in the district are nonconforming. Granting the waiver will
reduce the nonconformity. The use of paver blocks and landscaping will benefit
the aesthetics of both the streetscape and the district, thereby having a positive
affect on the neighboring area. The grant of the waiver will not impact public
facilities nor create an unsafe situation. Further, the granting of a waiver will not
result in a granting of special privilege as a waiver would be supported in similar
circumstances involving upgrading of material and provision of landscaping.

Project Name: COA-334-Continuation, Sundy Inn
Project Location: 106 S. Swinton Avenue
The action requested of the Board is that of approval for revisions to previously
approved elevations for the 8 unit apartment house (The Guest House) located
on the northwest corner of the property, and,
Approval for an awning to cover the courtyard at the Sundy Inn.
On March 18, 1998 the Board approved the elevations for the subject apartment
building. The apartment's 8 units were to be converted to 6 suites and 2 hotel
rooms associated with the Sundy Residence Inn. Four parking spaces were
provided on the west side of the building (S.W. 1st Avenue)
THE GUEST HOUSE
The applicant is proposing to reconfigure the building to accommodate 2, two
bedroom, two story town house units, located on the north and south of the
building; and 2, one bedrooms units on the second floor in the center of the
structure. The open areas between the building's ells and the center section will
be enclosed for interior space. A 4 car garage will be located on the first floor
beneath the 1 bedroom units. The garage will take access from S.W. 1st
Avenue. See the attached floor plan for clarification.
The proposed elevation changes are as follows:
West Elevation, S.W. 1st Avenue
The balcony will be removed and the west wall behind the balcony will be
extended so that it is flush with the north and south ells. On the first floor the
window and French doors will remain on the north and south of the elevation;
garage doors will replace the windows and French doors in the center portion.

The windows on the second floor will be reconfigured to conform to the new floor
plan.
East Elevation, facing the Sundy Inn.
Changes on the east elevation consists of the enclosure of the openings
between the ells and reconfiguration of the windows to conform to the new floor
plan. A 4' tall picket -privacy•fence will be installed in front of the patios of the
north and south apartments.
All building material and trim are to remain as previously approved.
THE GARDEN COURTYARD AWNING
The Garden Courtyard is located behind the Sundy House and is surrounded by
dining rooms "B" and "C". There is a 196 s.f. outdoor dining area on the
northwest corner, the balance of the space is composed of paths and
landscaping. In order to shelter patrons from the rain when entering or exiting
the dining rooms and/or the Sundy House, the applicant is proposing to install an
awning over the courtyard. The awning will have a peaked or tent roof which will
be elevated from the main awning to allow air to circulate. The peak will be clear
plastic with a white canvas trim to allow sunlight to enter the landscaping below.
The main roof will be yellow and white striped canvas and the drop will be yellow.
The awning will be supported by decorative columns and braces.
The Guest House
The apartment building is nonconforming as multifamily structures are not
permitted in the OSSHAD zoning district. When the plans were approved for the
Sundy Inn the building was to be converted to a Residential Inn which was
granted a Conditional Use. With the proposed revisions the building will revert to
being a nonconforming residential structure, however, the nonconformity will be
reduced by 4 units and the parking will be accommodated within the structure.
Courtyard Awning
Some revisions to the landscape plan may be required to provide plants that
tolerate a lower light environment that those which have been approved.

The action requested of the Board is that of approval for an awning for the front
facade.
The proposal for a front awning came to the Historic Preservation Board on
October 18, 1995. This proposal was to install an awning across the front of the
building extending from the main roof edge to the width of the front porch,
thereby obscuring the decorative rafter tails and front door roof and brackets
which are a defining architectural character of the building. While acknowledging
the need for restaurant patrons to be sheltered from the rain while entering from
the porte cochere, the Board felt that an awning could be designed to provide
shelter but allow the decorative elements to remain visible. The Board continued
this item and recommended that the applicant provide a revised awning design.

The awning will be installed as follows:
• The awning will be attached to the structure beneath the rafter tails on either
side of the front door brackets, allowing the rafter tails to be visible. The roof
extension over the front door as well as the rafter tails and brackets will be
visible as the awning will be installed beneath the roof extension rafter tails.
• Due to height requirements the awning will not have a drop.
• Material is to be white canvas
• The metal awning porch posts are to be boxed with wood to create a 4" x 4"
post to match those of the porte cochere. Additionally, wood brackets will be
installed at the top of the posts to match the porte cochere posts. Posts and
brackets to be painted white.
• The awning supports on either side of the front stairs will be mounted on the
cement piers.

• The lattice panels on either side of the front door will be removed.
The current proposal allows most of the decorative details to remain visible and
therefore conforms to the Board's direction. Because the awning will be installed
under the rafter tails, it will have a very low pitch. Due to height regulations for
awnings it is not possible to add a drop to the sides or front.
1. Deny, with reasons stated.
2. Approve as presented.
Based on positive findings to Section 4.5.1(E), approve the awning as presented.

Project Name: Great Floridians 2000
The program will recognize persons no longer living who have made significant
contributions to our city, state or nation. Each person selected will be
commemorated by a special plaque. There must be a building, 30 years old or
older, associated with each nominee to which the plaque can be affixed. More
than one nominee can be submitted, however, nominations can only be made by
municipalities. Efforts should be made to identify people representing different
ethnic backgrounds, genders, and ages.
The Historical Society Board will consider this at their meeting of September 14,
1998 and we will have their suggestions for our September 16th meeting. It is
hoped that we can finalize our nominees by the 16th as the material must be
submitted by the end of the year.

We are proud to announce the Great Floridians 2000 Program, a joint
undertaking of the Florida League of Cities and the Florida Department
of State. As we approach the 2151 century this is an opportunity for us to
recognize the contributions of the many individuals who have helped
make Florida what it is today, and to celebrate Florida and its cities at the
turn of the century.
The Great Floridians 2000 Program will recognize persons no longer
living who have made significant contributions to the development of
our cities and the progress of our state and nation. Each person selected
for recognition under this program will be commemorated by a specially
designed "blue plaque" affixed to a structure historically associated with
the person. The goal is to recognize at least 2000 outstanding men and
women. As plaques are placed on buildings throughout the cities of our
state, a network will be created that personalizes the history of our
downtowns and provides a symbol of our heritage to reinforce
community pride in Florida.
Enclosed you will find materials that describe the program in more detail
and procedures to nominate Great Floridians. For further information,

CRITERIA FOR ELIGIBILITY
Introduction •
As we approach the year 2000, it is appropriate to recognize outstanding men and
women who made significant positive contributions to the history and culture of
our state, leading up to the 21' century. The Florida League of Cities and the
Florida Department of State, to help celebrate the turn of the century, will
dedicate a special series of markers in cities throughout the state commemorating
Great Floridians.
Criteria for eligibility:
1) A nominee must be deceased and must have been a resident of Florida when
he/she made the contribution for which they are being recognized and
2) a nominee should be a person whose contributions to Florida are readily
recognizable by the public. Effort should be made to identify people who would
be known internationally, nationally, statewide, regionally, or locally (preferably
in that order) and
3) there should be an historic building or structure, preferably at least 30 years
old, that is associated with each nominee on which the plaque can be affixed.
Such a building should be located in the city limits. If a community does not have
such a place, however,no more than one plaque may be placed at the City Hall or
County Courthouse,where it could be readily viewed by the public.
4) Plaques must be easily seen from a public way and must be affixed to
buildings, generally at least 8 feet above street level to prevent vandalism.
5) Before a person is nominated, the consent of the owner of the property to
which the plaque would be affixed must be obtained, and the owner must agree
that the plaque will remain affixed to their property for at least 10 years.
