ROLL CALL: The meeting was called to order by the Chairman at 6:00 P.M. Upon roll call it was determined that a quorum was present. MEMBERS PRESENT: Chairman Vaughan, John Johnson, Vera Farrington, Debora Turner, Pat Healy-Golembe, Susan Hurlburt MEMBERS ABSENT: Betty Diggans STAFF PRESENT: Pat Cayce, Jeff Costello, Diana Mund II. APPROVAL OF MINUTES: The Minutes for the Regular Meeting of September 4, 1996 were before the Board for consideration. Ms. Golembe moved to approve the Minutes as presented. The motion was seconded by Ms. Hurlburt and passed 6-0. III. ELECTION OF OFFICERS: A. Chairman Board Secretary Diana Mund declared the floor open for nominations for the position of Chairman. Ms. Turner moved to nominate Mr. Vaughan, seconded by Ms. Farrington. There being no other nominations on the floor, the motion was passed 5-0 to elect Mr. Vaughan as Chairman of the Historic Preservation Board. B. Vice-Chairman Chairman Vaughan declared the floor open for nominations for the position of Vice-Chairman. Ms. Turner moved to nominate Mr. Johnson, seconded by Ms. Golembe. There being no other nominations on the floor, the motion was passed 5-0 to elect Mr. Johnson as Vice-Chairman of the Historic Preservation Board. C. Second Vice-Chairperson Chairman Vaughan declared the floor open for nominations for the position of Second Vice-Chairperson. Ms. Hurlburt moved to nominate Ms. Golembe, seconded by Ms. Farrington. There being no other nominations on the floor, the motion was passed 5-0 to elect Ms. Golembe as Second Vice- Chairperson of the Historic Preservation Board. IV. CERTIFICATES OF APPROPRIATENESS: A. COA 8-294: 18 Lake Court; Del-Ida Park Historic District; Non-contributing Garage; David Spanbauer, Owner. Item Before the Board: The action requested of the Board is that of approving a COA for the design elements associated with the conversion of a non- contributing garage to a guest cottage. It was moved by Ms. Golembe, seconded by Ms. Farrington and passed 6-0 to approve COA 8-294 based upon positive findings to LDR Section 4.5.1(E) as presented, with the following condition: • That the material proposed for the north elevation planter contain plants of a vertical nature to give height to the landscaping and help screen the garage/apartment from the streetscape. B. COA 8-293: 708 S.E. 3rd Avenue; Marina Historic District; Contributing Single Family Residence; Francisco Perez, Architect, Authorized Agent; Robert and Judith Lukens, Owners. Item Before the Board: The action requested of the Board is that of approving a COA for additions to a contributing single family residence and guest cottage. It was moved by Mr. Johnson, seconded by Ms. Hurlburt and passed 6-0 to approve COA 8-293 based upon positive findings to LDR Section 4.5.1(E) as presented, with the following condition: • That the applicant return to the Board for review of any exterior details which may be added during renovation, such as iron gates and decorative grilles. -2- 09/24/96 C. COA 8-295: Mt. Olive Baptist Church; South Side of N.W. 1st Street, Between N.W. 4th and 5th Avenues; Individually Listed on the Local Register of Historic Places; Clarence Vaughn, Authorized Agent. Item Before the Board: The action requested of the Board is that of approving a COA to construct a 5' high galvanized chain link fence with gates and the installation of a hedge. This proposal is being processed as a non-impacting site plan modification which will be approved administratively. It was moved by Ms. Turner, seconded by Ms. Golembe and passed 6-0 to approve COA 8-295 based upon positive findings with respect to LDR Sections 4.5.1(E) and 4.6.18, subject to the following conditions: 1. That the chain link fence and gates be black vinyl coated; 2. That a Ficus hedge be installed along the west and south sides of the fence and be maintained at 3.5' in height; and, 3. That the existing chain link fence along N.W. 5th Avenue be painted black and that the existing Ficus hedge be maintained at 3.5' in height. D. COA 8-263 Continuation: 203 Dixie Boulevard; Contributing Structure; Del-Ida Park Historic District; Shane Ames, Owner. Item Before the Board: The action requested of the Board is that of approving a COA for a change in driveway paving material from the previously approved asphalt to gravel. It was moved by Ms. Turner, seconded by Ms. Hurlbut and passed 6-0 to approve COA 8-263 Continuation based upon positive findings with respect to LDR Section 4.6.9(D)(8)(a) for the gravel driveway aisles, subject to the following condition: • That a 5' deep asphalt driveway apron extend from the property line into the site. E. COA 8-272 Continuation: 2 E. Atlantic Avenue; Contributing Commercial Building; Old School Square Historic District; Michael Kravit, Architect, Authorized Agent; Steven Cohen, Owner. Item Before the Board: The action requested of the Board is that of approving a COA for changes to previously approved elevations. As the applicant was not present this item was tabled the until October 2, 1996 meeting. -3- 09/24/96 F. COA 8-292: Block 10, Lot 18; Del-Ida Park Historic District; a Vacant Parcel; Tulia and Scott Taylor, Owners. Item Before the Board: The action requested of the Board is that of approving a COA to allow a single family residence to be constructed on a vacant lot. The subject property is located in the RO zoning district. Pursuant to LDR Section 4.3.4 the side setback requirement is 15'. As the proposed structure is set back only 7.5' from the side property lines, a variance for relief from the requirement would be required to construct the residence. A 7.5' side setback is allowed for single family dwellings in the RM and RL zoning districts, but not in the RO where the subject property is located. The staff report stated that the applicants owned the adjacent lot (Lot 17), and that it would be possible to replat the lots and acquire an additional 15' of width for Lot 18 to allow the structure to be constructed within the required 15' setbacks. This statement was in error as the applicants are not now planning to purchase Lot 17. Therefore, the only way the house could be constructed with 7.5' setbacks would be if variances were granted from the side setback requirements. The Board reviewed the floor plan and elevations and felt that the design was inappropriate and that positive findings could not be made to LDR Section 4.5.1(E) (Development Standards). The Board recommended that the applicant discuss the plans with an architect who was sympathetic to new construction in historic districts. Additionally, the Board pointed out several award winning affordable house designs which had been commissioned by the CRA, and would be compatible within the historic district. It was moved by Ms. Turner, seconded by Ms. Farrington and passed 6-0 to table the item to a future meeting to give the applicant sufficient time to revise the elevations. V. DISCUSSION AND ACTION ITEMS: A. Review the Designation Report for the Sandoway House, 142 S. Ocean Boulevard. Item Before the Board: The action requested of the Board is that of setting the date for a public hearing, pursuant to designating the property to the Local Register of Historic Places. -4- 09/24/96 It was moved by Mr. Johnson, seconded by Ms. Golembe and passed 6-0 to set November 20, 1996 as the public hearing date for review of the Designation Report for the Sandoway House to the Local Register of Historic Places. VI. REPORTS AND COMMENTS: A. Reports from Historic District Representatives None B. Board Members Ms. Farrington read a letter to the Board that she had received from City Manager David Harden, stating that the City has budgeted for the acquisition of the Spady House and that the formal appraisal process will commence in the near future. Project Name: COA 294 Project Location: 18 Lake Court The action requested of the Board is that of approval of COA 294 for the design elements associated with the conversion of a noncontributing garage to a guest cottage. The property is located on two lots in the Del-Ida Park Historic District. The noncontributing garage is located to the rear and east of a contributing single family residence in the Del-Ida Park Historic District. The contributing residence was constructed in 1941 and the garage was constructed in the 1970s. Only a small portion of the north elevation of the garage is visible from the street. North Elevation The applicant is proposing to close up the garage door opening with the same wood paneling as the north wall. There is an existing entrance door on the north elevation which will remain. A three foot wide section of cement will be removed from the apron in front of the garage structure to allow a landscaped area to be installed along the north wall which is visible from the street. East Elevation Three aluminum single hung sash windows will be installed along the east wall. This wall is not visible from the street. West Elevation A single hung aluminum sash window will be installed to the north of the existing sliding glass doors. This elevation is not visible from the street. The garage contains a total of 1247 square feet. Pursuant to LDR Section 4.3.3(Q)(3) a guest cottage may not contain more than 700 s.f. The applicant will convert the remaining 547 s.f into a storage room which will be accessed by an existing door on the west elevation. This project has a minimum impact on the streets?ape. Painting the garage to match the residence and the addition of landscaping against the north wall will tend to enhance the garage structure. Theexterior presents a Mediterranean Revival style exterior but it is not known if this was the original style of the building. The applicant is proposing to construct a 1,500 s.f. addition in the Mediterranean style to compliment the existing building. .• •••• •••• •••••• •••••••••,...•••••••••••••••.••••••-•••••••••••.......••••••••••••••••••••-••••••••••••••••••••••••••••••••••••••••.••••••••••-••••••••••-••••••••••••••••••••• The proposal consists of the addition of an expanded living area; a sitting room for the master bedroom; a new mastern bath; a new kitchen and utility room; a new guest bedroom and bath; anda office. The ceilings of the new living room, the master bedroom, and thekitchen will be elevated and their roof lines will be higher than the existing roof. The additions will affect the exterior of all four elevations. A five to six foot wall will be constructed along the front of the property and a swimming pool and deck will be constructed in the yard adjacent to the Intracoastal Waterway. New exterior walls are to be stuccoed to match the existing walls and the new roof area will match the existing tile surface. All windows and doors are to be wood, clad in a vinyl or aluminum finish. The action requested of the Board is that of approval of COA 295 for Mt. Olive Baptist Church to construct a 5' high galvanized chain link fence with gates an the installation of a hedge. This proposal is being processed as a non-impacting site plan modification which will be approved administratively. The subject property incorporates a majority of the lots located south of N.W. 1st Street, between N.W. 4th and 5th Avenues, north of the east/west alley (Block 24, Town of Delray). Mt. Olive Baptist Church is designated as an historical site and is zoned CF (Community Facilities).. On the west side of the church property adjacent to N.W. 5th Avenue is an historic marker/park which was completed in late 1994. Mt. Olive recently purchased Lots 4 and 5, Block 24, which are located along N.W. 5th Avenue, just south of and adjacent to the existing church parking area. The property contains an existing historic structure formerly occupied Two Dudes Diner. Mt. Olive is currently processing a rezoning of the subject lots from GC (General Commercial) to CF (Community Facilities) to be consistent with the balance of the church's holdings as well as to accommodate a play area for a proposed child care center. In the future, the church intends to convert the existing structure to a youth center. The church is also processing a request to abandon the north/south alley within Block 24 which separated the church's properties. t�tE. GRIP . C . IP E > >'<> `1 <maii ::::m The development proposal is to construct a 5' high galvanized chain link fence on the west side of the property from the historical marker/park to the south property line, then east along the south property line to the north/south alley. Meeting Date: September 18, 1996 Agenda Item: IV-C HPB Memorandum Staff Report COA-295 for Mt. Olive Baptist Church Page 2 The fence will be set back 10 feet from N.W. 5th Avenue. A gate will be installed adjacent to N.W. 5th Avenue with two gates to be installed across the alley: one at the north end of the alley and the other at the south end of the alley. The proposal includes the installation of a Ficus hedge on the west side (outside) of the fence, adjacent to N.W. 5th Avenue. Recent proposals to install galvanized chain link fences/gates adjacent to public rights-of-way have been required to be either a green or black vinyl coated and provided with a hedge. As the property is located along N.W. 5th Avenue it is subject to the design guidelines of the West Atlantic Avenue Redevelopment Plan, which does not permit new chain link fences on any commercial or commercially zoned property. Given the intended use of the property for a child care center/play area, a chain link fence is necessary and appropriate. However, it is recommended that the fence and gates be black vinyl coated rather than green in order to provide a back-drop consistent with the black metal of the historic park and marker. While the proposal does indicate a Ficus hedge it is recommended that a species such as Ixora be provided which is a flowering hedge and is more attractive than the Ficus hedge. The hedge should be located on the outside and continued-along the south property line to the alley, to provide the desired buffer, and to closely comply with the West Atlantic Avenue redevelopment Plan. The hedge should be maintained at 3.5' in height which will allow adequate visibility for security purposes, and to soften the fence. It is noted that the hedge must be provided with an irrigation system. The property is not located in a geographical area requiring review by the DDA (Downtown Development Authority). West Atlantic Avenue Architectural Review Committee (ARC_) At its meeting of September 12, 1996, the ARC reviewed the proposal and recommended approval subject to the provision of a green/black vinyl coated chain link fence and an Ixora hedge planted on the outside of the fence to be maintained at 3.5' in height. The subject property consists of Lots 11 and 12, Block 11 Del-Ida Park subdivision, and is located within the Del-Ida Park Historic District. The building is in the process of being converted from a single family residence to an architect's office. On December 5, 1995, the Historic Preservation Board approved the installation of gravel parking spaces and an asphalt paved handicapped space with asphalt paved drive aisles. The applicant is requesting approval to change the driveway aisles from the previously approved asphalt paving to a gravel surface. Pursuant to Section 4.6.9(D)(8)(a), parking lots and spaces on historic sites and within historic districts may be improved with a surface material other than pavement, where there are 12 of fewer parking spaces, subject to approval by the HPB. The subject property provides 8 parking spaces and is therefore within the size limit for a gravel surface. The gravel surface is in keeping with the historic character of the property and, as the site is heavily wooded, gravel will probably be more beneficial to the existing trees. The handicapped parking space will remain paved with asphalt as will the driveway width from the property line to the street. Staff recommends that an asphalt driveway apron be provided from the property line into the site for a distance of five (5) feet. Additionally, the applicant is relocating the handicapped parking space from its approved location near the front of the building to the to the rear. The action requested of the Board is that of approval of COA 8-292 to allow a single family residence to be constructed on a vacant parcel in the Del-Ida Park historic district. The proposed structure contains 2,013 s.f. of living space. It will be constructed of concrete block with a stucco finish. The roof has a single gable running the length of the house and will have a metal standing seam finish. Secondary gables cover the entry porch and the rear patio. The windows and sliding doors are to be aluminum. The building is to be painted pale peach with a darker peach trim. The roof is to be gray or light green. The house is located 7.5' from the side property lines; 25' from the rear property line and 29' from the front property line. The subject property is located in the RO (Residential Office) zoning district. Pursuant to LDR Section 4.3.4 the side setback requirement is 15'. As the proposed structure is set back only 7.5' from the side property lines, a variance for relief from the requirement would be required to construct the residence. A 7.5' side setback is allowed for single family dwellings in the RM (Residential Medium High Density) and RL (Residential Low Medium Density) zoning districts; but not in the RO (Residential Office) where the subject property is located. It is doubtful that staff could support such a variance for the following reasons: • The applicants own the adjacent lot, Lot 17. It would be possible to replat the lots and acquire an additional 15' of width for Lot 18 to allow the structure to be constructed within the required 15' setbacks. The reduction of 15' from Lot 17 would reduce the lot's size from 10,500 s.f. to 9,295 s.f.; and would not Meeting Date: September 18, 1996 Agenda Item: IV-F HPB Staff Report COA 8-292 Page 2 result in a nonconformity, as the required lot size in the RO zoning district is 8,000 s.f. • If a variance was granted, and the property was built as presented and then subsequently sold for conversion to an office, a nonconformity would be created for the office structure. • The residence has an unconventional floor plan (i.e. two separate entrances) and is designed to accommodate Mrs. Taylor's parents when they winter in Florida. However, if the property were sold, it appears that the structure could be easily converted to an illegal duplex. The lot is of insufficient size to meet the requirements of a duplex. • The setback relief needed to construct the house does not meet the criteria required for granting variances. The applicant is aware that the setbacks do not conform to the zoning district requirements, and if the design is approved would apply for the necessary • variances. However, based upon the above, it would be inappropriate to take action on the building's design and architectural elements. Perhaps the Board would consider providing comments regarding the design elements of the proposal in the event that the applicant decides to replat the lots and increase the size of Lot 18 to reflect the 15' side setback requirements. ARCd TECTURAL SIGNIFICANCE The Sandoway House was constructed in 1936 and is credited to local architect, Samuel Ogren, the first architect to practice in Delray Beach Ogren's prolific works shaped both the public and private character of the City of Delray Beach, including the National Register listed High School and Gymnasium (now known as Old School Square). The Sandoway House was constructed in the then-emerging Resort Colonial Revival (or Resort Colonial) .style,which was polular in Delray Beach during the years of the Great Depression. It is one of only a handful of houses in this style of architecture remaining on the City's beachfront. Overview of the Resart Colonial Revival Style(1930-1939) Despite the Great Depression there was still a great deal of residential construction in Delray Beach, much of it built by wealthy winter residents along the beachfront. In response to the economic difficulties in the nation, a more restrained form of architecture became popular:Resort Colonial Revival. This relatively modest style was in deliberate contrast to the more flamboyant and exuberant Mediterranean Revival style which was in vogue only a decade before,during the Florida Boom of the 1920s. A subtype of the Colonial Revival style,the Resort Colonial genre combined the best features of colonial and vernacular design with interesting resort details such as open-air balconies. Typically,Resort Colonial Revival is two-story with either a rectangular or square plan. Roofs are hipped or side-gabled with boxed eaves and little overhang,occasionally decorated with dentils or simple cornices.Both symmetrical and asymmetrical facades are common. The main entrance tends to be simple in ornament,but remains a focal point of the facade. Windows are usually double-hung with six, eight, or nine panes. Bay, paired and triple windows can also be found. Wood cladding is most common in Florida,but masonry examples can be found. The interiors of these houses were often filled with beautifully crafted architectural elements. The city's inventory of these type of remaining structures includes but a handful remaining along the waterfront. Subject Property • The Sandoway House is typical of Resort Colonial Revival in its use of New England clapboard construction combined with an airy porch to capitalize on the sea breezes. The two-story wood-framed house is rectangular in form with the open porch on the second floor looking over the ocean. Originally the house featured a corresponding porch directly below on the Designation Report 1;) -124 South Ocean Boulevard Page 5 first floor which has been.replaced by a.wrap-around screened porch,added in 1980. The hipped roof is clad with asphalt shingles and features a central chimney. The second story is framed in vertical batten and boards and the first floor is sheathed in horizontal clapboard. Most of the original 8/8 pane wood double hung windows are existing as are the original operable wood shutters. An example of the deliberate lack of outward ostentation can be seen in the elegant arched window which is located on the south facade of the Sandoway House and is not visible to passersby on the street. Interior details in Sandoway House include a graceful winding staircase, solid Dade County pine - floors, cypress ceilings,crown moldings and double-hung wood windows throughout. IV. HISTORICAL SIGNIFICANCE Sandoway House is listed in the Florida Department of State Master Site File lotyentory of Historic Structures and is eligible for listing in the City's Local Register of Historic Places. Sandoway House was built for retired produce broker J. B. Evans from Deerfield Beach in 1936. It is believed that Mr. Evans commissioned focal Architect Samuel Ogren to design the house as a retirement home. Mr. Evans was appointed as Lieutenant-Colonel and Personal Aide to Florida Governor Fred P. Cone in 1937. The position was honorary and consisted of accompanying the Governor on state and ceremonial occasions. Sandoway House provides cultural significance as it exemplifies the historical, political,economic and social trends reflected in Defray Beach during the Great Depression. Designed in a unique style adapted to both the local climate and socio-economic conditions of the nation, the house provides significant clues about the values, lifestyle and social consciousness of the upper-class citizens moving to Delray Beach during the 1930s. V. STATEMENT OF SIGNIFICANCE 142 South Ocean Boulevard, commonly known as Sandoway House, is eligible for listing on the City's Local Register of Historic Places both for its architectural and social significance. Aesthetically,it portrays the environment in an era of history characterized by its architectural style. Additionally, it contains elements of design, detail and craftsmanship of outstanding quality which represented, in its time, a significant adaptation to the south Florida environment. It portrays cultural significance as it exemplifies the historical, political,economic and social trends as reflected in Defray Beach during the Great Depression of the 1930s. It is appropriate that this building be listed on the Local Register of Historic Places for it is worthy Designation Report I Ho—-1-24 South Ocean Boulevard Page 6 of the protection and special consideration afforded by that designation. Criteria for Designation Section 4.5.1(B)of the Land Development Regulations of the City of Delray Beacn outlines the criteria for designating properties br sites to the Local Register of Historic Places. It suggests that at least one criteria from paragraphs(2)or(3)must be met to justify designation_ Listed below are the criteria which relate to this property. (2) A building,structure, or site will be deemed to have historical or cultural significance if it meets one or more of the following criteria: (a) Is associated in a significant way with the life or activities of a person important in the City(for example,the homestead of a local founding family). (3) "A building,structure,site of district is deemed to have architectural or aesthetic significance if it fulfills one or more of the following criteria." (a) "Portrays the environment in an era of history characterized by one or more distinctive architectural styles." • • (b) "Embodies those distinguishing characteristics of an architectural style period, or method of construction." This building is worthy of being designated to the Local Register of Historic Places. Although it is a separate building, it was constructed in the same style and at the same as the two story building adjacent to the east. Both buildings were previously known as Polly Noe Antiques. On July 17, 1996 the board considered this design proposal for the facade at a pre-application review. The Board was unanimous in its approval of the design and recommended that the applicant submit a formal application 4s presented. Facade The two existing storefront windows will be replaced with a three paneled metal window system. The existing door and flanking windows will be replaced with the same metal window system and matching double doors. The columns which support the overhang will be enlarged with painted metal column covers. The existing awnings will be painted with one of the three colors of the proposed pallet. Color to be specified at the meeting. A horizontal metal railing will be installed along the roof to accommodate a roof deck dining area proposed for the Avenue Bar and Grill, which adjacent to the east. The proposed color pallet is pale beige; tan; and medium brown. Color samples will be available at the meeting. Sign The sign is a marquee type; it will be flat wall mounted between the two awnings. The center section will project at an angle from the wall. The text of the projected portion will read Back Room Blues Bar on both faces. The flat wall portion of the sign will have a band of colored lights and curvilinear neon which will frame the changeable copy area. Metal cut-out musical note graphics will be mounted on the top of the wall sign. The color for the projecting sign will be blue on a black background. The changeable copy area is white with a purple border; pink and yellow neon; and pink, yellow and blue lights. Please see the comments from the Building Department's Sign Review Committee. Staff suggests that the flat wall sign have square corners and that the cut-out graphics be removed from the top. Staff also suggests that the colored lights be removed and that the neon tubes run in continuous straight bands around the border. Making the above changes will provide the sign with appropriate design elements which reinforce the Art Moderne style of the building and more 'accurately represents the changeable type and marquee signs which are historically correct for the facade. The colors of the sign do not compliment the color pallet of the building. Bright greens, yellows, or orange would enhance the beige/brown building scheme. The changeable copy area is white with a purple border. f` The sign size meets the maximum square footage requirements of 81 sq. ft. allowed for the building size under the sign code. STAFF ANALYSIS: The proposed changeable lettering and neon was the popular sign method used by theaters and entertainment facilities many years ago. The applicant is requesting this sign style to advertise the entertainment groups appearing at this location. The Historic Board should be made aware that changeable copy has historically been denied by the Site Plan Review and Appearance Board. The Board recently deviated from this policy on July 17, 1996 by approving changeable copy for Quality Imports, a retail automobile dealer at 246 NE 6th Ave. The Board in supporting this sign expressed concern because there would not be control or limitation on what could be advertised on the channels. It is anticipated the Atlantic Ave. downtown area will begin to receive changeable copy requests. The Musicians Exchange and similar entertainment businesses have expressed such an interest. Staff recommends the Historic Board establishes a policy for allowing or subsequently denying changeable copy signage for the downtown historic area. III. RECOMMENDATION: The Board has the following options: 1. Approve the flat wall sign submittal based upon positive findings pursuant to Section 4. 6.7(D) (2) . 2.
