ROLL CALL: The meeting was called to order by the Chairperson at 6:00 P.M. Upon roll call it was determined that a quorum was present. APPROVAL OF MINUTES: The Minutes for the Regular Meeting of September 30, 1997 were before the Board for consideration. Ms. Hurlburt moved to approve the Minutes as presented. The motion was seconded by Mr. Keller and passed 4-0. III. PUBLIC HEARING ITEMS: A. Recommend to the City Commission that the Turner House, 145 N.E. 6th Avenue be Individually Listed in the Local Register of Historic Places. Item Before the Board: The action requested of the Board is that of conducting a public hearing associated with recommending to the City Commission that the Turner House be individually listed in the Local Register of Historic Places. (Quasi-Judicial) The Vice-Chairperson declared the Public Hearing open, as there were no members of the public present and there were no comments received by staff the Public Hearing was closed. It was moved by Ms. Hurlburt, seconded by Ms. Farrington and passed 4-0 to recommend to the City Commission that the Turner House be given historic status by individual listing on the Local Register of Historic Places, based upon positive findings with respect to LDR Section 4.5.1(B)(3)(a)(b)(c) & (d) "Criteria for Designation". At this point on the Agenda Mr. Damiano arrived. IV. CERTIFICATES OF APPROPRIATENESS: A. COA 97-327: The Old Methodist Rectory, 14 S. Swinton Avenue, Contributing Commercial Structure, Old School Square Historic District. John Szerdi, Architect and Authorized Agent. Item Before the Board: The action requested of the Board is that of approving a COA to allow renovation to the structure and the installation of a handicapped access and designated parking space. It was moved by Ms. Hurlburt, seconded by Mr. Damiano and passed 5-0 to approve COA 97-327 for the site plan modification, based upon positive findings with respect to LDR Section 4.5.1(E). It was moved by Ms. Hurlburt, seconded by Mr. Damiano and passed 5-0 to approve COA 97-327 for the design elements including the addition of a porch railing, based upon positive findings with respect to LDR Section 4.5.1(E), with the following request: • That the applicant return with elevations or renderings indicating what would be constructed on the lot to the north, before taking action with respect to the material and paint colors. B. COA 97-328: The Masonic Lodge Building, 40 E. Atlantic Avenue, Contributing Commercial Structure, Old School Square Historic District. Michael Weiner, Owner. Item Before the Board: The action requested of the Board is that of approving a COA to allow the renovation to the exterior of the building, including a parking area in the rear. It was moved by Ms. Hurlburt, seconded by Mr. Damiano and passed 5-0 to continue COA 97-328 to the November 5, 1997 meeting to allow the applicant time to address the following deficiencies on the plan: 1. Are window frames to be made of metal or wood; 2. Are transoms to be installed above the front windows; 3. What type of windows are to be used on the second floor; 4. Will the modern metal front door be replaced with a wood door; 5. What kind of tile will be used at the entrances; 6. The metal windows on the north (front) and east are lower than the original on the east; and, 7. The air-conditioning unit on the roof will be visible after the parapet is reconfigured. -2- 10/22/97 C. COA 97-329: 327 S.E. 7th Avenue, Vacant Lot on the East Side of S.E. 7th Avenue Between S.E. 3rd & 4th Streets, New Construction of a Single Family Residence, Marina Historic District. Corky Diamond, Authorized Agent. Item Before the Board: The action requested of the Board is that of approving a COA to allow the construction of a single family residence. After reviewing the plans the Board considered the compatibility standards as described in LDR Section 4.5.1(E)(7) & (8) "Development Standards", for new construction in historic districts. Front Facade Proportions (b), Rhythm of Buildings on Streets (e), and Scale of a Building (j), were some of the areas where conformity and compatibility appeared lacking. The Board was also concerned that the 25% non-vehicular open space requirement of Section 4.3.4 was not in compliance. Mr. Diamond felt that the site plan and elevations did not fairly depict the setbacks of the walls and the effect of the open porches which would mitigate the Board's concerns. It was moved by Ms. Hurlburt, seconded by Ms. Farrington and passed 5-0 to continue COA 97-329 to the November 5, 1997 meeting to allow the applicant to provide renderings which would help visualize the house in terms of conformity to LDR Section 4.5.1(E) and compatibility to the surrounding houses. The Board also requested that the applicant provide open space calculations for the project. The Board was of the consensus to amend the agenda to include IV.D. & E. D. COA 97-301 Continuation: Images Hair Salon, 19 S. Swinton Avenue, Old School Square Historic District. Bertha Laurent, Owner, Bright Image, Sign Contractor. Item Before the Board: The action requested of the Board is that of approving a COA to for a free standing sign associated with the conversion of a single family residence to a hair salon. It was moved by Ms. Farrington, seconded by Mr. Damiano and passed 5-0 to approve COA 97-301 Continuation for a free standing sign as presented. E. COA S-57 Continuation: Harbor House Apartments, 124, 132, 136 Marine Way, Marina Historic District. Item Before the Board: The owners of the property painted 132 Marine Way an un-approved color. A stop work order was put on the project so that 124 and 136 would not be painted without approval. -3- 10/22/97 The owners came into the office and selected approved colors for 124 and 136. Mrs. Cayce explained that she would take the colors to the Board on October 22, 1997 (the next day) but that they should do nothing until the Board reviewed the situation. Because for example, though the colors selected are on the approved palette, they may not be compatible with the color of 132, or the Board could require that 132 be repainted, and thus the color scheme for the three buildings may need to be reworked. The Board suggested that the applicant return with a rendering of the buildings indicating where each color would be placed so that they could get a prospective view of the color scheme. V. Staff Mrs. Cayce read a letter to the Board from Mr. & Mrs. Steve Echols re: the deteriorating shape of the City Marina building and the dumpster. Mrs. Cayce stated that this was discussed at the DSMG meeting and has been referred to the Parks and Recreation Department. Mrs. Cayce informed the Board that the City Commission at their November 15, 1997 meeting would be considering authorization to apply to the Florida Department of State, Division of Historic Resources, for funding assistance ($10,000 grant) to conduct a comprehensive survey of historic structures in the City, and to approve a commitment of $5,000 as half of the local share of funding with the CRA providing the other $5,000 for the Delray Beach Comprehensive Historic Structures Survey. VI. At the meeting of September 30, 1997 the Board reviewed the designation report for the subject property and voted to set the date for the required public hearing for October 15, 1997. The public hearing is required by ordinance to allow the public to comment on the designation. Notice of the hearing was mailed to the property owners within a 500' radius of the subject property on Thursday, October 2, 1997 and a notice was published in the News on Friday, October 3, 1997. If the Board recommends the designation, the proposal will go before the City Commission for a first reading of the designating ordinance at their next available meeting. Comments from the CRA will be available at the meeting. ::. ARCHITECTURAL SIGNIFICANCE The Turner House, designed by architect Samuel Ogren, and located at 145 N.E. 6th Avenue is a fine example of the Mediterranean Revival style which was popular in Delray Beach during the Florida Boom of the 1920s. It is located approximately one and one half blocks north of East Atlantic Avenue, between N.E. 1st and N.E. 2nd Streets, on the east side of N.E. 6th Avenue. N.E. 6th Avenue, now the northbound portion of US Highway 1, was formerly Dade Avenue, the primary north-south road through the city. The house conforms almost exactly with the "features" characteristic of the Mediterranean Revival style as described in the Delray Beach Design Guidelines. The Mediterranean Revival style is characterized by one and two story structures with stucco finish, wood, stone and concrete accents and multi-rank asymmetrical facade massing. Multi-plane cross gabled roofs are often combined with pitched shed roofs most of which are covered in clay barrel tile. Windows are multi-paned double or single hung sash, or casements, some with wrought iron window grilles. Arches are found above windows and door openings often accented with carved stonework, columns or pilasters. Elaborate chimney caps, usually topped with barrel tile and functional or decorative balconies are characteristic of the style. While basically rectangular in form, the Turner House emphasizes the irregularity and asymmetric massing of the Mediterranean Revival style with five different planes on the front elevation, additionally the five different roof heights and styles contribute to the • typical asymmetric facade massing. On the first floor front facade a shed terra-cotta tile roof covers the entrance porch and guest room to the south, to the north the reception room's shed terra-cotta tile roof is a different height and is set back two feet from the entry porch/guest room plane. Further to the north a screened porch wing with a shed roof at right angles to the reception room roof is stepped back an additional twelve feet from the primary facade. On the second floor a front bedroom wall extends to the guest room/entry roof and is covered by a high pitched gable which intersects the main roofs lower pitched gable roof. The walls of the house are finished in smooth stucco, with the exception of the screened porch ell which is faced with irregular stone on the lower portion. The windows are wood with a combination of single or double hung sash with multi-panes on the top portion, and multi-paned casements. All windows have deep sills and the front facade first floor windows have decorative stucco lintels. An arched French door on the front facade opens onto a small balcony surrounded by a wrought iron railing. The door is framed with stuccoed stone detail, including a decorative keystone, and • topped by a projecting cornice and brackets. The front entrance porch is arched and open on two sides, north and west. A column with a simple capitol supports the arch at Delray Beach Design Guidelines, 1990 -5- the corner between the openings and decorative pilasters, with stucco trim, anchor the arches to the supporting walls, a decorative keystone type bracket is placed at the top of each of the two arches. The front door, recessed into the entry, is also arched and keystoned with a bracket. The screened porch ell has arched openings, one on the east and west and two on the north elevation. A wood balustrade extends between the porch openings and stone steps with a decorative wrought iron railing provide a secondary access to the house. In the center of the front second floor west facing gable is a cartouche flanked by graceful indentations fashioned to look like attic vents, these nonfunctional vents occur at other places near the roof and add a whimsical relief to the plain stucco finish. The first floor contains five rooms plus a kitchen, bath, screened porch and rear enclosed porch; with the exception of the porches all of the rooms are entered from large rectangular center hall. On entering the hall from the front door, to the left is a reception room with French doors opening to a small balcony on the west, to the right is a guest bedroom with a bath/powder room attached. Further along the hall on the left is the staircase, which can be entered from the east or west by a double set of three steps ending in a landing, before ascending the stairs to the second floor. Adjacent to the stairs and on the right is the billiard room and beyond the stairs to the left is the kitchen and the screened porch. At the east end of the hall on the left is the dining room and to the right is the library, complete with fireplace and space for a built-in organ. A large enclosed porch with tall casement windows runs along the entire east end of the house, both the dining room and library open onto the porch. The second floor contains three bedrooms, two baths, built-in closets, a large storage room, and the large east facing porch, which in the days before air conditioning, was used as a sleeping porch. 2 The house is unaltered with the exception of an exterior staircase to the second floor on the rear (east) elevation, and the composition shingle roof on the primary gable. The owner is in the process of replacing the shingles with terra-cotta tiles to replicate the original roof. A double garage, with a flat roof and terra-cotta tile trim on top of the parapet, was constructed with the house in 1925 and is located on the northeast corner of the property. The garage contained space for two cars, a half bath and laundry tubs. The garage has been modified by the removal of one set of garage doors. 2 Photocopy of the original plans for the Turner House, Samuel Ogren, May 1925. -s- V. HISTORICAL INFORMATION Dr. Ambrose A. Plotner commissioned Samuel Ogren to design the house in 1925, the commission was rather unusual in that Dr. Plotner was 83 years old at the time. Also in 1925, Mr. and Mrs. Charles Turner moved to Delray from their home in Oklahoma, Charles and Ocie Turner met and became friends with Dr. Plotner and agreed to move into the house as caretakers. A world traveler, the doctor spent a great deal of time out of the country, the opportunity to have the Turners as custodians of the new house while he was abroad was a mutually congenial arrangement. Ambrose Plotner spent a part of each of the next seven years in Delray and died in 1932 at the age of 90. Upon his death the Turners purchased the house from his estate. Charles and Ocie Turner remained in the house until their deaths when their son, Charles, the,present owner, inherited the property. 3 The Turner House was designed by Delray Beach's first and most prolific registered architect, Samuel Ogren. Born China in 1899 of Swedish missionary parents, Mr. Ogren had no formal architectural training. He was apprenticing in the West Palm Beach architectural firm of William Manley King in 1924 when he designed his first building in Delray, the Mediterranean Revival residence at 704 N. Swinton Avenue. City officials, impressed with the design, offered him the position of City Architect. Ogren went to Tallahassee, took, and passed the State's architectural examination, and moved his family.to Delray in 1924. During the 1920s Mr. Ogren designed mostly in the Mediterranean Revival style and contributed to its popularity throughout the City. Noted for his beautifully executed designs, graceful facades, craftsmanship and attention to detail, Mr. Ogren was commissioned to design the Delray High School and Gymnasium in 1926, both buildings are listed in the National Register of Historic Places. Some of his other notable buildings in the Mediterranean Revival style are the Marine Villas, Casa Abriga, and the Arcade Tap Room. As the popularity of the Mediterranean Revival style waned at the onset of the Great Depression, Mr. Ogren's designs reflected the changing public taste in architecture. Colonial Revival, Monterey and Art Moderne styles are all to be found in his later work throughout the City. Samuel Ogren designed more than 250 buildings in the City between 1924 and his retirement in 1955. 4 Mr. Ogren died at age 89, many of the homes he designed have been demolished or inappropriately remodeled, however his legacy remains with such a fine example of his oeuvre as the Turner House. VI. STATEMENT OF SIGNIFICANCE The Turner House is significant for its architecture. It represents one of the finest letter from Charles Turner, August 24, 1997 4"Father of Delray Beach Architecture", Palm Beach Post, 1986 -7- examples of the Mediterranean Revival style in the City, it incorporates all of the style's characteristic features in a graceful residential structure. The house is essentially unaltered and virtually all of its original architectural elements remain intact, taken as a whole these features greatly enhance the historic fabric and significance of the house. Designed by National Register architect, Samuel Ogren, the Turner House deserves the recognition and protection afforded it by designation to the Local Register of Historic Places. Criteria for Designation To qualify as an historic site the property must fulfill one or more of the criteria set forth in Section 4.5.1(B)(2) or (3) of the Land Development Regulations. The Turner House fulfills four of the criteria of Section 4.5.1(B)(3) as follows: Section 4.5.1(B)(3) (a) Portrays the environment in an era of history characterized by one or more distinctive architectural styles: The Turner House is an excellent example of the Mediterranean Revival style which gained popularity throughout South Florida during the 1920s. (b) Embodies those distinguishing characteristics of an architectural style, period, or method of construction: The major defining characteristics of the Mediterranean Revival style are present in the Turner House. Moreover, most of the defining exterior details and design elements remain on the structure, making it all the more significant for future generations to appreciate. (c) Is an historic or outstanding work of a prominent architect, designer, landscape architect, or builder: The building is an historic example of the residential work designed and executed by the City's most prominent and prolific architect, Samuel Ogren. (d) Contains elements of design, detail, material, or craftsmanship of outstanding quality or which represented, in its time, a significant innovation or adaptation to the South Florida environment. The quality of the exterior ornamental elements such as brackets, stucco work, cornices, and decorative lintels reflect the artistry and attention to detail that Samuel Ogren's craftsmanship is noted for. Additionally, the use of the expansive porches with banks of large casements windows across the rear (east) elevation, designed to capture the prevailing -8- • breezes, as well as the cross ventilation shown on the plan, indicate the architect's adaptation of the house to the South Florida environment in an era before air conditioning was generally available for residential use. -9- ti IV. Project Name: COA-327 Project Location: 14 S. Swinton Avenue The action requested of the Board is that of approval of COA-327 to allow renovation to the structure and the installation of a handicapped access and designated parking space. This two story frame building was built in 1912 as the Rectory for the original Methodist Church in Delray. It remained residential until it was converted to a designer's office approximately 10 years ago. The property has recently been sold and will continue to be used as office space. A small cottage in the minimum Colonial Revival style is located directly to the south of the Rectory. The cottage was associated with the design studio and will continue to be used as commercial space. The proposal consists of minor interior adjustments; a new foundation system; replacing the back addition; adding a new railing to the existing porch; replacing the composition shingle roof with standing seam copper; installation of a handicapped access ramp and handicapped parking space; repairing and repainting the exterior. The house will be lifted while the new foundation is constructed. The old concrete blocks, on which the building now rests, will be removed. A 4' excavation will be made beneath the house and a new foundation will be poured. The excavation will provide room for a new crawl space which will accommodate modern mechanical equipment. Piers will extend up from the continuous foundation wall and will mimic the old, unstable piers. The house will be lowered onto the new foundation and lattice will be placed around the.perimeter to screen the crawl space. When complete the porch floor will be 2'.6" from grade. Meeting Date: October 15, 1997 Agenda Item: IV-A HPB Staff Report COA-327 Page 2 Because of the new porch height, a railing and 2 sets of stairs will be added to the porch; the railing will be of wood and will be 36" tall. However, according to the Chief Building Official, if a railing is installed it will have to be 42" tall. The back (kitchen c 1946) addition is in very poor condition. The addition will be removed and rebuilt, the new siding will match the house and double entry doors will be added for the handicapped access. The parking lot will remain as is except for a new handicapped parking space which will be surfaced in brick pavers. The handicapped access from the parking space will be the same brick pavers. The pavers will also replace the existing concrete walkway which runs from the Rectory to the sidewalk. The landscaping will remain as existing. The building requires repairs and general maintenance to the siding, doors and windows. The buildings will repainted and color schemes will be available at the meeting. The roof is to be replaced with standing seam copper, which will be aged to a verdigris patina. The existing windows and doors are to remain as noted on the plans. The modification to the site plan to construct the handicapped parking space and ramp may be approved by the Board. Staff originally felt that the Rectory's foundation had been altered by lowering, some time in the past. However, old photos do not support this theory. While the foundation has sunk by possibly as much as a foot, there are no front steps visible in the old photos. This low foundation is not typical of other houses of the period as most were elevated to allow for possible flooding. It is necessary to upgrade the mechanicals of the structure in order to bring it up to current code requirements and to modernize it for continued use. Elevating the structure to allow the equipment to be placed in the crawl space represents the least possible intrusion on the historic fabric of the building. Three separate color schemes have been proposed. The colors and combinations, while not traditional, are imaginative and interesting. However, they are not within the scope of the Board approved color palette and will, therefore, need Board consideration. The colors will be available at the meeting. At this time we have not found additional photos, however, I am leaving this item on the agenda just in case some early photos are found before the meeting The Historical Society's archivist has been on vacation and just returned today, after a lengthy search we could not find another picture of the Masonic Lodge Building. Board member Betty Diggans thought she had a photo, unfortunately that was not the case. We are attempting to contact someone who was active with the Lodge to see if there might be photos in their archives. We have requested information regarding the Lodge membership from the Delray Beach Library, and they too have come up empty handed. The library suggested that we contact the Lodge in West Palm Beach and gave us the phone number, unfortunately they could not, or would not, provide us any information. As Michael Weiner purchased the building from the Lodge, we are asking him for any names that might have been on the bill of sale. Dear Pat, As we have discussed, Marine Way would have to be considered one of the more picturesque streets in our city. It is really one of the few public access walk through/drive through venues in Delray Beach. With the City owned Marina, open "green spaces", nice plantings and quaint homes, it is quite exceptional. Our special spot is a favorite of many strollers, joggers, bike riders, as well as the lucky few who get to reside here. We have invested heavily in preserving the ambiance and overall feel of "Old Delray", and now that the Harbor House has changed hands, it appears additional investment is being made to upgrade the street. However, the south end of Marine Way has been neglected by the City. BFI 's trash dumpster also is not keeping up with the trend of the street. The bath house maintained by the City could be cute, with even minor efforts. Presently it appears that the roof may be caving in, and perhaps that's an opportunity. A little thought in selecting a proper replacement, a little imagination in painting, perhaps a little less pavement, and some simple landscaping or planters could transform this little house into something attractive - at minimal cost. For BFI 's part, the arrangement with the dumpster is really not up to par. Cheap, falling down fencing, no security at all, means residents and visitors alike get to be confronted with the open mouth of this ugly trash bin. To further complicate things, our local aluminum collectors have this dumpster on their regular routes. As this group doesn't keep 9 to 5 hours, we often have the opportunity to be awakened in the middle of the night by the clink - clink - clink of cans being tossed OUT of the dumpster, by someone who has crawled IN to collect booty. Certainly BFI could be cajoled into providing something more attractive, and something that could be secured to make it more of a challenge for the aluminum collectors. Perhaps something as simple as a wooden structure, with a padlocked door could accomplish several things at once. The present situation certainly breaks up the mood of Marine Way. We love our street and we love our City. We think that with minimal effort, one of the most attractive, "tourist friendly" streets in town could come up to meet the standards being set around the rest of the City. The action requested of the Board is that of approval of COA-329 to allow the new construction of a single family residence. The lot has a 75.7' frontage and contains 10,550.05 s.f.; the rear (east) of the property is adjacent to the Intracoastal Waterway. The project is in compliance with the R-1-AA zoning district where the required setbacks are as follows: 30' front; 10' side and 10' rear. The total covered floor area, including garage and porches, is 5,199 s.f. The City calculates garages and covered porches at 50% of their combined square feet, therefore the floor area of the house is 4,399.5 s.f. The residence has two stories; the attached 3 car garage is one story. The design elements are eclectic Mediterranean Revival, with typical features such as columns with decorative capitals, arched windows, tile insets, stucco banding and a tile roof. The building's finish will be textured stucco with smooth stucco banding. The windows and doors will be aluminum and the roof is to be cement Spanish "s" tile. The columns are to be precast concrete. The garage doors are to be metal with a painted wood grain finish and the driveway and motor court will be paver blocks. The one story 3 car garage projects from the front plane of the house, which breaks up the mass of the structure and allows the garage doors to face south. The landscape plan, color scheme and front fence design have not yet been selected, the applicant will return for approval of these elements. The Mediterranean Revival style is appropriate to the Marina Historic District.
