ROLL CALL: The meeting was called to order by the Chairman at 6 : 00 P.M. Upon roll call it was determined that a quorum was present. MEMBERS PRESENT: Chairman Miller, John Vaughan, Sandy Jamison, Vera Farrington, Julie Morgan MEMBERS ABSENT: Charlie Williams, Betty Devitt STAFF PRESENT: Pat Cayce, Steve Taylor, Diana Mund II . APPROVAL OF MINUTES: The Minutes for the Regular Meeting of January 18, 1995 were before the Board for consideration. Mr. Jamison moved to approve the Minutes as presented. The motion was seconded by Ms . Morgan and passed by a vote of 5-0 . III . PUBLIC HEARING ITEMS: None IV. CERTIFICATES OF APPROPRIATENESS: A. COA 8-242: St. Paul ' s A.M.E. Church; 119 N.W. 5th Avenue; Elizabeth Debs, Architect/Authorized Agent. It was moved by Mr. Jamison, seconded by Ms . Morgan and passed 5-0 to approve COA 8-242 for Phase I elevations associated with St. Paul ' s A.M.E. Church based upon positive findings with respect to LDR Section 4 .5 . 1(E) (7) , Development Standards to Non-Contributing Buildings (Compatibility) . V. DISCUSSION AND ACTION ITEMS: A. 226 S. Ocean Boulevard; Patrick Lynch, Owner. Engineering Department' s comments regarding an improperly installed drainage system for a multi-family parking lot and its affect on a non-impacting site plan modification. This was a discussion and information item only. No action of the Board was required. Staff informed the Board that a concrete slab, approximately 8 'x 28 ' was improperly constructed along the north (rear) wall of the west building of the Patrick Lynch cottage complex located at 226 S. Ocean Boulevard. The slab was not included in the recently approved site plan and is considered a non-impacting site plan modification which would normally be approved by staff. However, the slab was constructed without approval and without a building permit. Later, when the applicant applied for a building permit it was discovered that the slab was improperly constructed and that a portion of the recently installed drainage system was not functioning properly. The installation of the slab increased the water runoff problems which drain westward. Concrete slabs are allowed to encroach on the setback and this one will be allowed to remain if the slab is brought to construction conformity with code and if the drainage system is repaired and made to function properly. Cayce informed the Board that she had submitted an application for the Florida Truts Award for the B.J. James and Frances Jane Bright Park at N.W. 5th Avenue. - 2 - 02/01/95 VII . ADJOURNMENT: There being no further business before the Board, Mr. Jamison moved to adjourn the meeting at 6 : 25 P .M. , seconded by Ms . Farrington and passed 5-0 . Church 119 N.W. 5th Avenue Historic Site Elizabeth Debs, Agent ITEM BEFORE THE BOARD The action requested of the Board is that of approving the architectural elevations associated with the proposed Phase I additions to St. Paul A.M.E. Church. The subject property is located on the east side of N.W. 5th Avenue, between N.W. 1st Street and N.W. 2nd Street. BACKGROUND St. Paul 's A.M.E. Church was founded in 1897 . The Church purchased Lot 5, Block 27 and constructed a church on the property in 1911. The church was re-built at the same location in 1958 . An addition was constructed in 1966 and a rectory was constructed in 1976 . On April 11, 1989, the City Commission designated Lot 5 of the Church' property as a historical site. The buildings on the site, however, were not designated as historic. Therefore, approval of any modification of the existing buildings would rest with the Site Plan Review and Appearance Board (SPRAB) . In December, 1994, a non-impacting modification was submitted by the Church in order to construct a 1,597 sq. ft. parish hall expansion. During review of the non-impacting modification, the Church was notified that the elevations would require approval by SPRAB. Subsequently, a request from the Church has been received, and accepted, to change the approving body for any modifications at the St. Paul 's site from SPRAB to HPB based upon the site being designated historic. The request also provides verification that the Church understands that in the future all requests for any modifications would fall under the purview of the Historic Preservation Board. The non-impacting modification will be approved administratively. With the above request, the elevations far Phase I of St. Paul ' A.M.E. Church are now before the Board for consideration. ANALYSIS OF THE PROJECT The proposed alterations for Phase I of St. Paul ' s consists of new classrooms and kitchen modifications . HPB Staff Report St. Paul ' s A.M.E. Church Architectural Elevations Page 2 Currently, the new kitchen area consists of an open paved area leading to the parsonage's garage. The new kitchen area is currently vacant. The new classroom area will be oriented toward a proposed courtyard which will be developed with Phase II . A ramp from the proposed courtyard area will lead to a walkway in front of the classrooms. A fence type railing will be installed along the walkway in front of the classrooms . New doors, windows, and columns are proposed along the classrooms western facade. The new kitchen will be constructed within the southeast corner of the site. The kitchen facade will continue the existing theme of the south elevation. A new roof line and door are proposed with the new kitchen improvement, which will eliminate the existing windows along this area. Colors for the Phase I improvements are to be white which will match the existing colors for St. Paul ' s A.M.E. Church. Staff Comments St. Paul ' s A.M.E. Church is a non-contributing building on a historic site. Pursuant to LDR Section 4 .5 . 1(E) (7) , the alteration of a non-contributing building shall be generally compatible with the form, proportion, mass, configuration, building material, texture, color, and location to the non-contributing site. The proposed alterations to Phase I of St. Paul 's A.M.E. Church are compatible and will complement the existing structure. The mass of the alterations is proportionate and the building materials and color or the alterations are suited to the match the existing structure. Based upon the above, a positive finding with respect to compatibility can be made. ALTERNATIVE ACTION 1. Continue with direction. 2 . Approve the Phase I elevations associated with St. - Paul 's A.M.E. Church based upon positive findings with respect to 4 .5 . 1(E) (7) , Development Standards to Non-Contributing Buildings (Compatibility) . 3 . Deny the Phase I elevations associated with St. Paul 's A.M.E. Upon a review of the site it appears that the northern most inlet should be lowered and all obstructions removed from the grates of the remaining structures.
