CERTIFICATES OF APPROPRIATENESS: A. COA 8-219 : 325 S.E. 7th Avenue; Marina Historic District; James Kolleda, Owner. The action requested of the Board is that of granting approval for the demolition of a 176 sq. ft. storage room on the west (front) facade. The storage room is to be replaced with 17 ' 6" x 24 ' garage. The Board moved to approve COA 8-219 based upon positive findings with respect to Section 4.5. 1(E) (8) (Visual Compatibility) , as follows: * Approve the demolition of a storage room on the northwest corner of the building. In its place a 17 ' 6" x 24 ' frame garage will be constructed. The entrance of which will face south, no reconfiguration of the existing driveway will be required. The roof of the garage is to have a gable running north and south and will be the same height as the hip roof on the existing building which is behind it. The west facade, facing the street, will have a small bay window. The garage is to have horizontal siding to match the main residence. The new roof surface will match the roof of the residence. The garage door is to be wood with raised panels . Glass panes may be used in the garage door if the owner chooses to do so. Buck Miller moved for approval of COA 8-219, seconded by Charlie Williams. The vote was as follows : Christine Bull - Yes; Daniel Carter - Yes; Buck Miller - Yes; John Vaughan - Yes; Charlie Williams - Yes . Said motion passed 5-0. V. DISCUSSION AND ACTION ITEMS: A. Location of the Boat Sewage Waste Pump at the City Marina. Joe Dragon of the Parks & Recreation Department, explained to the Board why the City was placing the boat sewage waste pump at the north end as opposed to the south end of the City Marina. He explained that if placed at the south end it would cost more to install and the marina would loose two boat slips . Where if placed at the north end the installation cost would be less and the marina would loose only one boat slip. He also stated that he had looked at the same model pump at a marina in Fort Lauderdale and found no odor problem. The Board requested that Mr. Dragon check with the Engineering Department on hooking into the sewer line to the marina restrooms at the south end and get an actual cost analysis for installation at both ends of the marina. The Board felt that aesthetically the pump would be better placed at the south end of the marina. - 2 - 2/2/94 VI . REPORTS AND COMMENTS: A. Reports from Historic District Representatives None. B. Board Members None. C. Staff Ms . Cayce asked the Board' s opinion of a window change out for 300 S.E. 7th Avenue, Marina Historic District, single family residence. The Board agreed that awning windows would be an appropriate replacement for the existing jalousie windows, if permitted by the building code. Ralph Cantin presented the plan for the B.F. James & F. J. Bright Park to the Board for their approval . Buck Miller moved for approval of , seconded by John Vaughan. The storage room is to be replaced with 17 ' 6" x 24 'garage. BACKGROUND This house was built in 1938 for Mr. & Mrs. T.W. Boykin Jr. It was designed by Delray Beach architect, Nels Jacobson in the resort cottage style. It sat on a large plot of land; 244 ' frontage on S.E. 7th Avenue. The house was remodeled with additions in 1941 and again in 1959 . In the fall of 1990 David Reikse the owner at the time, proposed replatting the land into three buildable parcels. However, the house was situated in the center of the plot and Mr. Reikse proposed to demolish it in order to create the three lots. In a pre-application hearing the Preservation Board expressed its opposition to the proposed demolition. The COA for demolition was formally reviewed at the Board' s November 14, 1990 meeting. The board voted 4-2 to allow the demolition with the condition that the owner consult with a moving company to determine the feasibility of relocation. (By this time staff had had several inquires regarding the relocation of the house. ) The Board requested that the applicant return to the Board at the next meeting to discuss relocation. No demolition date was established. At the next meeting Mr. Reikse informed the Board that he had found a possible buyer, the present owner Mr. Kolleda. However, in order to sell the house on its original site on the center lot and create the lots to the north and south, several rooms would have to be removed from the north and south facades and variances would be needed to allow for side setback encroachment. Fortunately, the portions of the house to be removed were the later additions. The Board approved the room removals on the north and south facades and granted the necessary variances to allow the original portions of the building to encroach on the side setbacks. DESIGN CONSIDERATIONS The applicant is proposing to demolish a storage room on the northwest corner of the building. In is place he will construct a frame garage, the entrance of which will face south. The roof of the garage is to have a gable running north and south and will be the same height as the hip roof on the existing building which is behind it. The west facade ( front) will have a small bay window. The garage is to have horizontal siding to match existing and the roof will also match existing. At the appropriate time on the agenda (Comments from Historic District Representatives) , a representative of the Marina Historic District brought the petition to the Board' s attention and it was considered for discussion and recommendations . Staff informed the Board of the necessity for the sewage pump, and stated its proximity to the lift station as the reason for the proposed location at the center of the dock area. After discussion, it was the Board's feeling that the location of the pump is intrusive visually to the aesthetics of the Marina and the surrounding area. Concerns were also expressed about potential odors. The Board suggested that the City consider locating the pump to the south end of the dock. Further, the Board felt that if there is sufficient room to accommodate the pump at the south end of the Marina, the additional cost of running the pipe to the lift. station should not be a deciding factor in its location. As the pump is a profit making venture, the City would eventually recoup the cost of the additional pipe. If the City does not share in the profit of the pump, the vendor should be responsible for the cost of the additional pipe installation. The Board requested that two of its members, Chairman Dan Carter and Vice Chairman Buck Miller, visit the site to ascertain if there was sufficient space to install the pump to the south and to inform staff of their findings . If it seemed physically possible to locate the pump to the south, staff was requested to relay the Board' s recommendation to you. Mr. Carter and Mr. Miller visited the site yesterday and have reported that in their opinion there is sufficient room to locate the pump to the southeast of the dockmaster's building. The attached photo indicates the general area for the location of the sewer pump which the Historic Preservation Board recommends for your consideration. . In Florida, however, the population increased from around 140,000 in 1860 to approximately 530,000 in 1900. Until the early nineteen hundreds half of these settlers were Americans of African descent. In 1894 Fagan Henry and his wife Jane Monroe from Gadsen County bought land from Henry Flagler s Model Land Company and established their homestead in Delray Beach west of the intracoastal waterway near present day 8th Avenue(?).That same year William Linton, a Michigan postmaster,purchased 160 acres from Captain George Gleason for development in Delray. The closely knit Black Community, then a part of Dade County, petitioned for and secured a teacher and a school from County superintendent C.H. Lum as required by State Superintendent of Instruction Jonathan Clarkson Gibbs in October of 1894. Schoolhouse Number Four, Delray Colored began operation on Lincoln Lot, now Northwest 5th Avenue, in a thatch hut in 1895. B.F. James (1895) and Frances Jane Bright (1900) were the first teachers assigned to this school, the second oldest school for Blacks in Southeast Florida.Despite the obvious importance of education to the community, Colored students were entitled to only six months of annual instruction while their white counterparts received nine months under the "Separate but Equal" Educational Program until 1943. Pleased by their success in starting the School, the settlers moved quickly to take advantage of Flagler's land set asides for cultural institutions. Greater Mount Olive Baptist Church, Saint Paur (Mount Tabor) African Methodist Episcopal Church and the Free and Accepted Masons Lodge 275 were founded in 1896, 1897 and 1899 respectively,within five years and one block of the Schoolhouse originally on this site. Saint Matthew's Episcopal Church was founded in 1911 by the Anglican Bahamians in the Southern part of the settlement.This school house site was originally part of that Lincoln Lot and was deeded to the City of Delray Beach from Mt. Olive Missionary Bapiist Church for use as an historic Park in February 1990. These hardy pioneers successfully raised crops on relatively small plots despite the occasional fickle changes in weather and the ever present plague of insects and pests. The devastating freeze of 1896, which prompted the departure of Linton and Swinton, served to unite the remaining settlers into a cohesive community. When the Town formalized its government through incorporation in October of 1911, 16 of the 56 electors were African American men. One of these men,George Green Sr. placed seventh in a general election for the original five City Commission seats. Despite many hardships, the citizens of Delray have historically demonstrated their progressive spirit and a po,werful sense of unity. In 1894 when this handful of freed slaves requested the second schoolhouse in the region , they strongly declared the value of education. In 1993 ninety-nine years later, the 40,000 citizens of Delray received national recognition as an All America City distinguished by a unique ability to face the problems of contemporary life together.
