The Board moved to approve COA 8-230 for the installation of a non-illuminated wall sign for the Back Room Lounge based upon positive findings with respect to "Signage" in the Design Guidelines . The Board moved to approve COA 8-S-049 for the installation of a 14 ' x 17 ' aluminum carport on the west side of the residence based upon positive findings with respect to Section 4 .5 . 1(E) (Visible Compatibility) . Said motion failed 4-0. In December 1993, a building permit was issued to construct an aluminum porch on the east side of the residence, which was not reviewed by the Board. The consensus of the Board was that had it reviewed the proposal, it would not have been approved and that to expand upon this situation is inappropriate. Christine Bull moved for approval of S-049, seconded by Buck Miller. The vote was as follows: Christine Bull - No; Daniel Carter - No; Buck Miller - No; John Vaughan - No. Said motion failed 4-0. V. Ocean Boulevard there is a 1935 bungalow that is slated for demolition if anyone knew of someone who would be interested in acquiring it. IV. CERTIFICATES OF APPROPRIATENESS: A. COA 8-228 & 229 : Plot Plan for the relocation of two historic houses on N. Swinton Avenue in the Old School Square Historic District; Ron Hoggard & John Johnson, Applicants/Authorized Agents. - 2 - 06/01/94 Mr. Hoggard stated that the item before the Board is the first phase of a two-phase redevelopment project. The overall project includes the conversion of the historic houses to offices and the construction of a parking lot. The overall (Phase II ) site plan, landscape plan and design elements will be reviewed by the Board at a later date. The Board moved to approve COA 8-228 and 229 for Phase I which will allow two historic houses which were moved from West Palm Beach to be located permanently as shown on the plot plan. Said motion was based upon positive findings with respect to Section 4 . 5 . 1 (E) with the following condition: * That the 2 story Monterey house on Lot 12 be located 2 or more feet to the north of its location on the plot plan to allow the east/west alley to be improved to a width of 20 ' . PLOT PLAN FOR THE RELOCATION OF TWO HISTORIC HOUSES ON N. SWINTON AVENUE IN THE OLD SCHOOL SQUARE HISTORIC DISTRICT ITEM BEFORE THE BOARD The action requested of the Board is that of approval of phase 1 of COA 8-228 and 8-229 which will allow two historic houses which were moved from West Palm Beach to be located permanently as shown on the plot plan. BACKGROUND In January, 1994 two historic houses were moved from the Hillcrest Subdivision of West Palm Beach to a temporary location at the northwest corner of S.W. 1st Avenue and S.W. 1st Street. One of the houses is a 2 story frame structure built in the Monterey style which will become the office of the Historic Palm Beach County Preservation Board. The other house is a single story bungalow which will become the office of the Community Redevelopment Agency. The houses will be moved to a parcel of land facing N. Swinton Avenue (Block 60, Lots 11 & 12) and will be located directly across the street from Old School Square and adjacent to the east/west alley to the north of Doc ' s Soft Serve. ANALYSIS The houses will share a common parking lot which will also serve Old School Square, the Community Center and the Tennis Center. The houses must be relocated to their permanent location as soon as possible, therefore only the plot plan will be reviewed at this meeting. The design elements, landscaping, and parking lot will be reviewed during the second phase of the project. The houses will face N. Swinton Avenue. The two story Monterey house will be located to the south on Lot 12 with a front setback of 25 ' . The single story bungalow will be located on Lot 11 and will be set back approximately 35 ' from the sidewalk. The two houses will be connected by a pergola covered walkway which will be visible from the street. A landscaped courtyard to the rear is planned between the two buildings for outdoor activities. A vehicular drop-off area for the south house will be accessed from the east/west alley. As shown on the plan the alley width is 16 ' . Staff has recommended that the alley be improved to a width of 20 ' . In order to maintain the required 7 .5 ' side setback, it will be necessary to locate the house on Lot 12 approximately 2 'or more to the north of its location on the attached plan. The CRA has commented favorably on this change. The overall streetscape facing Swinton between Atlantic Avenue and N.W. 1st Street will be greatly improved and will consist of a mix of landscaping and historic buildings . The variation in height of the buildings on the block is well proportioned with the two story buildings being widely separated, providing a visual anchor to the north and south. Facing west visualize the block from south to north as follows : Doc's Soft Serve, 1 story with historic sign 20 ' alley with landscaping at either side of entrance Monterey , 2 story Connecting pergola Bungalow, 2 story Contributing residence, 1 story Landscaping Entrance to parking lot Landscaping Contributing residence, 1 story Terrimore, 2 story For further analysis of the project please read the attached information from Ron Hoggard, the CRA' s Redevelopment Planner. ALTERNATIVE ACTION 1. Continue with direction. 2 . Deny phase one of COA 8-228 and 8-229 by failure to make positive findings with respect to Section 4 .5. 1(E) . 3 . Description of Overall Work Plan Project Concept The relocation of the two historic houses to this site is part of a larger CRA redevelopment project, known as the "Block 60 Redevelopment Project." This block lies in a strategic location between two major redevelopment projects on Atlantic Avenue— the Municipal Tennis Center and Old School Square. Given this prime location and the poor condition of existing property in the block, the CRA added this redevelopment project to its Plan in December, 1992. The original redevelopment concept included the construction of a parking lot and the conversion blighted single family residences to commercial use. In 1993, the CRA further developed the concept for the Block. The State of Florida awarded the City a $242,800 "Historic Preservation Grant" to rehabilitate two historic structures which were originally located in the Hillcrest Neighborhood of West Palm Beach. These two historic structures are to be moved to Block 60. The structures will be utilized for the CRA's Offices and another governmental/public use. Having additional governmental uses in close proximity to the City Hall complex is consistent with the City's plan of a governmental campus. The concept fits very well into an overall redevelopment scheme for the block consisting of commercial or governmental uses fronting on Atlantic Avenue, a common parking lot in the center of the block, and non-residential conversions of single family houses surrounding the parking lot. Another advantage of this concept is that the parking lot would also be used to meet the parking demands for Old School Square, the Community Center and the Tennis Center. To facilitate this relationship, a strong pedestrian linkage to Old School Square and the Tennis Center will be established and the north/south alley will be utilized to provide a pedestrian connection to the other structures on the block. Work Program The historic houses were relocated from West Palm Beach to Delray Beach in January, 1994. They are currently located on a temporary site at 32 S.W. 1st Avenue. Our intent is to locate the houses on the permanent site in June, 1994. After the houses are located on the site the rehabilitation and conversion of the structures for office uses will begin. We expect to complete the restoration in less than 9 months. Site Plan Concept for the Historic Houses. The site layout for the houses will include a central landscaped courtyard located between the structures which will allow for outdoor activities. We envision a picket fence in the front yard and a trellis to link the structures together. Parking will be provided off-site in the adjacent parking lot to be constructed as a part of the overall redevelopment scheme. A vehicular drop- off point will be provided off the east west alleyway for service and additional handicap access. Project Description Page 2 What We are Asking for At This Time. In order to stay on schedule, we plan to seek approvals for the overall plan in phases. The purpose of this ititial and critical COA is to relocate the structures on the permanent site as shown on the site plan. This COA will allow us to get permits to prepare the site, move the structures and construct the foundations. An additional HPB approval will be sought later on site plan details including_ colors, architectural elements, landscaping, etc. Approvals will also be required from the P & Z Board for the parking lot as a conditional use in the OSSHAD District. ATLANTIC AVENUE OLD SCHOOL SQUARE HISTORIC DISTRICT JOHN YURT, APPLICANT OR AUTHORIZED AGENT Wall sign for the Back Room Bar ITEM BEFORE THE BOARD The action requested of the Board is that of granting approval for COA 8-230 to allow the installation of a non-illuminated wall sign for the Back Room bar which is being relocated to 16 East Atlantic Avenue. BACKGROUND Polly Noe is leasing her building to John Yurt, owner of the Back Room music bar. The Back Room is currently located on W. Atlantic Avenue but due to lack of space will relocate the business to 16 E. Atlantic Avenue. ANALYSIS The sign will be centered between the existing awnings and over the front door. It will be the same color and material as the existing "Antiques" sign. It will be 30" tall and 4 ' wide and will include a saxophone logo in the same material as the text. The sign has been approved by the Sign Review Committee and complies with all City codes. Pursuant to the Design Guidelines with respect to sinage; the sign is in proportion to the building's facade and fits into the space between the awnings. It does not obscure architectural features or details of the building or interfere with the view and appreciation of the structure. ALTERNATIVE ACTION 1. Based on failure to make positive findings with respect to "Sinage" in the Design Guidelines deny COA 8-230 with reasons stated. 2. Make positive findings with respect to "Sinage" in the Design Guidelines and approve COA 8-230. RECOMMENDED ACTION 1. MEMORANDUM TO: HISTORIC PRESERVATION BOARD MEMBERS FOR: MEETING OF JUNE 1, 1994 FROM: PAT CAYCEP SUBJECT: ALUMINUM CARPORT FOR 603 S.E. 4TH STREET, MARINA DISTRICT This item was on the HPB agenda of May 18, 1994 and as neither the applicant nor her agent was present the item was tabled. I wrote a letter to the applicant explaining that the item could not be heard without a representative and also reiterated my opinion that the Board would not approve the aluminum carport. The applicant has been out of town and I have not spoken with her directly. However the contractor phoned me and was surprised that aluminum structures were not permitted as he had gotten a permit in December, 1993 to install the screened porch. I checked with the Building Department and indeed the permit was issued. It was one of the few which slipped passed the COA approval process. The contractor will present the case that as he was issued the permit for the porch he should be allowed to have a permit for the carport. I explained to him that adding the carport would be expanding the inappropriate situation and I didn't feel the Board could support his claim. The cement slab which he poured for the aluminum carport could be utilized for a pipe and canvas carport. Because the applicant is out of town, the contractor asked to be heard at this meeting. Dear Mrs. Zurro, The Historic Preservation Board met last night, May 18, 1994 and was unable to hear your Certificate of Appropriateness request as neither you nor an authorized agent was present at the meeting. As I explained when I stopped at your house to take photos, it is necessary for an owner or agent to be present when a project is being reviewed. The Board will next meet on June 15, 1994 and I can resubmit your application at that time. However, as previously stated, I think it is doubtful that the Board will approve the installation of an aluminum carport. If you would consider the installation of a pipe and canvas carport, which is an appropriate treatment for properties located within historic districts, it would not require Board review and could be approved administratively. ITEM BEFORE THE BOARD The action recuestec: of the Board is that of granting approval to allow the installation of a 14 ' x 17 ' aluminum carport to the west of the residence. BACKGROUND This building was constructed in 1938 as a winter cottage. Over the years its exterior has been extensively altered so that only the roof line is original. For purposes of built inventory the structure is not considered contributing to the Marina District due to its lack of original elements. ANALYSIS OF THE PROJECT The proposed carport will be attached to the west wall of the residence and will be located over the existing concrete pad. It will be 14 ' wide and 17 ' deep with a flat roof. Aluminum structures are not appropriate in historic districts and a more suitable carport would be one of pipe and canvas or wood construction. Adding an aluminum structure to the front facade of the building is not consistent with Section 4 .5. 1(E) (9) which refers to the Design Guidelines . The Guidelines state that new construction with artificial or manufactured material is inappropriate and obtrusive in historic districts. However, this house has a large aluminum porch attached to the east wall which is visible from the street, and it is possible that the proposed aluminum carport will provide balance as viewed from S .E . 4th Street. Additionally, a decorative canvas or wood carport mig^t visually overpower and draw attention to the plain front facade. Therefore, positive findings to Section 4 . 5 . 1(E) Visual Compatibility, might be feasible. It could be argued that the cc-r_ atibility of the street facade as a whole takes priority over the concern for aluminum structures , and that taken on a case by case basis does not set precedence in other situations . . r ALTERNATIVE ACTION Al. Approve COA S-049 based on positive findings with respect to Section 4 .5. 1(E) Visible Compatibility, with the following condition: That the aluminum carport be the same color as the aluminum screened porch. 2 . Deny COA S-049 based on a failure to make positive findings to Section 4 . 5 . 1(E) ( 9 ) Visible Compatibility with respect to the Design Guidelines.
