APPROVAL OF MINUTES: August 18, 1993 Meeting Buck Miller moved for approval of the minutes for the August 18, 1993 meeting, seconded by Sandy Jamison. PUBLIC HEARING ITEMS: None. As the applicant for COA 8-213 had not yet arrived Mr. Carter moved to hear this item at the end of the agenda. V. DISCUSSION AND ACTION ITEMS: None. VI . REPORTS AND COMMENTS: A. Reports from Historic District Representatives: None. B. Board Members: Mr. Carter welcomed new Board Member John Vaughan to the Board. C. Staff: Mrs. Cayce informed the Board that new Board Member Spencer Pompey had stepped down from the Board. A new Board Member would be elected to replace him at the September 14, 1993 City Commission meeting. Election of officers would be held at the October 6, 1993 meeting. The applicant for COA 8-213 had not arrived. IV. CERTIFICATES OF APPROPRIATENESS: A. COA 8-213: 706 S.E. 2nd Street; Marina Historic District; Carol Krol and Norman St. Onge, Owners. Renovation of the existing residence. New construction to accommodate the addition of a second story and attached 4 car garage. Mrs. Cayce stated that as staff recommended approval of COA 8-213 as presented, and the Building Department's plan reviewer had determined that it met all development standards for the R-1-AA zoning district, the Board could proceed with the hearing. However, if any negative comments or concerns were voiced by the Board regarding the appropriateness of the design the hearing would be terminated and continued to a future meeting at which the applicant was present. The Board voiced concerns regarding the placement of the cupola and weathervane on the garage roof and certain aspects of the east elevation. It was felt that 4 different widow styles and a French Door on the south portion of the east (Intracoastal Waterway) facade were incompatible. Also, the placement and scale of the openings lacked harmony and detracted from the character of the house from the waterway. Because of the Boards ' concerns the design review was terminated until such time as the applicant was present. - 2 - 9/1/93 VII . CONTRIBUTING BUILDING, MARINA HISTORIC DISTRICT RENOVATION OF EXISTING SINGLE FAMILY RESIDENCE. NEW CONSTRUCTION TO ACCOMMODATE THE ADDITION OF A SECOND STORY AND ATTACHED 4 CAR GARAGE. ITEM BEFORE THE BOARD The action before the Board is that of granting approval of COA 8-213 to allow the renovation of an existing single family residence, the addition of a second story and construction of an attached 4 car garage. . BACKGROUND The subject property faces the Intracoastal Waterway and is not visible from the street. It is located in the Marina Historic District on part of Lot E, Block 127 . The house was constructed in 1936 when Block 127 was part of the Blank Nichols subdivision. In 1943 Theodore and Mary Meyers purchased the house and all of the vacant lots in the north half of Block 127 . The Meyers replatted their property and created The Moorings, a subdivision of 5 lots. In 1955 the subject house, which is located on Lot E, was sold to Mr. & Mrs Oudman and Lot E was divided to create the present lot and private driveway. The house has undergone extensive remodeling and very few of its original architectural elements remain. PROJECT DESCRIPTION First Floor The existing footprint of the first floor will be enlarged. An enclosed porch to the east, which was added in 1963, will be demolished and replaced with a Florida room. A new front entrance on the west facade will be created and will include a covered porch addition. The double front doors depicted on the attached plan will be replaced with a single door with oval glass insert and sidelights. A 4 car garage will be added to the northwest corner of the existing portion of the building, see site plan for explanation. The garage will have 2 double doors facing south into the courtyard. All of the existing windows will be replaced with white vinyl clad aluminum. All exterior doors will be wood. Staff Report COA 8-213 Page2 Second Floor Addition A second story addition over the east half of the existing structure will consist of 2 bedrooms, 2 baths and a sun deck. The windows will be white vinyl clad aluminum and the doors will be wood. The sun deck railing is to be wood. Landscaping The property contains mature landscaping and only that which is necessary to accommodate the additions will be removed. As the property is single family and is not visible from the street the landscaping will not be reviewed by the Historic Preservation Board. However, it will be necessary for the applicant to submit a landscape plan which reflects conformity to the City's Landscape Regulations before a building permit will be issued. This must include an irrigation plan, foundation plantings for new construction, relocation of landscape materials and areas of sod and ground cover. Associated Items The house will be stuccoed to match existing and the roof will be white asphalt shingles to match the existing roof. The house will be painted pale yellow/cream and the trim is to be white. A cupola and weather vane will be added to the west portion of the garage roof. A patio will will be constructed to the east and north of the house, see site plan for explanation. ANALYSIS Only the bare outline of the 1936 "resort" style cottage remains intact. All of the wood double hung windows have been replaced with awning or jalousie windows. Inappropriate additions and sliding glass doors have greatly altered the building's original appearance. Because this project does not impact the streetscape, Sections 4.5. 1(E) (8) (b) , (d) , (e) , (i) and (k) of the Land Development Regulations do not apply. With respect to the balance of of Section 4 .5 . 1(E) (8) , the project generally conforms. The project presents an interesting facade and roofline to the Intracoastal Waterway vista. The garage addition, while large, is well located and integrates itself to the west elevation. The use of non-functioning decorative shutters does not conform to the Design Guidelines and are generally not recommended. However, the shutters are not visible from the street, do not impact neighboring houses and do not detract from the overall design and massing of the windows. Staff Report COA 8-213 Page3 This project is in conformity with respect to Section 4 .3.4(K) Development Standards for the RIAA zoning district. Additionally, in 1955 when Lot E was divided a restriction was created which limits the south 22 ' of the lot to lawn use only; the site plan conforms to this restriction. Prior to the present owner's purchase of the property, staff had numerous inquiries from developers regarding demolition of the cottage in conjunction with proposals for construction of large volume contemporary type residences. It is staff's opinion that this project is more appropriate and relates more closely to the character of the surrounding buildings in the Marina District, than total new construction would have afforded. ALTERNATIVE ACTION 1. Failing to make positive findings with respect to the applicable paragraphs of Section 4 .5. 1(E) (8) , deny COA 8-213. 2 .
