APPROVAL OF MINUTES : The Minutes for the Regular Meeting of August 17 , 1994 were before the Board for consideration. Mr. Jamison moved to approve the Minutes as presented. The motion was seconded by Ms . Devitt and passed by a vote of 7-0 . IV. CERTIFICATES OF APPROPRIATENESS : A. COA 8-233 : (Continuation) Block 2 , Lot 4 and the North Half of Lot 3 , Located at the Northeast Corner of N. Swinton Avenue and N.E . 6th Street; Del-Ida Park Historic District; New Construction of a Single Family Residence; Tullia Taylor, Applicant. The Board initially reviewed this project at its meeting of August 17 , 1994 and was unable to make positive findings to Section 4 .5 . 1 (E) ( 8) . With Mrs . Taylor ' s consent, the members voted to "continue with direction" to allow her to revise the plans to conform with the criteria for new construction. The revised plans were reviewed at the meeting of September 21, 1994 . Staff explained that the building had been relocated 5 ' to the north which provided a 6 ° foundation planting area and a 20 ' deep parking area on the N.E . 6th Street elevation. Additionally, 2 windows had been added to the garage wall facing Swinton Avenue. However, the Board felt that the revised plans did not adequately address its initial concerns : * lack of a primary entrance on the street; * the expanse of garage doors facing the street; and, * the inappropriate elevation facing N. Swinton Avenue. Because there is sufficient space on the lot to realign the house, or at a minimum relocate the garage and the primary entrance, there was lack of support for the revised plans . Mr. Jamison made a motion to approve COA 8-233 as presented, seconded by Ms . Devitt. During the discussion that followed, it was suggested that a colonnade be constructed along the east facade, with a gate or door on the N.E . 6th Street elevation to accentuate the entrance to the colonnade. However, - 2 - 09/21/94 not all of the members felt that this would correct the lack of conformity with respect to the building' s orientation on the site. Additionally, as this was not part of the revised plan, the Board felt that requesting the applicant to construct a colonnade constituted "redesigning" the project, which the Board does not have authority to do. Said motion was denied 6-1 (Devitt assenting) . B. COA 8-235 : 15 N.W. 2nd Street; a Vacant Lot Located at the Northwest Corner of the Alley Between N. Swinton Avenue and N.W. 1st Avenue; Old School Square District; New Construction of a Single Family Residence; Kyle Kuberski , Kuberski, Kiser & Associates, Inc . , Applicant. It was moved by Mr. Jamison, seconded by Ms . Morgan and passed 7-0 to approve COA 8-235 based upon positive findings with respect to LDR Section 4 . 5 . 1 (E) (7 ) & ( 8) Visual Compatibility and the Delray Beach Design Guidelines, New Construction, with the following conditions : A. That a 5 ' sidewalk be installed along N.W. 2nd Street. B. That the garage be moved 3 ' to the west to provide an 18 ' driveway in front of the garage. C. That mullions be used on all windows . D. VACANT LOT AT THE NORTHEAST CORNER OF N. SWINTON AVENUE AND N. E. 6TH AVENUE . NEW CONSTRUCTION OF A SINGLE FAMILY HOME TULLIA TAYLOR, APPLICANT ITEM BEFORE THE BOARD The action requested of the Board is that of granting approval of Certificate of Appropriateness 8-233 to allow the proposed single family home to be constructed in the Del-Ida Park Historic district. BACKGROUND The applicant is requesting COA approval to build a one story single family home on a vacant parcel of approximately 12,500 s.f . located at the northeast corner of N. Swinton Avenue and N.E. 6th Street. The lot faces N. Swinton Avenue with 69 . 83 feet of frontage. The south property line extends 99 . 83 feet along N.E . 6th Street. The property is located in the R-1AA Zoning District and the project conforms to the required 1500 s . f . minimum floor area. The proposed residence is a 46 ' x 37 ' rectangular structure of c.b.s . construction with a single gable roof running north and south. The roof will be finished with white fiberglass shingles and all windows and sliding glass doors are to be aluminum. The project was reviewed by the HPB at its meeting of August 17, 1994 . The Board was unable to make positive findings to the following criteria for new construction in historic districts, and with the applicant' s consent voted to continue the review to allow the plans to be revised. West elevation The west elevation does not conform to LDR Section 4 .5 . 1(E) (8) , (c) ,and (d) . (c) Proportion of openings (windows and doors) . The combination of sliding door, small bathroom window and bedroom window is poorly proportioned and is not compatible with other structures on N. Swinton Ave. Staff Report, Taylor Residence HPB Meeting 9/21/94 Page 2 (d) Rhythm of solids to voids . The relationship of the windows and doors and the long unbroken garage wall does not create a harmonious street facade. South Elevation The south elevation does not conform to Section 4 .5 . 1(E) (8) (b) and (c) or to page 48 of the Design Guidelines . (b) Front facade proportion, the N.E 6th Street elevation is not visually compatible with other buildings on the street. (c) Proportion of openings (windows and doors) . The south facade is dominated by the garage door and the proportion of the windows in relation to the garage door is inappropriate. Design Guidelines_, Page 48 New Construction, Alignment: Primary ( front entrance) facades must face the street if it is physically possible to do so. East Elevation The east elevation does not conform to Section 4 . 5 . 1 (E) (c) and (e) as follows : (c) Proportion of openings (windows and doors) , the size and spacing of the windows and sliding glass doors and the lack of any front entrance embellishment render this facade incompatible to adjacent houses on N.E. 6th Street. (e) Rhythm of buildings on streets, due to the orientation of the building on the lot, the relationship of open space and structure is not visually compatible with adjacent properties on N.E. 6th Street. The consensus of the members was that the west facade was incompatible with other homes on Swinton Avenue and, though the west side of the street is not within the historic district, there are historic houses on both sides of the Avenue whose character and integrity should be respected. Additionally, the Board felt the alignment of the house on the lot was unacceptable, as the property provides sufficient space for a more traditional orientation. Therefore, the members could not support the location of the front (primary) entrance on the side of the building with the garage door facing the street. Based on inability to make positive findings to the LDR Sections which define the criteria for visual compatibility, and lack of support for the orientation of the garage and front entrance, the Board recommended, with the applicant' s consent, that she return with revised plans which address the above nonconformities . ANALYSIS OF THE NEW SUBMITTAL FOR DESIGN MODIFICATION Plot Plan Original Plan On the original plan the building was located 30 ' from the west property line (Swinton Avenue) and 15' from the south property line (N.E. 6th Street) . Thus on the south elevation, there was insufficient space (18' ) for a car to be parked in the driveway between the garage and the right-of-way. No allowance was made for foundation planting between the concrete walkway and the building. Revised Plan The building has been relocated 10' to the east and 5' to the north. As a result a 40' setback is provided from N. Swinton Avenue. The additional 5' on the south creates a 20' setback which provides sufficient space to allow a car to be parked in the driveway between the garage and the right-of way. Additionally a 6 ' wide area for foundation planting has been created. (Please note that the 16 ' indicated on the plot plan between the south property line and the concrete walkway is in error and should read 10' ) . West Elevation (N. Swinton Avenue) Original Plan The original plan had poorly proportioned sliding glass doors and 2 small widows located on the north half of the wall, the balance of the wall was plain and unbroken. Revised Plan Two 3'x4' garage windows have been added to the unbroken portion of the wall. South Elevation, (N.E. 6th Street) The south facade remains unchanged with the exception of the garage opening, which has been increased by 1' . East Elevation, (Visible from N.E. 6th Street) The east facade remains unchanged. Staff Report, Taylor Residence • HPB Meeting 9/21/94 Page 4 Landscape Plan Landscape plans were not submitted with the original or revised plans . STAFF COMMENTS 1 . Only 3 items of concern have been addressed with the revised plans . A. Sufficient space has been provided on the south elevation to allow a car to be parked in the driveway between the garage door and the right-of way. B. A 4 ' foundation planting area has been provided on the south elevation. C. The blank portion of the garage wall on the west facade (Swinton Avenue) has been relieved with the addition of 2 windows . 2 . The revised plans to not adequately address the remainder of the inconsistencies and nonconformities to Section 4 .5. 1(E) (8) Visual Compatibility. 3 . The inappropriate orientation and alignment of the house with respect to the location of the front entrance and the garage doors remain unchanged. The construction of new buildings in historic districts shall meet the same compatibility standards used to determine the appropriateness of major modifications to existing noncontributing buildings . Therefore, the Board should make positive findings to Section 4 .5 . 1(E) ( 8) and the Delray Beach Design Guidelines when approving a COA for new construction. ALTERNATIVE ACTIONS 1. Approve COA 8-233 as presented by making positive findings to Section 4 .5 . 1(E) (7) & (8) Visual Compatibility and the Delray Beach Design Guidelines, New Construction, with the following conditions : A. That a sidewalk be installed along N.E. 6th Street. B. The front elevation presents from north to south: a 5 ' sliding glass door; a 2 ' wide bathroom window; a 4 ' wide bedroom window and 24 . 5 ' of wall space. The primary entrance is on the (rear) east elevation. South elevation, indicated as "right side" on the attached plan. The south elevation faces N.E 6th Street and presents from west to east: a 16 ' garage door; two 3' x 4 ' bedroom windows ; a 3 ' wide arched opening which is under the roof overhang. A 4 ' wide concrete walk leads from the driveway to the arched opening. East elevation/ indicated as "rear" on the attached plan. The east elevation presents from south to north: a 4 ' x 5 ' bedroom window; a 3 ' wide bathroom window; a 6 ' sliding glass door; a 3 ' solid primary ( front) entrance door; two 4 x 5 ' living room windows . North elevation, indicated as "left side" on the attached plan. The north elevation presents from east to west: 16' wide sliding glass doors into the living room with a triangular fixed pane above; and 12 ' sliding glass door into the Florida Room. ANALYSIS OF THE PROJECT ARCHITECTURAL OVERVIEW For the purpose of clarification the following definitions are provided: A primary facade or front elevation is defined as the facade on which the front door or primary entrance is located. The front of the lot is defined as the shortest property line adjacent to a public street. The front entrance of a single family residence located in an R-lAA Zoning District may be oriented in any direction providing -" Staff Report COA 8-233 Page 3 it meets the setback requirements for its zoning district, as this project does . Primary streetside." The Del-Ida Park Historic District contains houses of different eras and no specific architectural style is required for new houses . However new construction, whether contemporary or a revival of an older architectural style, should compliment the patterns and perspectives of the neighborhoodEntrances to hifacade e designs should relate to the streetscape. houses usually are raised a few steps above the grade of the property, and are a prominent visual feature. Regardless of the architectural style, new houses in historic districts should include prominent front entrances. If it is impossible to locate the primary entrance on the street a transitional element such as a porch or an arcade leading to the side entrance should be treat o to prevent a flat, dull street facade. Massive garage doors should be discouraged on street facades. Pursuant to Section 4.5. 1(E) (7) , the construction of new buildings in historic districts shall meet the same compatibility standards used to determine the appropriateness of major modifications to existing non-contributing buildings . Additionally new construction shall be visually compatible as defined in the criteria of Section 4 .5 . 1(E) (8) (a) through (k) and the Delray Beach Design Guidelines. ELEVATIONS Normally only the west and south elevations would be considered for visual compatibility, however due to the distance from the house to the east property line (58 ' ) the east elevation will also be visible from N.E. 6th Street and must be reviewed. LANDSCAPE PLANS Incomplete landscape plans were submitted with the application. The applicant will be required to conform to the City's minimum landscaping requirements for single family residences . The Board may require a review of the landscape plans at a future meeting or may recommend approval at the discretion of the City Horticulurist. PAINT COLORS The exterior paint colors are appropriate; color samples will be available at the meeting. Staff Report COA 8-233 Page 5 DRIVEWAY DIMENSIONS The proposed driveway is 15 ' deep, Pursuant to Section 4 . 6 .9 (D) (4) , 18' feet is the required depth of a parking space. A vehicle parked in a 15' driveway would encroach 3 ' into the right-of-way. SIDEWALK Pursuant to Section 6. 1.3(C) (4) a sidewalk is required to be installed along N.E. 6th Street. However, the applicant may request a waiver from this requirement. Additionally, there is a discrepancy between the survey and the site plan with respect to the width of the existing sidewalk on N. Swinton Avenue. TRANSFER OF AN APPROVED COA The applicant has stated that the lot is currently owned by a relative. It should be noted that the applicant cannot act as owner builder as she has indicated, unless she owns the lot of record. ITEM BEFORE THE BOARD The action requested of the Board is that of granting approval of Certificate of Appropriateness 8-235 to allow the proposed single family home to be constructed in the Old School Square Historic District. BACKGROUND The applicant is requesting COA approval to build a two story single family home with a detached garage on a vacant parcel located at the northwest corner of the alley between N. Swinton Avenue and N.E. 1st Avenue. The property is located in the OSSHAD Zoning District and the project conforms to the the development standards for the district. The house is being constructed through the Affordable Housing Program and has been reviewed and approved by the Community Redevelopment Agency. DESCRIPTION OF THE PROJECT The project consists of a 1,460 s .f. house with an additional 546 s. f. of covered porch area. A detached 2 car garage contains 240 s. f. Constructed of concrete block with a stucco finish on a slab foundation, it has a gable roof with asphalt shingle finish. All windows are single hung aluminum, all exterior doors are wood. The garage which has a gable roof is accessed off the alley, and is connected to the house with a gable roofed breezeway. ANALYSIS OF THE PROJECT The project conforms to Section 4 .5. 1(E) (7) and (8) Visual Compatibility for new construction in historic districts. It is well sited on the lot and the garage access off the alley is appropriate and traditional for the Old School Square District. The vernacular style of the house and garage is compatible to other houses in the Staff Report HPB Meeting 9/21/94 Page 2 district. The landscape plans have been approved for conformity by the City Horticulturist. Paint colors will be available at the meeting. STAFF COMMENTS Site Plan In order to provide 18 ' for parking between the garage and the alley right-of-way, staff recommends that the garage be relocated 3 ' to the west. Sidewalk Requirement. A 5 ' sidewalk is required along N.W. 2nd Street. With a recommendation from the HPB, the applicant may request a that a waiver from the sidewalk requirement be granted by the City Commission. However, staff is researching the sidewalk requirement for the 2 lots comprising the Southwerk at the Tabard Plat and it is premature for the HPB to make a recommendation at this time . If the applicant wishes to request a waiver he may do so after staff ' s research is complete. Design Elerderts The staff recommends that the railing on the second floor porch be be duplicated on the first floor front entry porch. The railing will create a visual barrier and provide an historically accurate "front porch" sitting area. Additionally, it will serve as a transition from the front yard to the structure as no foundation planting is proposed in front of the entry porch.
