ROLL CALL: The Acting Chair called the meeting to order at 6 :00 P.M. Board Members: Christine Bull Present Daniel Carter (Acting Chair) Present Sandy Jamison Present Buck Miller Present Margie Miller Present John Vaughan Present Staff Members Present: Jeff Costello, Planning & Zoning Department Diana Mund, Planning & Zoning Department Mr. Costello asked that the agenda be amended to add Item A. Elwood's Canopy Elevations under V. DISCUSSION AND ACTION ITEMS II . APPROVAL OF MINUTES: September 1, 1993 Meeting Sandy Jamison moved for approval of the minutes for the September 1, 1993 meeting, seconded by Buck Miller. The vote was as follows : Christine Bull - Yes; Daniel Carter - Yes; Sandy Jamison - Yes; Buck Miller - Yes; Margie Miller - Yes; John Vaughan - Yes. Said motion passed 6-0. III . PUBLIC HEARING ITEMS: None. IV. CERTIFICATES OF APPROPRIATENESS: A. COA 8-213: 706 S.E. 2nd Street; Marina Historic District; Carol Krol & Norman St. Onge, Owners. The Board moved to approve COA 8-213 based upon positive findings with respect to Section 4 .5. 1(E) for the renovation of an existing residence and new construction to accommodate the addition of a second story and attached 4 car garage with the following conditions: 1 . That the cupola be relocated to the center of the garage roof. 2 . That the arched window on the second floor of the east elevation be 6 ' wide and be lengthened to be in proportion with the bay window beneath it. 3. That the south window on the second floor of the east elevation be the same size as the east window on the second floor of the south elevation. 4 . That the French doors to the south on the first floor of the east elevation have the same pent roof (eyebrow) as the adjacent bay window. Buck Miller moved for approval of COA 8-213, seconded by Margie Miller. The vote was as follows: Christine Bull - Yes; Daniel Carter - Yes; Sandy Jamison - Yes; Buck Miller - Yes; Margie Miller - Yes; John Vaughan - Yes. Said motion passed 6-0. V. DISCUSSION AND ACTION ITEMS: A. ELWOOD'S CANOPY ELEVATIONS: Staff requested the Board's recommendation to be forwarded to the Site Plan Review and Appearance Board (SPRAB) on a change in the site plan to modify the canopy to an awning. The Board preferred the original canopy but due to the cost factor moved to recommend approval to SPRAB of the modification as presented. Sandy Jamison moved to recommend approval of the modification to the site plan for an awning, seconded by Christine Bull. The vote was as follows: Christine Bull - Yes; Daniel Carter - Yes; Sandy Jamison - Yes; Buck Miller - Yes; Margie Miller - Yes; John Vaughan - Yes. Said motion passed 6-0. - 2 - 9/15/93 VI . REPORTS AND COMMENTS: A. Reports from Historic District Representatives: Mr. Jamison informed the Board that the Del-Ida Park Neighborhood Association had elected new officers: Toni Del-Fiandro, Chair and Skye Klatt, Vice-Chair. B. Board Members: Mrs . Miller questioned whether or not the large pots in front of the Turner Building were on the approved plans. Mr. Costello said he would check into it and get back to the Board on it. C. Staff: Mr. Costello informed the Board that the City Commission had appointed Charles Williams to the Board to replace Spencer Pompey. Chris Brown, Director of the Community Redevelopment Agency (CRA) spoke to the Board re the demolition of a bungalow at 415 N.W. 2nd Street. Mr. Brown informed the Board that the CRA was planning on purchasing the bungalo and relocate it, and had no knowledge of its demolition. Mr. Brown felt that the Chief Building Official should notify the Board of demolitions to buildings of historic nature. Mr. Brown encouraged the Board to expand the OSSHAD District to include S.W. 1st Avenue. The Board stated that it was up to the property owners. The Board encouraged Mr. Brown to work with the business owners on East Atlantic Avenue to be included in the OSSHAD District. Mr. Brown informed the Board that Busch' s Restaurant was able to acquire the original Busch's sign and would be coming before the Board for approval to place the sign at the entrance of their parking lot on Palm Square. VII . ADJOURNMENT: Sandy Jamison moved for adjournment at 7 : 15 P.M. , seconded by John Vaughan. They will become so after review and approval, which may involve some changes . - 4 - 9/15/93 STAFF REPORT HISTORIC PRESERVATION BOARD MEETING SEPTEMBER 15, 1993 AGENDA ITEM IV COA 8-213 706 S .E. 2ND STREET CAROL KROL AND NORMAN ST. ONGE, OWNERS . CONTRIBUTING BUILDING, MARINA HISTORIC DISTRICT RENOVATION OF EXISTING SINGLE FAMILY RESIDENCE . NEW CONSTRUCTION TO ACCOMMODATE THE ADDITION OF A SECOND STORY AND ATTACHED 4 CAR GARAGE. BACKGROUND This item was on the HPB agenda for September 1, 1993 . The applicant was not present for the meeting. However, the staff report recommended approval as presented, and the Building Department had determined that the project met all of its development standards, therefor staff suggested that the Board proceed with the hearing, providing the Board had no adverse comments or aesthetic concerns . The Board had comments regarding the placement of the cupola on the garage roof and certain aspects of the east elevation. It was felt that 4 different window styles and a French door on the south portion of the east ( Intracoastal Waterway) facade were incompatible. Also, the placement and scale of the openings lacked harmony and detracted from the character of the house from the waterway. As it was inappropriate to continue the hearing without the presence of the applicant, the Board postponed the review. INFORMATION REQUESTED BY THE BOARD Past HPB action with respect to Intracoastal Waterway COA' s The Board asked for information with respect to HPB action taken on other structures abutting the Intracoastal . Five such COA' s have come to the Board for review, all were approved but only three have been constructed. East elevations of the five COA' s are attached for the Board' s consideration. Approved and constructed 1 . 229 S .E . 7th Avenue, Barding residence, new construction. 2 . 321 S .E . 7th Avenue, Key residence, new construction 3 . 840 E. Atlantic Ave, Busch' s Restaurant, dining deck, new construction. Staff Report COA 8-213 Page2 Approved but not constructed 4 . 315 S .E . 7th Avenue, Blomgren residence, remodel existing house and new construction for addition. 5 . 335 S .E. 7th Avenue, Riekse residence, new construction. Analysis of the COA' s In analyzing the five elevations it is clear that a variety of massing and fenestration has been approved. ( 1) 229 S .E . 7th Ave. , presents a generic rear elevation which can be found in many new houses . No attempt was made to integrate the rear elevation to the criteria for new construction in historic districts . (2) 321 S .E. 7th Ave. , has attractive massing and presents an interesting rear facade. ( 3) 840 E . Atlantic Ave. , Busch' s Restaurant deck is an appropriate addition to previously altered east facade. (4 ) 325 S .E . 7th Ave. This is an eclectic but pleasant facade which successfully blends the existing house and the new construction. (5) 335 S .E . 7th Ave. Attractive new construction which is compatible to the district. With the exception of the "picture" window to the south, it presents a well balanced elevation to the waterway. Waterway elevations with respect the the 4 .5 . 1 (E)1 Development Standards . The Board also requested that staff review the Historic Preservation Ordinance with regard to elevations viewed from the Intracoastal Waterway. No mention is made of the view from the waterway with respect to compatibility to the adjoining properties . However, when the ordinance was adopted the historic districts had not been established and the focus was primarily on the front facades and their relationship to the streetscape . It is staff ' s opinion that some of the Development Standards should apply to the waterway vista but not to the extent that is applied to the front or street facade. With respect to the waterway vista, visual compatibility should be determined by the criteria set forth in the relevant paragraphs of Section 4 . 5 . 1 (E) ( 8) , Visual compatibility shall be determined in terms of the following criteria: (a) Height, compatible in comparison or relation to the height of existing structures . Staff Report COA 8-213 Page3 (c) Proportion of openings (windows and doors) . (g) Relationship of materials, texture, and colors . (h) Roof shapes . ( j ) Scale of a building. This project conforms to all of the above with the possible exception of paragraph (c) . However, paragraph (c) relates to the prevailing historic architectural styles and the relationship of the width of windows and doors to the height of windows and doors among buildings within the district. As the ordinance was written with the front or streetscape view in mind, and as we do not have documentation or photographs of the rear elevations which face the waterway (except for the approved COA' s) , it is difficult to make positive or negative findings with regard to the compatibility windows and doors among buildings facing the waterway. It might be more appropriate to refer to (d) Rhythm of solids to voids ; front facades . , even though the paragraph specifies front facades . OTHER ITEMS I have discussed your concerns with the applicant. He will bring some alternative suggestions for the south portion of the east facade to the meeting. POSSIBLE ACTION In the report for the September 1, 1993 meeting, staff recommended approval of COA 8-213 as presented. The recommendation was based on making positive findings with respect to Section 4 .5 . 1 (E) that the project was in general conformity with the development standards . After reviewing the pertinent paragraphs of Section 4 . 5 . 1 (E) , staff found enough positive findings with respect to the rear elevation to continue to recommend its approval . The applicant will be presenting the Board with alternatives to the window and door treatments for south portion of the east facade. These alternatives will address the concerns of the Board regarding the window styles and placement. 1 . By making positive findings to Section 4 . 5 . 1(E) , approve COA 8-213 as originally presented. 2 . Failing to make positive findings with respect to Section 4 . 5 . 1 (E) , deny COA 8-213 .
