APPROVAL OF MINUTES: The Minutes for the Regular Meetings of September 20, 1995 and October 4, 1995 were before the Board for consideration. Ms. Farrington moved to approve the Minutes as presented. The motion was seconded by Ms. Turner and passed by a vote of 5-0. III. PUBLIC HEARING ITEMS: None IV. CERTIFICATES OF APPROPRIATENESS: A. COA 8-192 Continuation: Damiano's Restaurant; 52 N. Swinton Avenue; Old School Square Historic District; Anthony & Lisa Damiano, Owners; Tammy Eakle, Robert Simpson Awnings, and Michael Wiener, Wiener & Morici, Authorized Agents. Item Before the Board: The action requested of the Board is that of approving a COA for a front porch awning and change in the main exterior color. The awning will run the full length of the front porch and will extend the depth of the porch. It will be supported by 4 square 2' x 2' metal posts, one at each end of the porch and one on either side of the front step. The awning will be shed style with a scalloped edge drop. It will be black, white and pale green stripe, the pattern repeat is as follows: 16" black, 2" white, 6" green, 2" white, 16" black. The stripes will continue down the scalloped drip. The house will be painted pale green, the trim will remain white and the shutters black. It was moved by Ms. Turner, seconded by Mr. Johnson and passed 5-0 to table COA 8-192 Continuation until such time as a colored rendering of the awning was available. B. Pre-Application for COA 8-263: 203 Dixie Boulevard; Del-Ida Park Historic District; Shane Ames, Owner. Item Before the Board: The action requested of the Board is that of direction on a pre-application basis for the conversion of a contributing structure into an office. The project will require a formal site plan review and COA approval, which will come to the Board at a later date. The Board felt that the proposal was inconsistent with the Design Guidelines and suggested the applicant review the City's Design Guidelines before making a formal submission. V. ITEM BEFORE THE BOARD The action requested of the Board is that of approval for a front porch awning; and a change of exterior main color from yellow to pale green. ANALYSIS OF THE PROJECT Porch Awning The proposed awning will run the full length of the front porch and will extend the depth of the porch. It will be supported by 4 square 2 x 2" metal posts; one at each end of the porch and one on either side of the front step. The awning will be shed style with a scalloped edge drop. The paint sample will be available at the meeting. STAFF COMMENTS Porch Awning The Design Guidelines' chapter on porches, refers to the actual enclosure of porches. The addition of an awning is not technically an enclosure. However, the Design Guidelines' states that "original porch openings should be maintained". In this case the original porch detail will remain but its character defining feature will not be visible if the front door opening is obscured by the awning. COA 8-192 Continuation HPB Meeting 10/18/95 Page 2 • The awning installation is requested to provide shelter from the rain for customers entering the restaurant from the porte cochere, or waiting for a table. • The character defining decorative brackets and rafter tails supporting the front entrance roof projection will not be visible from the street as a result of the awning installation. However, the awning's installation will nQt cause physical alteration to the original doorway feature, should the awning be removed. • As the front door roof projects approximately 4' from the main roof, perhaps it would be feasible and more desirable, to construct twin awnings, the width of the porch on either side of the entrance, leaving the center covered by the existing overhang. This treatment would preserve the visual impact of the front door and its architectural elements, and allow it to remain as the primary and welcoming focus of the restaurant. Additionally, twin porch awnings are more compatible with the Design Guidelines, Porches, page 35. Colors • The awning color scheme is compatible to the proposed pale green house exterior and is repeated with the white trim and black shutters. ALTERNATIVE ACTION 1. Deny, based upon a failure to make positive findings to Section 4.5.1(8) and to the Design Guidelines, page 35, Porches. 2. Approve as presented based upon positive findings to Section 4.5.1(8) and to the Design Guidelines, page 35, Porches. 3. Approve, with the condition that the porch awnings be installed on either side of the front entrance to allow the original entrance and architectural brackets to be visible. The applicant/owner will convert the structure to an office for his architectural practice. The project requires a formal site plan review and COA approval, and will come to the Board at a later date. The purpose of the pre-application presentation is to allow the Board to review and comment on the proposal and ask questions of the applicant. The plans were submitted on October 12, 1995 and have had only a cursory review by the planning staff. The project transforms a straightforward Mission Revival style structure into an exuberantly eclectic Mediterranean Revival style building which incorporates Frank Lloyd Wright Prairie style aluminum windows, an Italianate balustrade, Regency roof parapets and Japanese water chains in place of down-spouts. The window, door and trim moldings will be applied pre-cast concrete Styrofoam. The house will be painted in several colors and the applicant will bring samples to the meeting. The site is heavily wooded and Mr. Ames is proposing to save as many existing trees as possible and still accommodate the required parking. The proposed parking areas will be pea or river rock and the driveway is to be asphalt. The handicapped access ramp is to the rear.
