Based on these positive findings, the Board approved Variance No. 88-23 to allow construction of parking lots with a mulch parking surface with six (6) conditions found in the Findings of Fact for Variance No. 88-23 per the HPB meeting of January 15, 1992 . DISCUSSION: Sign for Del-Ida Park Historic Professional District. Presented by Mary Lou Jamison. The Board is in favor of the sign, however the following concerns were mentioned: 1 . The size as presented on the elevation: Mrs . Jamison explained that the size has been reduced from 12 ' x 7 ' 3" to 9 ' 6" x 5 ' . - 2 - 1/15/92 2 . The text of the sign: As presented it could be construed that the DIPHD is a "professional" historic district. The Board suggested a change in text to read "DIPHD Professional Area" or something similar. 7 . REPORTS FROM HISTORIC DISTRICTS: None 8 . APPROVAL OF MINUTES: November 20, 1991 Meeting. Pat Healy-Golmbe requested that under Item No. 6, the word had be changed to held. Pat Healy-Golembe moved approval of the minutes for the November 20, 1991 meeting, seconded by Christine Bull. The vote was as follows : Christine Bull - Yes; Wayne Campbell - Yes; Daniel Carter - Yes; Sandy Jamison - Yes; Pat Healy-Golembe - Yes . Said motion passed 5-0 . 9 . UNFINISHED BUSINESS: Should approval of re-roofing, for noncontributing buildings, from original cement tile to fiber glass shingles be handled administratively? The consensus was to continue to require HPB approval for this material change. 10 . NEW BUSINESS: Sandy Jamison requested permission to send out letters on City letterhead with his signature to companies for sources and information regarding hardware, materials and techniques which would be of help to persons restoring historic buildings . Adhering to established City Policy, the Board determined that such requests should come from the Board Chairman. Mr. Jamison stated that he would withdraw from the project. 11. Before roll call the' following discussion was had: Sandy Jamison stated a different kind of vegetation should be chosen, one that wouldn' t get so out of hand. Pat Healy-Golembe stated her preference is not a chain link fence; it is a detraction from the neighborhood. At this point the roll was called to the motion. 6 . Code Enforcement in Historic Districts. A brief discussion was had on this issue and some ideas were presented. 7. Reports from Historic Districts. Ann Fulton stated the HPB should approach Code Enforcement for updates of happenings in the HPB District. Aleida Reilly stated, with regard to Brandy' s Restaurant, that the real problem is with trucks parking there. 8 . Historic Districts Zoning Committee Report. Stan Weedon informed the Board that recommendations from the last three meetings will be brought forward. 9. Discussion regard HPB Preservation Project for 1992. Pat Healy-Golembe stated she will work on the National Trust. 10 . Approval of Minutes - September 23, 1991 and October 16, 1991 . Wayne Campbell moved approval of the minutes of September 23 , 1991 and October 16, 1991 , seconded by Pat Healy-Golembe. At the request of Historic Preservation Board Vice Chairman, Wayne Campbell, the Board reviewed its action of February 20, 1991 regarding the signs for the Cornell Museum at the Old School Square 1013 building. Alice Finst, 707 Place Tavant, presented the views of the residents who are opposed to the existing Cornell Museum signs. After discussion, the Chairman, Rose Sloan concluded that until the OSS sign committee completes its task and submits its findings to -2- 11/20/91 the City Commission regarding signs for the entire project, no further action or recommendations on signs for OSS would be forthcoming from the HPB. The Chairman suggested that any individual having concerns regard- ing the existing signs should voice their comments to the City Manager ' s office. 12 . New Business. Sandy Jamison moved for the recommendation to change the meeting time to 6 :00 P.M. from 5:00 P.M. , seconded by Christine Bull. Sandy Jamison amended his motion in order to put it on the next agenda, Christine Bull amended her second. Wayne Campbell recommended having an alternative meeting in addition to the regular, once a month, meeting in order to give the applicants less waiting time for their requests. This issue will go on the next agenda for discussion. 13. Adjournment. Pat Healy-Golembe moved for adjournment at 6:45 P.M. , seconded by Wayne Campbell. The property is located on the south side of S .W. 1st Street, between South Swinton Avenue and S.W. 1st Avenue, within the Old School Square Historic District. The applicant is requesting relief from Section 4 . 6 . 9 (D) ( 8) (a) of the Land Development Regulations to allow construction of parking lots with mulch surface, rather than the required paved or hard surface. • On September 23, 1991 the HPB granted a variance to allow pea rock for the surface of two parking lots which are part of the approved composite site plan which includes the Sundy House, the Sundy Apartments and the alley in between. Since that time Mr. Jensen has researched the use of mulch for parking surfaces, (please see his attached letter) and is requesting a variance to • enable him to utilize mulch instead of pea rock for parking lot surfaces . It is Mr. Jensen' s opinion that while a mulch surface requires more maintenance, it provides better irrigation to the root system of the existing old trees on the property and that it is more in keeping with the historic nature of the site. Mr. Jensen recently submitted an application for site plan approval for the lots south of the Sundy Apartments which face • S .W. 1st Avenue, which he also owns . He is proposing to replat all of the lots comprising the Sundy property. The replatted lots will be known as the Sunday Estates . A 21 space parking lot is planned for the southern most portion of the property facing S .W. 1st Avenue and the applicant proposes a mulch surface for this lot. The parcel, which includes the proposed 21 space parking lot, has not been presented to the HPB for site plan approval . However, David Kovacs suggested that the variance request should also include the surface for this proposed parking lot. We have no objection to the use of cypress mulch, provided the following conditions are met: 1) All tree stumps are removed from the parking area and suitable backfill material is installed. 2) A minimum of 6" compacted subgrade and 6" shellrock base are installed in the parking area and meets City Engineering Department requirements. 3) The applicant's engineer provides a grading and drainage plan which will provide adequate drainage, but will not produce a runoff which will cause a scouring action of the mulch. 4) Parking spaces are clearly marked. Cayce : Please find the enclosed Variance Application to the Historic Preservation Board requesting a change in the surface material for the Sundy House / Sundy Apartment parking lot and also for the parking lot to be built on Lot 3 of the Sundy Estates . The rii change in material is from the approved pearock surface to a two inch thick layer of cyprus mulch on compacted fill . These parking areas received Site Plan Approval and a variance to allow a pea rock surface at your meeting of September 23, 1991 and at W the City Council meeting the following night. The reason for the request to change to the mulch surface came d from the recommendation of David E. Wedge, Horticultural Consul- tant, who has done considerable work in Palm Beach County and much of which has been for governmental agencies . He strongly recommended the mulch surface as being a material more stable cn than the pea rock . His interest in the Sundy site was also to protect the large specimen trees from damage that would occur to the root system by the installation of a paved parking lot. He E� has used mulch surfaces for parking lots with good success and sees no reason that it will not be appropriate for this site . In two or three areas where trees must be removed from the center of the parking area, it will be necessary to replace the void with compacted layers of fill and stabilize the top surface compatible with the surrounding ground . The mulch surface will require maintenance and cleaning, in the form of raking and smoothing the surface, and periodically mulch will have to be added to maintain y, the desired thickness . If any area of the parking surface becomes abused and a soft spot develops, it can be easily re- paired by the removal of the soft material and the addition of a ,.� compacted shell rock layer to stabilize the area and then the --� replacement of mulch. Mr . Improvement for the south parking lot: Paving shall continue from the street to the east side of the handicapped parking space on the north side of the parking lot and continue on a north/south axis line to the south edge of the parking lot to include parking space 21 and part of space 20. If the driveway to the east which connects St.Paul ' s parking lot to the subject lot is installed as indicated on the site plan, that driveway must be paved due to the difference in grade between the two lots . Improvement for the north parking lot: Paving shall continue 20 ' into the site, which will allow a 32 ' stacking area from the street. Condition 2 . The variance shall not run with the land, but shall apply only with respect to the site and development plans approved in conjunction with the Sundy House master development plan. Condition 3 . All tree stumps are to be removed from the parking area and suitable backfill material installed. Page 2 Variance Request 88-23 Findings of fact Condition 4 . A grading and drainage plan which provides adequate drainage and which will not produce a runoff which will cause a scouring action of the mulch must be provided with the site plan for the south lot and with the site plan modification for the north lot. Re-roof of noncontributing duplex from white cement tile to white fiberglass shingle. This application was processed as a staff approved COA for a re-roof with no change in material. Later it was discovered that the roofing material was to be changed from the existing cement tile to white fiberglass shingles. This change cannot be approved administratively. As this is the second such request which has been received in the last month perhaps the Board should consider a change in the approval policy regarding re-roofing for noncontributing buildings. The escalating cost of tile roofing, which is now about twice the price of fiberglass shingles, is a definite factor in an applicant' s decision when contemplating a new roof. Atlantic Avenue. Hal Horowitz, Owner or Authorized Sign Contractor. Color and design of sign face for pole and roof signs. This item came before the HPB on December 18, 1991 because the applicant, Mr. Hal Horowitz, had removed the approved roof sign face panel and had substituted it with one which was unacceptable to the sign department and inappropriate for the OSS Historic District. The background of the sign was bright yellow and the text was changed to read "$1.50 Checks Cashed" The applicant had also raised the free standing pole sign by 1 ' for a total of 12 ' in height. The previously approved height was 11 ' . Mr. Horowitz agreed to lower the pole sign to its approved 11 ' . The HPB voted 6-0 to deny the sign design and color and Mr. Horowitz was asked to submit a new application for the proposed signs . Please see the attached application for size, design and text. The background is to be white and the lettering black. This item is scheduled to come before the Building department's sign committee tomorrow, 1/10/92, however the application is incomplete and may not be heard. A recommendation from the Building department to the HPB will be necessary before action can be taken. If the recommendation is not available at the meeting this item will be pulled from the agenda. Recommended action: Deny the sign as presented. Both the text and lettering are inappropriate within an historic district. Presented by Mary Lou Jamison. The proposed sign for the Historic Professional District came to the HPB for discussion several years ago. The Board approved the concept of the sign and felt it would be an incentive for new construction of professional offices along the east side of N.E. 3rd Avenue. Due to delays in the reconfiguration of the 8th Street traffic circle the proposed sign has been in limbo. The sign is to be located on a City right-of way and will need the approval of the City Commission and the City engineer. it is difficult to tell the exact location of the sign from the attached survey, however Mary Lou Jamison who has spearheaded the drive to install the sign will be present at the meeting to give additional information. Historic Preservation Board member, Cecil (Sandy) Jamison has asked if it is appropriate for him to use City letterhead stationery when writing to companies for sources and information regarding hardware, materials and techniques which would be of help to persons restoring historic buildings. He feels the information would be more readily forthcoming if the request is made on City stationery.
