SUBJECT: AGENDA AND COMMENTS FOR FEBRUARY 16 , 1990 MEETING
1. Roll Call
2. COA 8-097 Victor Nocera, 122 S.E. 1st Avenue. Install 8
new solid core wooden doors on north side of building.
This is a four-plex which was rehabed under the City's
rental rehab program. The applicant will replace the glass
louver doors with solid core wooden doors. The doors to be
painted the same color as the facia board.
3 . COA 8-098 Tony Keller. Kellerco Construction, 334 N.E. 1st
Avenue. Rehabilitation of residential building.
The project is for an overall exterior rehabilitation.
This frame vernacular with gable roof was built in 1907.
The porch roof, judging from the position of the rafters,
seems to be an original part of the building, or a very
early addition. The porch enclosure, however, is not
original. The clapboards are not the same size and they do
not match horizontally with the siding on rest of the house.
The applicant proposes to remove the enclosure siding and to
return it to an open verandah. He will install porch posts,
decorative railing and handrail. He plans to remove the
crumbling front steps and replace them with wooden steps.
This would be an appropriate restoration to the front
facade.
He will remove the aluminum awnings and the nonfunctional
wooden shutters. These will be replaced with wooden louver
top hinged Bahama shutters.
The rusticated stone block foundation piers will remain. The
foundation enclosure will remain for security "reasons and
will be painted black and overlaid with white wooden
lattice to give the appearance of an open foundation.
The windows will be replaced with wooden single hung
windows, single pane below and multi pane on top.
The roof will be replaced and the applicant will supply
material samples.
The screen door and clapboard siding will be removed from
the back porch, open lattice siding will be substituted for
the inappropriate enclosure.
The broken driveway ribbons will be removed and replaced
with new cement ribbons. Both lots will be sodded (the
applicant own the lot to the north of the house) and a
sprinkler system installed. A gravel path will lead to the
front steps and a 3 foot white picket fence will separate the
yard from the sidewalk both in front of the house and along the
lot to the north.
The house will be painted yellow with white trim and the
porch floor painted pale gray. Applicant will bring color
samples to the meeting.
4. COA 8-099 Frank E. McKinney, Venture Concept International,
Inc. 248 N.E. 1st Avenue. Complete exterior rehabilitation
of residence and cottage.
The Villa Abrigo, built in 1925, is one of the finest
examples of Mediterranean Revival architecture in the City
and serves as the gateway to Banker' s Row. The proposed
rehabilitation/restoration will certainly revitalize the
building- and may revitalize the entire street.
Virtually no exterior changes will me made to the house with
the exception of color. The applicant has discussed with
Architect Jeff Smith ( he restored Palm Beach Town Hall) the
best method of removing the layers of paint, sealer, etc.
that have built up over the years. It has been determined
that a sand blasting technique will be the most effective.
When this is completed the house and surrounding wall will
be painted an off-white and the trim will be either natural
stained cypress or terra cotta to match the roof.
All awnings will be removed, the iron gates painted black,
the existing chain link fence will be removed and the
fountains will be restored to working order.
5 . COA Pre-Application Kirk Stetson, Architect; Capt. & Mrs.
Bruce Blomgren, Owners, 315 S.E. 7th Avenue. Major addition
to existing residence.
Mr. Stetson, architect for the owners, phoned to ask for a
copy of our Design Guidelines before he started the drawings
for the addition. I explained that our Guidelines were not
yet published and he suggested that he come before the HPB
with some preliminary drawings. Stylistically, the Marina
District has a wide range of architectural examples from
which to choose but Mr. Stetson said his clients are
sensitive to being in an historic district and didn' t want
him to proceed without input from the Board. Mr. Setson
will bring preliminary drawings to the meeting.
6 . COA 8-015 Continuation Old School Square, Marylou Strollo,
Bill Ayers. Landscaping for Phase I and placement of
temporary office trailer.
Old School Square has not provide me with landscaping plans.
I have been told that they have been sent to Nancy Davila
for her approval.
According to Bill Ayers the office trailer will be placed
where the construction trailer is now.
7. Discussion of State of Florida Planning and Survey grant for
Banker's Row - Pineapple Grove Streetscape.
Please read the proposal drafted by Clemmer Mayhew. Clemmer
has met with Frank Spence regarding this proposal as well as
the grant application. The Grant would be a State of
Florida grant and would not effect our CLG grant requests.
Clemmer will be at the meeting to present the case and I
hope Norman Radin will be present as well.
The Pineapple Grove Redevelopment Proposal is on the CRA
agenda for tonight so there may be more to report by the
time of -our meeting.
8 . Timetable for dedication of Historic 5 Sites Marker and
Mini-Park.
The dedication of the 5 Sites Historic Marker and Mini-Park
will be February 25, 1990 (February is National Black
History Month) , speakers and guests have been invited. The
marker will not be ready but the rendering will be on view
and a printed program will describe it more fully. The
easement agreement between the City and the Church will come
before the Commission on Tuesday, February 13 , 1990. Please
read Spencer' s Dedication Alert #2. •
A work session for the park has been scheduled for Saturday,
February 17, 1990 at 9: 00 a.m. anyone wishing to donate time
for planting, weeding etc. should wear work clothes and come
directly to the park.
9. Discussion of landscaping for east side of N.E. 1st Avenue
between N.E. 4th and N.E. 3rd Streets (Post office Square) .
The landscaping on the east side of N.E. 1st has become a
concern of property owners in the area. Two complaints have
come to my attention. The area needs to be cleaned up and
better screening for the dumpster and parking lot is
necessary. There have also been complaints regarding the
postal workers cars that are parked all day on the swale on
the west side of the street.
