Adjournment MINUTES OF THE HISTORIC PRESERVATION BOARD PUBLIC HEARING WEDNESDAY, APRIL 1, 1992 LOCATION: FIRST FLOOR CONFERENCE ROOM 100 N.W. 1ST AVENUE DELRAY BEACH, FL 33444 1 . ROLL CALL: The Chairman called the meeting to order at 6 : 00 P.M. Board Members : Christine Bull Present Wayne Campbell (Vice Chairman) Present Daniel Carter Present Sandy Jamison Present Pat Healy-Golembe Present Buck Miller Present Rose Sloan (Chairman) Present Staff Members Present: Diane Dominguez, Planing & Zoning Department Jeff Costello, Planning & Zoning Department Pat Cayce, Planning & Zoning Department Diana Mund, Planning & Zoning Department Rose Sloan moved to amend the Agenda to hear Item #4 (COA 8-177) before Item #2 (COA 8-166D) and Item #3 (COA 8170A) as these applicants were not yet present. 4 . COA 8-177 : 310 S.E. 7th Avenue. John Frysinger, Owner. The Board approved COA 8-177 for new construction of a two story single family residence and guest cottage with the condition that all Building Department development standards are in compliance. Pat Healy-Golembe moved for approval of COA 8-177, seconded by Wayne Campbell. The vote was as follows : Christine Bull - Yes; Wayne Campbell - Yes; Daniel Carter - Yes; Sandy Jamison - Yes; Pat Healy-Golembe - Yes; Buck Miller - Yes; Rose Sloan - Yes. Said motion passed 7-0 . At this time the Board returned to Item #2 (COA 8-166D) and Item #3 (COA 8-170A) as the applicants were now present. 2 . COA 8-166D: Renaissance Dental Studio, 503 N.E. 2nd Avenue. Jay Kunze, Owner. The Board approved COA 8-166D for a planter box on the west facade of the building with the condition the planter box's exterior is finished with stucco and painted to match the building. Wayne Campbell moved for approval of COA 8-166D, seconded by Pat Healy-Golembe. The vote was as follows : Christine Bull - Yes; Wayne Campbell - Yes; Daniel Carter - Yes; Sandy Jamison - Yes; Pat Healy-Golembe - Yes; Buck Miller - Yes; Rose Sloan - Yes. Said motion passed 7-0. 3 . COA 8-170A: Boyd Building, 810 E. Atlantic Avenue. Jack DeNiro, Owner. The Board approved COA 8-170A for change of color and material from aqua vinyl to dark green canvas for all five store front awnings . Dan Carter recommended that Brandy's Atlantic Avenue entrance canopy (approved aqua vinyl) be changed to match the dark green awnings . The applicant is of the opinion that Brandy's owner, Ron Branscome, will agree to the change. Wayne Campbell moved for approval of COA 8-170A, seconded by Sandy Jamison. The vote was as follows : Christine Bull - Yes; Wayne Campbell Yes; Daniel Carter - No; Sandy Jamison - Yes; Pat Healy-Golembe - No; Buck Miller - No; Rose Sloan - Yes . Said motion passed 4-3. 5 . DELRAY AFFAIR: Finalize Plans for HPB Exhibit It was felt that the site of the HPB booth was undesirable and the expense too great ($150 entrance fee and $100 tent rental) to justify official participation at the Delray Affair. If possible a table will be set up inside Old School Square to accommodate a small display and informational material. It was suggested the Board pass out brochures and buttons and set up directional signs in the Historic Districts so Historic Tours could be taken by the public. The feasibility of this depends upon cost and other factors . - 2 - 4/1/92 6 . APPROVAL OF MINUTES: March 18, 1992 Meeting Wayne Campbell moved for approval of the minutes for the March 18, 1992 meeting, seconded by Christine Bull . The vote was as follows: Christine Bull - Yes; Wayne Campbell - Yes; Daniel Miller - Yes; Sandy Jamison - Yes; Pat Healy-Golembe - Yes; Buck Carter - Yes; Rose Sloan - Yes . Said motion passed 7-0 . 7 . REPORTS FROM HISTORIC DISTRICTS: None 8 . UNFINISHED BUSINESS: The Board was informed that Dean Hoffman was appealing to the City Commission the Board's decision on his fence (COA-175) . Upon further discussion the Board decided they would provide the Commission with justification (i.e. photos of the fence, etc. ) for their decision. The Board was informed that Palm Square-Marine Way Homeowners Association was appealing to the City Commission the Board' s decision on the Patio Shoppes (Variance No 88-25) . The basis for the appeal being the Board's refusal to recognize them to give any input during the discussion of the site plan. The Board felt this was not correct and asked that a verbatim of the opening statement be done. 9 . NEW BUSINESS: The Board was informed that the meeting for the National Trust Meeting on October 6, 1992 in Miami will be next week in Miami. Pat Cayce stated that she would find out the day and time and call the Board members with the information. 10 . Wayne Campbell moved for adjournment at 7 :40 P.M. , seconded by Sandy Jamison. Wayne Campbell, Vice Chairman: "We will not be entertaining any comments on the closing or the opening of Palm Square. Our Board has no authority over that, the Commission's rule and. they have total authority so we will not hear anything about the closing or the opening of Palm Square. " "The order we are going to be doing this; we will open up the Public Hearing, we will read the application, the letter of justifications, the March 2nd letter from Mr. Bridges as contained in the packet to Janet Meeks, we' ll ask staff if the hearing is properly noticed. We will then accept comments from the applicant, comments from the public in favor, comments from the public against, and then we will close the hearing. Then it will be open to comments and discussion by the Board, and then we will vote. " Susan Ruby, Assistant City Attorney: "This Board really doesn't have the authority to do anything about the closing or non-closing. The City Commission has already voted to temporarily close it, they may want to open it at another time and I 'm sure at that time when a permanent decision is made they can ask this Board for their recommendation, they had not asked this Board for a recommendation as yet. " AGENDA ITEM 3 COA 8-170A 810 E. Atlantic Ave, Boyd Building DeNiro Realty, Jack DeNiro, Owner Change of color for approved awnings. Mr. DeNiro has leased 4 of the five stores on the ground floor of the Boyd Building. He has an option to lease the fifth store (the wig shop) . He plans to install uniform awnings over each store front. The awning style will remain as previously approved. He is requesting approval to change the color and material from aqua vinyl to dark green canvas for all awnings. Mr. DeNiro prefers canvas, which is historically correct, to vinyl . He has stated that canvas, in a color which would match the approved aqua, is not available with fireproofing. Fireproof awnings are required by City fire code. I have suggested that the applicant bring swatches of colors which are available in fireproof canvas to the meeting. _________ _ -- - I j FINDING OF FACT HPB Meeting 12/18/91 AGENDA ITEM 7 COA 8-170 840 E. Atlantic, Boyd Building. J.C. DeNiro, Realty, Owner of Business, Stanley Miller, Architect, Authorized Agent. 1 . Awnings for E. Atlantic facade 2 . Renovation of rear (parking lot) entrance. At its meeting of December 18, 1991 the Historic Preservation Board approved without modification the above items 1 and 2 . Please see attached elevations for details. The Board approved the color change for the awnings, from plum which was approved at the time of the Boyd Building's renovation, to aqua with pink trim. See attached color swatch. The Board also approved the request that a sign be painted on the rear awning subject to the Sign Administrator's approval. Vote 6-0 for both items. AGENDA ITEM 2 COA 8-166D 503 N.E. 2nd Avenue Renaissance Dental Studio Jay Kunze, Owner Attached is the sketch for the proposed planter box on the west facade of the building. This was discussed at the March 18, 1992 HPB meeting but because it was not on the agenda it could not be reviewed at the meeting.
