HISTORIC PRESERVATION BOARD
APRIL 14, 1988 MEETING

The meeting was called to order by Patricia Healy and roll was called.
David Nathanson made a motion to approve the minutes of March 9, 1988 meeting.
Seconded by Clemmer Mayhew. Approved unanimously.
David Nathanson gave his financial report. He reminded the Board that the suggested
budget must be submitted in May for the next fiscal year beginning October 1st. Mr.
Nathanson made a motion to adopt the suggested budget for 1988-89 in the total of
$35,200 including Matching Grant Funds of $30,000. Seconded by Jan Hansen. Approved.
Mr. Nathanson will prepare a letter for the City Manager and submit the suggested
budget for approval.
Clemmer Mayhew made a motion to amend the Historic Preservation Ordinance and asked
the City for two alternate members. Seconded by Dave Nathanson. Approved. The
Board will follow the City's guidelines for alternate members of other boards.
Pat Healy announced that Kathy Stokes would be interested in a alternate position.
Pat will forward a letter to the Commission and also do a press release telling what
the Historic Preservation Board has done in the 1st year and announced that they
are looking for potential members.
Dorothy Ellington gave a step by step report on the revised Flow Chart. Clemmer
Mayhew made a motion to approve the Flow Chart with the new revised title. David
Nathanson seconded.
The Board agreed that Thursday after the first Friday of the month will be the
Historic Preservation Board meeting day. Dave Nathanson made a motion to approve
the new meeting day and it was seconded by Clemmer Mayhew.
Frances Bourque brought the Board up to date on what is going on with Old School
Square. She announced that April 27th is Palm Beach County Day in Tallahassee and
urged the Board Members to attend. Clemmer Mayhew made a motion, seconded by Jan
Hansen to have a Board Member attend Palm Beach County Day. Frances Bourque also
suggested that the Board join Preservation Action.

Kim Tiernan reported that she has chosen a committee person to work with her on Cason
Cottage. She has been doing some research on Cason Cottage and plans to go to the
Thomas Edison House for more ideas.
Lula Butler and Frances Bourque are still negotiating the lease for Cason Cottage.
Clemmer Mayhew informed the Board that he has been in touch with Title U.S.A. and
should have information on the owners of the Cottage since 1895.
Commissioner Mary McCarty shared with the Board some of her attitudes and ideas for
Delray Beach she had picked up at an Arts and Cultural Seminar she attended while
at the National League of Cities Conference.
Clemmer Mayhew make a motion to go with the majority for the Nassau Park Sign. Pat
Healy will have colored pictures at the next meeting. Each sign will cost $422.50
installed.
Dave Nathanson made a motion to approve the C.O.A. for the Norton Property. Seconded
by Clemmer Mayhew. Approved.
Dave Nathanson commented on fences that are going up in the different districts,
especially Old School Square. Mr. Martin O'Shea will find out if fencing permits
were issued.
Joanne Peart reported on Del-Ida Park. Pat Casey is researching for original owners
of homes in Del-Ida Park.
Lula Butler and Pat Healy will work together with the City Manager to find out the
proceedure in applying for a Rehabilation Grant for the City.
Dave Martin will work on designing Historical Markers for historic buildings in
Delray Beach.
Pat Healy suggested that Delray Beach do a weekend symposium at the Colony Hotel
in January 1989. She asked the Board members for their feed back in what they would
like to cover and who they would like to invite.
Clemmer Mayhew made a motion, seconded by Evelyn Eberts to encourage Code Enforcement
to make Old School Square one of their target areas. Mr. O'Shea said he would push
to maintain and up grade the area.
The- Board members reviewed the two site plans presented by Dorothy Ellington from
the Planning Department.
At this point a proposal was made and approved to moved the meeting sine die to the
site of the Sundy Feed Store. Discussion was held on the condition of the Sundy
Feed Store and the Board requested a delay of demolition for at least 30 days.
Further discussion would be held at the May 12th meeting.
A motion was made to adjourn at 11:30 by Dave Nathanson and seconded by David Martin
and approved.
The next meeting will be on May 12 at 8:00 A.M. in City Hall.
