COMPREHENSIVE PLAN: Discussion regarding the HPB' s responsibility in determinations of compliance with the Comprehensive Plan. Diane Dominguez spokes person for David Kovacs, Director of Planning and Zoning stated that Mr. Kovacs wanted to make sure that the Board realized that the Planning and Zoning Board is available as an option for HPB issues if the Board felt they need direction on issues . - 2 - 4/15/92 7 . BANKER' S ROW PARKING LOT: Consider a recommendation to the Planning and Zoning Board, pursuant to Section 4 .4 .24 (D) (3) OSSHAD that a Conditional Use be granted for the proposed parking lot in Banker' s Row. Daniel Carter moved for approval of recommendation to the Planning and Zoning Board for a Conditional Use for the Banker' s Row Parking Lot, seconded by Pat Healy-Golembe. The vote was as follows : Christine Bull - Yes; Wayne Campbell - Yes; Daniel Carter - Yes; Pat Healy-Golembe - Yes; Buck Miller - Yes; Rose Sloan - Yes. Said motion passed 6-0 . 8 . REPORTS FROM HISTORIC DISTRICTS: None 9 . UNFINISHED BUSINESS: The Board was informed that they could set up a display in Old School Square for the Delray Affair. The Board decided to do so and agreed to take turns manning the display. The Board was informed that City Commission decision on COA-175 (Hoffman Fence) appeal was as follows : * The fence in the front yard that was installed prior to issuance of a Building Permit or COA be removed; * The applicant could put a 6 ' high fence up that was in accordance with the Design Guidelines; * The applicant come before HPB before receiving a Building Permit and installing said fence. 10 . NEW BUSINESS: Pat Healy-Golembe and Chris Brown attended the National Trust Meeting in Miami and informed the Board that the National Trust had given approval for the Board to set-up a tour for the National Trust of Delray Beach's Historic Districts . After further discussion the Board decided that they should declare October Preservation Month and extend the tour date so others could participate in the tour and coordinate other events to coincide with Preservation Month. - 3 - 4/15/92 The Board would like to start an Atlantic Avenue Committee to set-up District Guidelines for Downtown Atlantic Avenue re: signs, awnings and restoration. Also look into the possibility of getting Downtown Atlantic Avenue declared a Historic District and/or have Historic Buildings registered on the Local Historic Registry. The Board also felt that they should think about expanding existing Historic Districts and vote on this at the next HPB Meeting (May 6, 1992) . The City Commission at their April 7, 1991 meeting pointed out that in the Design Guidelines that there is no definition for front yard and felt the Board should clarify this . It was noted that in the OSSHAD up-date this would be addressed. 11. APPROVAL OF MINUTES: April 1, 1992 Meeting Buck Miller requested that under Items 4, 2, 3 and 6, Buck Carter be changed to Buck Miller. Pat Healy-Golembe moved approval of the minutes for the April 1, 1992 meeting, seconded by Christine Bull. THE BOARD VOTED TO APPROVE AS PRESENTED 6-0 AGENDA ITEM 3 HPB April 15, 1992 COA 8-163A 105 S.W. 1st Avenue, Sundy House Apartments Louis Jensen, Owner. Install 2 ' x 2 ' decorative plaques on north, east and west elevations . At the September 23, 1991 HPB meeting the Board approved painting the exterior of the apartment building white with a pale pink trim, re-roofing to match the Sundy House, and dark green awnings same style and color as Sundy House. Mr. Jensen is requesting approval to place a total of eight, approximately 2 '2 ' diamond shaped decorative plaques in the following locations : 3 on the east elevation; 4 on the west elevation; and 1 on the north elevation. See attached Xerox of the photos. The actual photos will be available at the meeting. It has been determined that the "SH" centered in the plaque constitutes a logo and will need approval from the sign department staff. This item will go to staff for review on April 10, 1992 and their comments will be available at the HPB meeting. The plaques will be painted or stenciled directly on the building and the frame is applied wood molding. The colors are dark green and white, and the wood molding is pink. The purpose of the plaques is to add more trim color to the building. As applied decoration, this is an interesting concept but it does not seem not seem to add a great deal of trim color and might tend to look spotty and lost on the walls . However, when the proposed dark green awnings are installed additional color will be presented to compliment the plaques . The shutters are original and are architecturally interesting. If painted pink they would serve as a frame to allow the plaques to become a focal point of a larger design. The effect of this would create an overall repeat design which could enhance the fenestration of the building. Whether or not the shutters are painted, the awnings, when installed will help to create the same effect. RECOMMEND APPROVAL 'ri,:•eb,t.'' KOVACS, DIRECTOR DEPARTMENT OF PLANNING AND ZONING DATE: MARCH 30, 1992 SUBJECT: DETERMINATION OF COMPLIANCE AND THE COMPREHENSIVE PLAN As you are aware, with the restructuring which occurred in October, 1990, your Boards have an increased range of activities. Accordingly, each Board is held to a greater level of responsibility. One of the most visible responsibilities is that of making determinations of compliance with the Comprehensive Plan regarding concurrency and consistency. Recently, two projects brought forth issues which the Boards infrequently have to deal with. At SPRAB, the issue dealt with Housing Element policies and the accommodation of low income housing units. At HPB, the issue dealt with neighborhood traffic circulation. Both of these projects were appealed .to the City Commission. To help in dealing with such issues, your Boards may want to seek review and comment from the Planning and Zoning Board. The Planning and Zoning Board works with the Plan through an annual up-date and in its application for land use items. Thus, they are the Board which is most familiar with it in its totality. The decision to seek comment by the Planning and Zoning Board needs to be weighed with our other objectives of processing projects speedily through the review process. In most instances, referral will extend your consideration by a month. Thus, it should not be a matter of routine and should be exercised only when there is a definite need. By copy of this memorandum, I am asking that your staff support personnel place this subject on an up-coming agenda so that you may discuss it. (2) a single family residence, either separate or within a structure housing a non-residential use provided that the residence is occupied by the owner, proprietor, or employee of a business enterprise conducted on the property. (3) Family Day Care (4) Parking lots and refuse storage areas . (D) Conditional Uses and Structures Allowed: The following uses are allowed as conditional uses within the OSSHAD: ( 1) Residential units within a structure containing permitted nonresidential use(s) provided that the residential use does not exceed 50% of the gross floor area of the structure within which they are located. (2) Adult congregate living facilities, Alcohol and Drug Abuse treatment facilities, Child Care, Adult Day Care, Continuing Care, Convalescent Homes, and Nursing Homes. (3) Parking lots not associated with a use. (E) Review and Approval Process: ( 1) All principal uses and accessory uses thereto, which do not require a permit for external modifications shall be allowed upon application to, and approval by, the Chief Building Official .
