SUBJECT: AGENDA FOR HPB MEETING FRIDAY APRIL 20, 1990
1. Roll Call David Martin has resigned from HPB
2 . COA 8-28 A 132 N. Swinton Avenue, Chris O'Hare, Owner.
Wooden fence on N.W. corner of
property. Wooden gates at entrance to porte-
cochere.
A small office building is located on the N.W. corner
(rear) of the property. Mr. O'Hare requests approval for a
wooden fence 6' tall with 1x4" rails and 4x4" posts, see
sketch attached to COA. The fence is to be on the property
line to the west and north of the building. Gates will be
installed to allow access at the south and east ends of the
fence.
To the south of the main building, facing N. Swinton is a
trellis which gives the appearance of a porte-cochere. Mr.
O'Hare has had problems with cars driving in, thinking that
there is a rear exit to the property. He proposes to
install a pair of double gates with wooden frame and wood
lattice panel, attached to the east posts of the trellis.
3 . COA 8-104 201 N.E. 1st Avenue, Anita Shannon,
Owner. General exterior rehabilitation,
including windows, doors, roof, painting and sign.
At the March 2, 1990 HPB meeting the Board voted to
recommend to P&Z that a skin care salon be determined to be
a similar use as those which are allowed as professional
offices in the RO zoning district. P & Z will consider this
at its meeting April 16, 1990. This COA may be approved
subject to P&Z's approval of similarity of use.
The following improvements are proposed for the property:
Replace windows and screening. HPB should require that
replacement windows, visible from the street, be double hung
and of wood construction.
Screen installed on porch in rear of guest house.
Replace door of main house with solid wood. A wood paneled
door would be appropriate, a flush door would not.
Screen doors on front doors of both houses. These doors
should be wood and not aluminum.
Repair chain link fence. A hedge, allowed to grow to the
height of fence, should be required to screen chain link
fence from streetscape. Suggest that any gates be made of
wood.
Roof repair with matching material.
Replace damaged siding with matching siding.
Install a lamp post style mount for a 2'x 2' wood shingle
sign, white background, black lettering. Sign to be located
at the corner of N.E. 1st Ave. and N.E. 2nd St. (see
survey) .
Ms. Shannon says she will work with the County Extension
Agent for landscaping suggestions. The removal of the
inappropriate brick wall surrounding the banyon tree would
be a great improvement.
Paint both houses white with black trim.
4. COA 8-105 131 S.E. 1st Avenue, Cheryl Jones, Owner.
Install new roof, new canvas on awnings,
paint house and trim.
The roof will be replaced to match existing roof.
The new canvas awnings will be exactly the same as existing
awnings and will be dark green.
Ms. Jones plans to paint the house the same colors that the
Echols have used on their Fontaine Fox cottages ( across the
street and 2 houses north) . Pale pink with a very dark
green trim. I have color samples for the meeting.
5. COA 8-095 A 18 Lake Court, Vivian or James Van Dorn,
Owners. Install new roof.
The applicant applied for a building permit and the
application was sent to me, along with a sample of the
material. I drove past that same day to see if it matched
the existing roof and found that work had already been
started. I phoned the building department to see if they
had been issued a permit by mistake. No permit had been
issued. As of yesterday the roof was half completed. I
have written to the Van Dorns and have placed them on the
agenda, but the deed is done. Fortunately the roof is
appropriate and seems to be the same as the old roof.
6. COA 8-103 A 401 N.E. 2nd Avenue, Charles and
Jeanne Goodson, Owners. Presented by
Robert Pitts or Wm. Maher, Authorized
Agents.
Allow a change of use from residential
to intermediate care facility. This
is a conditional use in the RM 10 zoning
district. The Board's recommendation
will be transmitted to Planning & Zoning
and will be considered by the City
Commission.
This request is to allow a residential care facility for
drug and alcohol rehabilitation. Maximum number of
residents permitted is 20 . Direct 24 hour supervision is
required at all times. A staff ratio of one on-duty
supervisor to eight permitted residents is appropriate.
Please read the attached application to P&Z for a more
complete description.
The HPB cannot approve changes of use. The Board can only
recommend to P&Z and to the City Commission. P&Z will meet
on Monday April 16, 1990 and hold a public hearing to
consider the use change. It was for this reason that P&Z
asked that HPB change its April meeting date to the 13th.
Being unable to assemble a quorum for an April 13th
HPB meeting, this hearing will be without HPB imput.
I have had phone conversations with Mary Lou Jamison,
Chairman of Del-Ida Park Neighborhood Association. She
reports a great deal of response from the public hearing
notice, all of it negative. The neighbors feel that having
the Association for Retarded Persons group home in Del-Ida
Park is enough and they do not want another group facility.
They also feel that it is quite out of character for a
relatively small historic district to have two such
activities within their area. Mrs. Jamison will be present
at the public hearing to represent the Neighborhood
Association.
7. COA 8-103 B 401 N.E. 2nd Avenue.
Approval of site plan including, parking,
parking surface, handicapped ramp and
landscaping.
Please refer to the attached site plans.
The applicant requests approval to widen the existing paved
area and to add 1 paved space for handicapped parking. 3
parking spaces will be surfaced with stabilized sod.
The dumpster to be enclosed by a wooden fence.
A cement handicapped ramp is to be installed on the south
end of the front porch facing N.E. 2nd Avenue.
Please see landscaping plan for plant list and plant removal
list. Though not indicated on the plan, a hedge to screen
the existing chain link fence should be included.
8. COA 8-103 401. N.E. 2nd Avenue
Exterior refurbishing and enclosing
garages facing N.E. 4th St.
The applicant plans to repair the exterior of the buildings,
with no exterior architectural changes.
Sample materials were not submitted with the application.
Applicant requests approval to enclose the garages facing
N.E. 4th Street. Type of enclosure was not submitted with
application.

for HPB approval for specifics on exterior renovation.

Recommend placement of marker on City's public
beach; 10 feet north of the concrete utility
pole located AIA and Casuarina Road approximately
4 feet from sidewalk.
Roger Smith, archeologist for the Division of Historical
Resources in Tallahassee has been to Delray to dive at the
site, has researched the text and has designated this as an
official Florida State Historic Site. The marker has been
delivered to John Johnson's office in Boca.
Recommend to the City Commission that the marker be picked
up and installed, at City expense, at the location described
above. No other City expense is involved. The marker is
paid for by private contributions.
