Board Members: After further discussion (carried over from the 5 :30 joint worksession with HPB and SPRAB) on the Swinton Avenue Beautification Plans the Board expressed the following concerns: 1. The Sabal Palms tend to give a telephone pole effect. The Board felt that a canopy effect would be more appropriate. 2 . The street sign bollards are not historic in nature. 3 . That not providing irrigation would create problems in the future with the sod. 4 . The landscaping was lacking in rhythm and continuity. Mr. Carter informed the Board that Old School Square was featured in Florida Architectural this month. Mrs. Sloan informed the Board that Old School Square would be on the cover of the new phone book. C. Staff: None. - 2 - 5/19/93 VII . They will become so after review and approval, which may involve some changes . - 3 - 5/19/93 STAFF REPORT HISTORIC PRESERVATION BOARD MEETING WEDNESDAY, MAY 19, 1993 AGENDA ITEM IV COA 8-207 1127 NASSAU STREET THOMAS MURPHY, OWNER DAVID MARTIN, ARCHITECT CONTRIBUTING BUILDING, NASSAU PARK HISTORIC DISTRICT ITEM B E F ORE T H E BOARD The action before the Board is that of approval of COA 8-207 for additions to an existing single family residence; construction of a 2 car garage; and associated landscaping. BACKGROUND The subject property was built in 1936 and was designed by Delray architect Henry Pope. It is of frame construction, in Colonial Revival "resort" style which is the dominant theme of the buildings on the street. The applicant is requesting approval to construct a 2 car garage and entry loggia at the southwest corner of the property and a family room addition to the southeast corner. A bedroom addition is to be built on the northwest corner. A 6 ' X 25 ' brick wall will be built on the west property line to enclose a new inground swimming pool (see plans for explanation) . DESIGN COMPONENTS The original architectural elements of the front facade will remain. The garage, entry loggia and the family room additions will be visible from the street. Garage and Family Room The garage will have a wood door and pyramid hip roof with wood shingles to match existing. The corner boards on the garage will match those of the house. The family room addition will have siding, windows, and corner boards to match existing. The hip roof will be shingled in wood to match existing. Staff Report COA 8-207 Page 2 Entry Loggia The entry loggia will have a gable roof supported by wood columns; a picket fence and gates enclose the loggia. Additions not visible from the street All exterior walls will have siding, windows and corner boards to match existing. The roof additions will be shingled to match existing. Exterior paint colors The main color of the house and garage is to be taupe, all trim will be white. The wooden roof shingles will be stained to match existing. Color samples will be available at the meeting. Associated Landscaping The swimming pool is not visible from the street. The 6 ' brick wall on the west property line which encloses the pool is set back 48 ' from the front property line. An 8 ' section of the wall (with gate) returns to the northwest corner of the garage and is visible from the street. Traditional concrete wheel strips and a concrete driveway apron will be installed. A brick walkway will lead from the street to the loggia entry gates. Foundation planting will be installed at the base of the garage and new additions. All of the existing landscaping will remain, with the exception of that necessary to accommodate the renovation. It is necessary for the HPB to review the landscape plans for additions to single family homes if the additions comprise more than 25% of the existing structure, as this development does. A more detailed landscape plan will be available at the meeting. ANALYSIS This is a sensitive approach to enlarging a 1,500 sq. ft. cottage. The alternative to this design would be to add a second story which would greatly alter the appearance of the house and the streetscape. The original entrance was placed on the west facade and will remain intact. The garage correctly presents itself as obviously new construction. It is not an addition to the structure itself but utilizes the covered loggia as an appropriate connector. The family room addition, while connected to the house and visible from the street, is set back from the plane of the front wall as recommended by the Secretary of the Interior's Standards for additions to historic structures. The character-defining features of the house remain intact with virtually no loss of historic materials. Staff Report ' COA 8-207 Page 3 Compliance with the LDR's * Pursuant to Section 4 . 3 .4(K) of the LDR' s, this project meets all of the development requirements. * The additions to the structure and the construction of the garage are in compliance with Section 4 .5. 1(E) (8) , Visual Compatibility; and with Section 4 .5. 1. (E) (4) , Secretary of the Interior' s Standards for Rehabilitation. RECOMMENDED ACTION Approve COA 8-207 as presented, based upon positive findings with respect Section 4 .5. 1(E) (8) , Visual Compatibility; and with Section 4 .5. 1.
