HPB 06-13-1990 NW MEMORANDUM DATE : JUNE 13, 1990 TO: HISTORIC PRESERVATION BOARD FROM: PAT CAYCE SUBJECT: AGENDA REPORT FOR HPB MEETING THURSDAY JUNE 21, 1990 8 : 15 A.M. 1 . Roll Call 2 . COA 8-112 229 N.E. 1st Avenue, Frank McKinney, Owner. Restoration/Rehabilitation. This is the boarded up Mackel cottage which Frank McKinney recently purchased. The original windows will be repaired or replaced to match originals . Flower planters will be installed under the front windows . The front yard and north boundary will be bordered by a white picket fence. The house is to be painted pale blue (sample on file) . Trim and roof will be white. Frank has had a rendering done of the cottage and will bring it to the meeting so you can visualize the landscaping which will be similar to, and compatible with, his other restored properties on Banker' s Row. 3 . COA 8-042A Continuation, 8 N.W. 1st Avenue, Richard Monnett, Owner. Repaint exterior with change of color. Mr. Monnett has selected two color schemes which he found in "suggested color combinations" from a Sherwin Williams paint chart. One has a main color of yellow/maize with a white trim and teal blue accent; the other is peach/pink (very pale) with gray trim and dark green/blue accent. If the gray trim were changed to white either combination would be in keeping with the Resourceful Rehab color chart. I will bring the paint chips to the meeting. Recommend approval of either combination providing that the gray trim is changed to white in the second selection. Suggest that the Board be specific on which color the fence is to be painted. 4 . COA 8-111 102 and 106 N. Swinton Avenue, Michael Weiner, Owner. Demolition of 106 North Swinton. Preliminary approval of restoration and new construction, 102 N. Swinton, subject to site plan approval from Planning and Zoning. Michael Weiner has purchased 102 N. Swinton, the 1898 Clark House, which he plans to use as a law office. He has also purchased 106 N. Swinton which is the house just to the north. 106 is a noncontributing building which was built in 1950 . In 0111, order to enlarge the Clark House and provide parking for the office Mr. Weiner is asking for approval to demolish 106 N. Swinton. Mr. Weiner has agreed to give the cottage to anyone who will remove it. I have contacted Dorothy Ellington in Community Development to see if the City could use it for infill but the cost of relocation is not within the City' s budget. Digby Bridges has drawn up the plans for the restoration and new addition for 102 N. Swinton so you will be able to see what would replace 106 N. Swinton. The building will remain intact with the exception of the carport to the west. The addition will have wood siding to match original siding and the roof shingles will match existing shingles . Paint color and landscaping have not been addressed on the plans or COA. The HPB will vote on demolition and vote on a recommendation to P&Z regarding the use change from residence to office. The HPB can also vote on the preliminary design subject to site plan approval from P&Z . The applicant will have to return for final approval of colors, landscaping, signs and any changes made to the initial design as a result of P&Z 's recommendations . In order to enhance the Clark House and to make it economically viable to restore, staff recommends demolition, or if possible relocation by a private party, of 106 N. Swinton. 5 . COA 8-114 32 East Atlantic Avenue, Polly Noe, Owner. Rehabilitation of Atlantic Avenue facade. Polly Noe has purchased the building just to the east of her antique store, 16 E. Atlantic. The building is to be used as an addition to her business . She is making application for approval to paint the exterior the same color as 16 E. Atlantic, enlarge the support columns and install awnings to match those on her original building. Lettering for sign is to be same style and size. Essentially she will replicate the facade of her building to the west and the effect would be to unify the two buildings . Mrs Noe has plans to rehab the rear of the building which is accessible from the alley but the plans are not finalized and she will return at a later date for approval for the south facade. Recommend approval. 6 . COA 8-8113 229 S.E. 7th Avenue,Ralph and Mary Barding, Owners, presented by Tom Quinn, Provident Development Group, Inc. , Authorized Agent. New Construction. The original plans which the HPB approved on October 20, 1989 have been abandoned. The new plans, executed by the architectural firm of Slattery & Root who designed the Fifth Avenue Grill on Federal Highway, and landscape plans are 2 11111, attached. Main color and trim, driveway paving material and roof color are not specified. If these are not decided on at this meeting the applicant will have to return to the HPB for approval . This is a much more elaborate design than the one originally approved, with more architectural details and an interesting multi-gabled roof. 7 . COA 8-115 707 S.E. 1st Street, James Miller, Owner or John Anderson, Authorized Agent. Exterior rehabilitation, including windows, doors and roof. This house is a contributing house (a suspected Mizner which may have been moved from Boca) at the corner of S.E. 1st and Palm Square. This application came in today and in order to accommodate the applicant, and not cause him to wait till our July meeting, I have added this item to the agenda. I have not had a chance to drive by and compare the house to the drawings . It is my understanding that Mr. Miller will install wooden windows 8 . COA 8-116 239 N.E. 1st Avenue, Corazon Kulok, Owner, or Frank or Bill Pohl, Authorized Agent. Fence, deck, parking area paving and tile floor for front porch. Ms . Kulok has bought Frank McKinney' s yellow cottage. She is making application for a wood fence for the rear yard and a deck to be installed behind the house. She proposes to pave the shell rock parking area in front with brick or interlocking tile. The floor of the front porch is to be paved with tile. She will bring samples to the meeting. Paint or finish color for fence is not addressed in the COA. Recommend approval if fence finish, which is visible from the street, is specified. 9 . COA 8-117 225 N.W. 1st Avenue, Clifford Thomas, Owner, Dan Curry, Riteway Windows & Doors, Authorized Agent. Replace Windows . This is a noncontributing duplex. The applicant asks approval to replace 9 jalousie windows and replace them with 9 single hung aluminum windows . Recommend approval. 10 . COA 8-058C Continuation, 503 N.E. 2nd Avenue, Renaissance Dental Studio, Gerald Kunze, Owner. Revised plan for west facade of building. At the May 1990 meeting the HPB approved Mr Kunze' s revised plans with the exception of the west facade (facing N.E. 2nd Avenue) . Mr. Kunze will bring his new plans for the west facade. 3 11 . Consideration of items to be eliminated from Certificate of Appropriateness requirements and/or items that could be approved by staff. The City Commission at its June 5, 1990 workshop meeting urged that action be taken on a long list of items that they feel should be eliminated from COA approval. I will enclose the list just as soon as I receive it from Commissioner McCarty. 12 . Rescheduling of Historic Preservation Board meeting time to accommodate evening meetings . At the above mentioned Commission meeting it was decided that the HPB should hold its meetings in the evening. It was felt that by having night meetings more people from the community, as well as from historic districts, would be able to attend on a regular basis . 13 . Report on Cultural Arts District rezoning. The public hearing notices were mailed on June 8, 1990 . The staff report is attached. The hearing will be held at the P&Z regular meeting, Monday, June 18, 1990 at 7 :00 P.M. in the Commission Chambers . Adjournment. 1I MEMORANDUM DATE: JUNE 18, 1990 TO: HISTORIC PRESERVATION BOARD FROM: PAT CAYCE SUBJECT: HPB MEETING JUNE 21, 1990, AGENDA ITEM 11. Attached is the list which Sandy Jamison presented to Jerry Sanzone for review with regard to changes in permit requirements. The same list is to be reviewed by the HPB regarding changes in COA requirements. Also to be reviewed are items for which staff could give approval without COA application and without $25 filing fee. There are 60 items of the 207 submitted which require HPB approval (items marked with X to the left) ; 19 of the 60 items are duplicates leaving a total of 41 items. Of the 41 items 9 require COA' s only if they are on the exterior, e.g. central air condition, staircases. On list B "No Permit Required" are 3 items which require COA' s; casement windows, landscaping and exterior painting. Also enclosed are COA requirements from Ybor City, Hyde Park and Louisville, KY. The Ybor City requirements are all inclusive as Delray' s are now, Hyde Park is more representative of other cities I have talked to while Louisville' s is extremely liberal. Staff is currently working on a computerized analysis of all COA' s processed to date, which will be completed within the next ten days. When complete staff will present a report and recommendations to the HPB based on these findings. HPB will need to call a special meeting for the purpose of reviewing staff recommendation. Please make notes on the attached list so your comments may may be included in the staff report. The June agenda will be amended to include COA 118, 1022 Nassau St, Robert Huyck, Owner. This is a request to replace existing asphalt driveway with concrete in herring bone pattern, concrete to be colored brick red. Samples and photos on file. This item came in today please drive past. Mr. Huyck is enthusiastic about the HPB and feels that design controls enhance historic districts.
