HPB 06-18-1987 MINUTES OF THE HISTORIC PRESERVATION BOARD (HPB)
REGULAR MEETING OF JUNE 18, 1987
The meeting was called to order by Mr. Mayhew. Roll was called.
All members were present.
Ms. Tina Eno attended the meeting and made a presentation to the
Board. Ms. Eno attended representing the Downtown Development
Authority, the Atlantic Avenue Association and the Chamber.
Discussions revolved around the downtown merchants interface
with the Historic Preservation Board and their involvement and
concern with preservation projects. Input was also sought re-
garding the Historic District. It was determined that at this
time the merchants had no clear position on this subject and
that attempts will be made to involve them in the process through
information dissemination and direct communication, Mr. Mayhew
discussed specific structures downtown that might be candidates
for nomination to the Historic Survey. Mr. Mayhew suggested a
flyer be developed to provide the downtown merchants with in-
formation, utilize Ms. Eno as a liason and provide her with
information for her newsletter.
The next item discussed was form preparation. Mr. Hansen reviewed
forms and applicant instructions with the Board. Drafts of forms
will be available at the next meeting.
Discussion of budget preparation, both revenues and expenditures
followed. Mr. Johnson reviewed proposed fee schedules. Mr.
Nathanson and Mr. Barcinski suggested that fees need to match
costs for justification purposes. Expenditures discussed included
secretarial help, advertising, printing brochures, etc . A fee
schedule was suggested. Other fees were also discussed.. Fees
proposed are:
Residential - Commercial $ 25 . 00
Certificate of Appropriateness $ 25. 00
Moving property to
Historical District $ 50. 00
Demolition $100. 00
Mr. Barcinski and Mr. Nathanson were requested to present a draft
budget to the Board at their next meeting.
Discussion followed regarding the Historic Sites Survey prepared
by Mr. Johnson. Mr. Barcinski had distributed copies to Board
members and gave each member a City map which located all sites
included in the draft survey. Mr. Mayhew and Mr. Johnson indicated
that the survey was not a complete listing and would be updated
this fall. Mr. Pompey had concerns about the lack of designations
in the black community. Mr. Pompey was asked to review this area
in light of requirements and make other suggestions.

The discussion on brochures was delayed until August.
The next item discussed was the Old School Square Historic District.
Mr. Ken Simback, Executive Director of the Community Redevelopment
Agency was present. Mr. Simback was questioned as to the current plans
and direction of the CRA in areas which overlap the proposed District,
especially along Atlantic Avenue. Mr. Simback discussed the CRA' s
plans in the area discussed. These plans include (1) removal of
the gas station at the corner of Swinton and Atlantic to improve
traffic flow and (2) plans for an office complex on lots behind Docs
and Church' s Fried Chicken. Discussion followed concerning item
two (2) regarding construction in conformity with standards that
may be proposed. However, Mr. Simback indicated that the CRA did
not want to be involved in setting the standards. Discussion also
centered around linking the Old School Square project with the City
Hall Complex.
Mr. Johnson was asked if he thought the CRA and the Historic
Preservation Board could work together. He stated that the Board
needed to go ahead and establish the district. Mr. Simback in-
dicated that the CRA did not want to place additional restrictions
on development in the area.
Mr. Mayhew informed Board members that there would be a public
forum July 1, 1987 at the Chamber of Commerce to discuss the
Old School Square Historic District.
Mr. Pompey informed the Board that the Homeowners of Del Ida Park
were having a meeting on July 19, 1987 at 3 : 00 P.M. at Trinity
Lutheran Church to discuss the formation of a Historic District.
The Board also discussed the Nassau Street Historic District.
It was agreed that more information and discussion would be
provided at the next meeting.
Mr. Mayhew moved that the Board join the National Alliance for
Preservation Commissions. All approved.
The next meeting was scheduled for 8: 00 A.M. , July 9, 1987 .
There being no further business, the meeting was adjourned.
