The Chairman called the meeting to order at 6 : 00 P.M.

2 . COA S-026 : 11 N.E. 6th Street; John Tallentire, Owner.
The Board denied the applicant' s request to install a 5 '
high chain link fence on the east side interior property
line to serve as a support trellis for a bougainvillea
hedge. COA S-026 was denied pursuant to the Design
Guidelines, which state that chain link fences are
inappropriate in historic districts but may be used in the
rear of a property. This fence was to be located in the
side front of the property and its full length was visible
from the street. The Board felt that other trellis systems
could be utilized for the hedge support and that the chain
link fence was inappropriate. The applicant accepted the
Board's decision and will not appeal.
Sandy Jamison moved for approval of COA S-026, seconded by
Christine Bull. The vote was as follows: Christine Bull -
No; Wayne Campbell - No; Daniel Carter - No; Sandy Jamison
- Yes; Pat Healy-Golembe - No. Said motion was denied 4-1.
2 . COA 8-184 : 102 S.E. 7th Avenue; David Clitter, Owner;
Marina Historic District.
The Board approved the installation of a small (15" x 15" )
single sided, nonilluminated, decorative wood sign which
will be mounted on the existing lamp post by chains . When
a vacancy occurs, the "vacancy and phone number" accessory
sign will be attached to the Marina Mews sign.
The background color will be white and the border will be
dark green to match the shutters. The text will be either
dark green or gold leaf at the applicant' s discretion.
Pat Healy-Golembe moved for approval of COA 8-184, seconded
by Daniel Carter. The vote was as follows : Christine Bull
- Yes; Wayne Campbell - Yes; Daniel Carter - Yes; Sandy
Jamison - Yes; Pat Healy-Golembe - Yes. Said motion passed
5-0.
3. COA 8-185: 135 N.E. 1st Avenue; Carleton Sheets, Owner;
Presented by Mark Little, Agent; Old School Square Historic
District.
The Board approved the installation of a single sided,
nonilluminated, freestanding wood sign. The sign face is
4 ' x 2 ' and the mounting posts are 4" x 4" : . The height of
the sign from top to ground is 4 '4" . The background color
is ivory and the border is brown. The text is to be gold
leaf.
The Board recommended to the Authorized Agent the words
"Contact Mgr. " be eliminated from the vacancy sign.
Pat Healy-Golembe moved for approval of COA 8-185, seconded
by Sandy Jamison. The vote was as follows: Christine Bull

4 . COA 8-186 : Del-Ida Park Historic Professional Community.
City Property, Intersection of N.E. 8th Street, N.E. 3rd
Avenue and Dixie Boulevard. Presented by Mark Little,
Agent. Del-Ida Park Historic District.
The Board approved a single sided, nonilluminated, wood
sign. The sign face is 5 ' 6" x 4 ' , the height of the sign
face from the ground is 7 ' 3" . The columns are stucco
finished concrete block with a barrel tile cap, are 2 ' x 2 '
and the total height from the ground to the top of the cap
is 8 ' 8" . Sign face is carved mahogany with tan background,
coral boarder and gold letters. Color of decorative
brackets and sign posts are not specified.

The Authorized Agent, Mark Little and Dr. Westine, who is
funding the sign, agreed to the recommended text change.

seconded by Pat Healy-Golembe. The vote was as follows:

5. NOMINATIONS FOR PRESERVATION RECOGNITION AWARD SIGNS:

6 . REPORTS FROM HISTORIC DISTRICTS:
None.
7 . UNFINISHED BUSINESS:
Pat Healy-Golembe questioned the solid wood panels being
installed on the porch restoration at Michael Weiner' s
building on North Swinton Avenue. Staff stated that the
wood panels had been approved with the original COA.
Pat Healy-Golembe also asked that the fence in front of
John Baccari 's property on N.E. 1st Avenue be looked at by
staff for its deteriorated condition.
Dan Carter asked about the status of Brandy's incomplete
landscaping. Staff reported that Code Enforcement was
investigating for compliance.
After discussion regarding fences it was decided that staff
would prepare a draft amendment to the Design Guidelines
recommending: The exact areas of a property where chain
link fencing is permitted; the provision that no unstained
or unpainted wood fences be permitted; the limitation of
the percentage of mulch to be used in front yards.

8 . NEW BUSINESS :
Pat Cayce informed the Board of possible changes for the
previously approved new construction on the beach lot at
610 N. Ocean Boulevard (Fonatine Fox historic site) .
Pat Healy-Golembe suggested that the Board members consider
the program for the National Trust for Historic
Preservation ' s annual conference to be held in Miami in
October, 1992 . She urged members to attend.
Wayne Campbell announced he will not seek reappointment to
the Board.
9 . APPROVAL OF MINUTES : Meeting of June 17 , 1992
Christine Bull moved for approval of the minutes for the
June 17, 1992 meeting, seconded by Sandy Jamison. The vote
was as follows : Christine Bull - Yes ; Wayne Campbell -
Yes; Daniel Carter - Yes; Sandy Jamison - Yes; Pat
Healy-Golembe - Yes . Said motion passed 5-0 .
10 . ADJOURNMENT:
Daniel Carter moved for adjournment at 7 : 30 P.M. , seconded
by Christine Bull . The vote was as follows : Christine

Install a 5 ' high chain link fence on east side
interior property line to serve as a support
trellis for a bougainvillea hedge. Fence, until
covered by the hedge, will be visible from the
street .
BACKGROUND
This item came originally as a staff approved COA. When I
made a site visit to the property I realized the amount of
visibility the fence presented to the street . I explained
the situation to the applicant and sent him the attached
letter.
The fence is to be used to support a bougainvillea hedge . It
will commence approximately 20 ' from the front property
line and run north along the east property line for 32 ' .
The fence would be placed 2 ' west of, and run parallel to,
the existing wood fence which is located on the adjacent
property. The chain link is clad in green vinyl .
Mr. Tallentire stated that he does not want to use his
neighbor' s fence as a support for the bougainvillea and
prefers to have his own trellis . The applicant ' s property
is extremely well maintained and is attractively landscaped.
He says the bougainvillea will be planted the day the fence
is complete.
Recommendation: Board' s discretion.
ACTION TAKEN BY THE HPB
COA S-026 was denied by 4-1 .
The COA was denied pursuant to the Design Guidelines, which
state that chain link fences are inappropriate in historic
