2 . COA 8-111 102 and 106 N. Swinton Avenue, Michael Weiner,
Owner.
Demolition of 106 North Swinton. Preliminary approval of
restoration and new construction, 102 N. Swinton, subject to
site plan approval from Planning & Zoning.
Michael Weiner has purchased 102 N. Swinton, the . 1898 Clark House,
which he plans to use as a law office. He has also purchased 106
N. Swinton which is the house just to the north. 106 is a
non-contribuiting building which was built in 1950 . In order to
enlarge the Clark House and provide parking for the office Mr.
Weiner is asking for approval to demolish 106 N. Swinton.
Digby Bridges has drawn up the plans for the restoration and new
addition for 102 N. Swinton so you will be able to see what would
replace 106 N. Swinton. The Clark House will remain intact with
the exception of the carport to the west. The addition will have
wood siding to match original siding and the roof shingles will
match existing shingles . Paint color and landscaping have not been
addressed on the plans or COA.
The HPB will vote on demolition and vote on a recommendation to P&Z
regarding the use change from residence to office . The HPB can
also vote on the preliminary design subject to site plan approval
from P&Z . The applicant will have to return for final approval of
colors, landscaping, signs and any changes made to the initial
design as a result of P&Z recommendations .
In order to enhance the Clark House and to make restoration
economically viable, staff recommends demolition, or if possible
relocation, of 106 N. Swinton.
3 . COA 8-120 Ocean Lot at Fontaine Fox Estate, 610 N. Ocean Blvd.

New Construction of single family residence.
The plans for the new construction are enclosed. The architect
will be present to answer any questions . The site plan conforms
to the setback variances which were granted to this lot by the HPB
on October 25, 1989 .
Exterior siding material, paint/stain colors and roofing material
are not specified on the COA. These matters should be addressed
at the meeting. The applicant will return for landscaping, paving
and fencing approval .
4 . COA 8-121 315 N.E. 7th Avenue, Mr & Mrs Bruce Blomgren,
Owners . Presented by Owners or Mr. Winston Lee,
Landscape Architect, Authorized Agent.
This project was first presented to the HPB as a pre-application by
the architect, Kirk Stetson, at the meeting of February 16, 1990 .
HPB approved the concept of the additions and basic design style.
The final plans are enclosed for your review.
The only exterior demolition will be to remove the one story
carport, laundry room, driveway and existing front porch, see sheet
1. 1 for details .
The new additions will include a three car garage, first and second
floor enlargements and a third floor study. Entire roof to be
re-roofed.
Materials :
Lapped vinyl siding with corner boards matching the existing
residence in color and texture, light grey boards with white
cornerboards and white trim. Wood framed French- doors, wood framed
casement windows, painted white. Roof to be Vee crimp metal .
Existing awnings to be blue canvas .
The new additions are based on saving as much of the existing
landscaping as possible, see sheets 1 .0, 1. 1 . The applicant will
come before the Board for paving material approval.
Staff recommends approval.
5. COA 8-122 4 S.E. 1st Avenue, Masonic Lodge Representative or
MacLaren Signs Authorized Agent.

The proposed sign is a 20 ' X 3 ' 8" white opaque plastic wall plaque
with 12" dark blue vinyl letters . "Since 1908" to be in 6" letters
of same material. The sign is to be centered under the Masonic
logo on the second story, above Hoxies shoe store. The sign will
not be illuminated.

Because this sign faces Atlantic Avenue and is directly across
from Old School Square it is important that it meet a compatible
design criteria for the block. A more appropriate sign would be one
of sandblasted wood similar to the Goodwill signs on N.E. 1st
Avenue. Perhaps the "Since 1908" should be in the same size
letters as the body of the sign to further point up the historic
significance of the lodge.
Staff recommends denial of the sign in the material presented.
6 . COA Pre-application, Sundy House 106 S. Swinton Avenue
Clemmer Mayhew III or prospective buyer.
Restoration and rehabilitation.
Clemmer Mayhew or the prospective buyer will discussed the proposed
plans for the Sundy House.
7 . Consideration of designation report preparation for: Arcade
Building, Colony Hotel, Flamingo Service Station. Clemmer
Mayhew III .
Clemmer has suggested that he could write a completed designation
report for the Colony and the Arcade for $150. 00 each. This price
is based on the fact that a great deal of documentation has been
done on both of these buildings and that extensive research will
not be needed.
There is, however, little documentation of the Flamingo Service
Station. This project will require more time and the completed
cost will reflect the time spent on researching the history of the
building. I have asked Clemmer to submit to the Board an estimate
of the cost for your review.

SUBJECT: RECORDING SECRETARY FOR THE HISTORIC PRESERVATION BOARD
The Historic Preservation Board is currently without a Recording
Secretary. By this memo I am requesting that a secretary be
assigned to take and transcribe the minutes of the Board' s
meetings.
The HPB meets on the third Wednesday of each month at 5: 00 p.m.
in the First Floor Conference Room and the meetings last
approximately two hours. On occasion a special meeting is
convened, there have been two such meetings this year. The next
regular meeting will be Wednesday, August 15, 1990.
Attached is a copy of the minutes to give an example of form and
content.
