MINUTES
HISTORIC PRESERVATION BOARD
SPECIAL MEETING
AUGUST 1, 1988

The meeting was called to order at 5:35 p.m. by Ms. Healy and
roll was called.
Ms. Ruby explained that the purpose of the workshop was to
streamline the ordinance. Areas for discussion: to eliminate
redundancy, reorganization of definitions and to discuss the
variance procedure.
I. VARIANCES
Ms. Ruby discussed the option of not dealing with variances and
leave this procedure to the Board of Adjustment.
Mr. Mayhew explained that an original intent of the ordinance was
that the Board would act in lieu of the Community Appearance
Board and the Board of Adjustment within Historic Districts.
Mr. Mayhew expressed the opinion that Section 174. 54 (Variances)
should be included in the ordinance.
The consensus of the board was to include the alternate, section
174. 54 in the ordinance.
II. Exterior vs. Interior
The discussion then turned to Section 174.20 Nomination ,sub-part
(A) . Mr. Nathanson expressed the opinion that the ordinance
should be limited to the exterior of historic buildings.
Mr. Johnson expressed the opinion that designating interiors was
a common practice. The consensus of the board was to leave the
word "interior" as it stands in the ordinance thus leaving the
board the option to make decisions on a case by case manner.
Mr. Nathanson also noted that the word interior needed to be
added to page four of the ordinance under sub-part (A) and
sub-part (C) .
III. Compatibility Standards
Ms. Healy and Mr. Nathanson asked for clarification of Section
174.31 (I)of the ordinance, Compatibility Standards.
Mr. Johnson explained that simply stated the compatibility
standards means that new construction would have to be compatible
to existing non-contributing buildings in proportions, dimen-
sions, and scale; Not a carbon copy of those buildings.
Mr. Mayhew stated that Section 174.31 (I) should be streamlined.
Mr. Mayhew asked Mr. Johnson to forward a copy of the Secretary
of Interior Standards to Susan Ruby.
Ms. Ruby stated that she would make the necessary changes and get
the ordinance in final form . It would then have to be advertised
before submission to the City Commission for final approval.
IV. Board Appointments
Three names will be submitted to the City Commission for nomina-
tions to the vacant positions on board. The names are Sandra
Norton, Wayne Campbell,Christine Bull.
Ms.Healy mentioned the September 22 to 24th Florida Trust Confer-
ence in Tampa, and encouraged attendance.
David Nathanson made a motion to adjourn the meeting at 6:57 p.m.
Seconded by Mr. Mayhew.
