FIRST FLOOR CONFERENCE ROOM, CITY HALL Please be advised that if a person decides to appeal any decision made by the Historic Preservation Board with respect to any matter considered at this meeting or hearing, such persons will need a record of these proceeding, and for this purpose such persons may need to ensure that a verbatim record of the proceeding is made, which record includes the testimony and evidence upon which the appeal is to be based. Adjournment MEMORANDUM DATE: OCTOBER 12, 1990 TO: HISTORIC PRESERVATION BOARD FROM: PAT CAYCE, HISTORIC PRESERVATION PLANNER SUBJECT: STAFF COMMENTS ON ITEMS BEFORE THE BOARD FOR THE MEETING OF WEDNESDAY, OCTOBER 17, 1990 1. Roll Call 2 . COA 8-119A Continuation 840 East Atlantic Avenue, Bridge Restaurant Dimitrios Tomaras, Owner of the Restaurant and Authorized Agent for Burton Handelsman, Owner of the Building. Addition to existing deck. Consideration limited to design, colors, materials and awnings . Deck will be approved with site plan at a later date as additional seating will require additional parking. This COA came to the HPB as a pre-application at the June 21, 1990 meeting. At that meeting the Board, by consensus, agreed that an addition to the deck, for an outdoor dining area, would be appropriate to the building and the site. Outdoor dining areas are permitted in the CBD zoning district according to the LDR' s Section 4 . 6 . 6 . (b) (6) . The additional parking required by additional seating was discussed but as the actual size of the deck had not been determined the pre-application was for discussion and guidance only. The proposed deck addition is on the east side of the building and you may see it by walking down Atlantic Avenue to the bridge and turning south. These plans are for design consideration only. They will be approved after the P&Z staff has had an opportunity to fully review the site plan and make its recommendations to the HPB. A special meeting may be called for this purpose. 3 . COA Pre-application 802-816 East Atlantic Avenue, Burton Handelsman, Owner, or Authorized Agent Consider exterior paint color selection. These are the two buildings on Atlantic Avenue just to the west of the Boyd Building. Apparently Mr. Handelsman, the owner has decided to paint them while the crew is there doing the Boyd PI" Building. Mr. Tomaras thinks the owner wants to paint them the same peach as the Boyd but is not sure. The building with the gabled parapet is 1925 construction and the eastern half of the facade (the real estate office) has been inappropriately slipcovered. I don''t know if the owner plans any renovation to the buildings but if so I would recommend that the slipcover be removed, that more appropriate signs be installed on all the stores and that a flowering vine be planted behind the attractive little grill in the wall that separates the two buildings . I don't know if the tenants have been informed about the proposed painting or if they have a choice in mind. I recommend that the HPB approve several selections which would complement the Boyd Building. For example: Peach with white trim on the west building White with mauve trim on the east building (slipcover to be painted to match the rest of the facade) Or Both buildings painted the same color combinations 4 . COA Approval Matrix Consider final changes to, and approval of, the Matrix as amended by the HPB, October 2, 1990. 5 . Design Guidelines Approve changes made by the HPB, October 2, 1990 Accept final Draft Recommend to Planning & Zoning, Site Plan Review & Approval Board and the City Commission that the Design Guidelines be adopted by the City. New Business Reports, if any, from Historic Districts I have decided to add this at each meeting for a few months to see if there are items that the district representatives want to discuss. In the past, this item was always on the agenda but it was dropped due to lack of participation. Perhaps with the evening meetings more residents will attend and have comments for their representatives . 8 . Spencer Pompey moved acceptance of the design concept, providing it meets the constraint set forth by the building department, seconded by Wayne Campbell. The vote was as follows: Bill Ayers- Yes; Christine Bull - Yes; Wayne Campbell - Yes; Daniel Carter - Yes; Spencer Pompey - Yes; Rose Sloan - Yes. Motion approved 6-0 . Anita Riley, head of Homeowners Palm Square/Marine Way, stated her concern with regard to parking in the area. She also questioned where the trash cans will be washed. Daniel Carter recommended amending the motion and giving it back to staff. Even though it was approved in design concept, there are some serious reservations to be looked at. The motion was amended to approve the design concept after review and approval of the deck and its elevation in final form. The vote was as follows: Bill Ayers - Yes; Christine Bull - Yes; Wayne Campbell - Yes; Daniel Carter - Yes; Spencer Pompey - Yes; Rose Sloan - Yes. Motion approved 6-0 . 3 . COA Pre-Application 802-816 East Atlantic Avenue, Burton Handelsman, Owner. Bill Ayers moved approval of the primary building color as white and the accent colors be one of the approved colors or the main color POENutes of the Histort Preservation Board Meeti October 17, 1990 from the Boyd Building, seconded by Christine Bull. The vote was as follows: Bill Ayers - Yes; Christine Bull - Yes; Wayne Campbell - Yes; Daniel Carter - Yes; Spencer Pompey - Yes; Rose Sloan - Yes. 4 . COA Approval Matrix - Consider final changes to, and approval of, the Matrix as amended by the HPB, October 2, 1990 . Daniel Carter moved approval of the Matrix as revised, seconded by Wayne Campbell. The vote was as follows: Bill Ayers - Yes; Christine Bull - Yes; Wayne Campbell - Yes; Daniel Carter - Yes; Spencer Pompey - Yes; Rose Sloan - Yes. Motion passed 6-0 . 5 . Design Guidelines - Approve changes made by the HPB, October 2, 1990 Accept Final Draft Clemmer Mayhew, III, consultant, presented the final draft of the design guidelines . Christine Bull moved to approve the design guidelines format with the changes made now and with any other changes that Clemmers made, seconded by Spencer Pompey. The vote was as follows: Bill Ayers - Yes; Christine Bull - Yes; Wayne Campbell - Yes; Daniel Carter - Yes; Spencer Pompey - Yes; Rose Sloan - Yes. Motion passed 6-0 . 6 . Unfinished Business Pat Cayce stated the next meeting will be changed from November 21, 1990 to November 14, 1990 because of the Thanksgiving holiday. Wayne Campbell proposed to the Board to consider the continuation of retaining Clemmer Mayhew, III, as a consultant for the printing of the guidelines, overseeing the printing, and keeping the standards up. It was the consensus of the Board to approve. 7 . New Business Mary Lou Jamison, asked who was moving the trees all around City Hall. She was advised to speak with Nancy Davila. Wayne Campbell stepped down to represent Old School Square Historic District. He advised there will be a reorganizational meeting tomorrow evening at 7 :00 P.M. The meeting will be held at the Delray Beach Civic Center in the Banyan Room, from 7 : 00 - 9 : 00 P.M. Wayne Campbell also wished to inform the Board that the City Commi- ssion, at their Workshop Meeting of last evening, discussed the wide- ening of Swinton Avenue. The Commission voted unanimously that Swinton Avenue should not be widened under any circumstances. 8 . Motion made by Wayne Campbell to adjourn at 5 :55 P.M. , seconded by Bill Ayers .
