ROLL CALL: Daniel Carter the Acting Chairperson called the meeting to order at 6 : 00 P.M. COA 8-193: 305 S.E. 7th Avenue; Kenneth & Aixa Schulte, Owners . The Board approve COA 8-193 for the installation of perimeter fencing. The fence material and design are as follows : * A 4 ' high green chain link fence from the front property line on the north to the northeast corner of the house; and on the south from the front property line to the southeast corner of the house. * A 4 ' high white wood picket fence from the southeast corner of the house to the Intracoastal Waterway. * A 4 ' high white wood picket fence across the front of the property; and white wood picket driveway gates supported by 4 ' x 4 ' cement columns . Sandy Jamison moved for approval of COA 8-193, seconded by Christine Bull. The vote was as follows: Christine Bull - Yes; Daniel Carter - Yes; Sandy Jamison - Yes; Buck Miller - Yes; Margie Miller - Yes . Said motion passed 5-0 . 3. REPORTS FROM HISTORIC DISTRICTS: None 4 . UNFINISHED BUSINESS: Mr. Jamison requested the status on OSSHAD. Mrs. Cayce informed the Board that OSSHAD would be going before the Planning and Zoning Board for approval on December 21, 1992, with no changes to the text this Board had previously approved. Mrs . Miller requested the Board write a letter to Trinity Lutheran Church requesting they put the Trinity Chapel on the local registry. Trinity is in the process of getting a new pastor therefore, the Board will wait to send the letter until after the new pastor is established. 5 . NEW BUSINESS: Mrs. Cayce showed the Board plans for Elwood' s Bar B.Q. which will be located at the former Flamingo Service Station. Elwood' s will be coming before this Board and SPRAB in the future for approval. Mrs . Cayce informed the Board that the residence on the southeast corner of S.E. 2nd Street and N. Swinton Avenue has been cited by Code Enforcement for the trucks that have been parked at the residence and will be coming before the Board in the future for approval of a business office. 6 . APPROVAL OF MINUTES: October 7, 1992 Meeting The minutes for the October 7, 1992 meeting were approved with the following condition: * Under Unfinished Business, Paragraph 4 the word Brandy's be changed to Busch' s and the sentence reworded to state the Board objected to the proposed 25 year lease agreement for the dock. Buck Miller moved for approval of the minutes for the October 7, 1992 meeting, seconded by Sandy Jamison. The vote was as follows: Christine Bull - Yes; Daniel Carter - Yes; Sandy Jamison - Yes; Buck Miller - Yes; Margie Miller - Yes . Said motion passed 5-0. - 2 - 11/4/92 7 . ADJOURNMENT: Sandy Jamison moved for adjournment at 6 :45 P .M. , seconded by Buck Miller. FENCE AND FRONT DRIVEWAY GATES FOR A NONCONTRIBUTING RESIDENCE IN THE MARINA HISTORIC DISTRICT. ITEM BEFORE THE BOARD The applicant is requesting approval to install perimeter fencing on the property. The proposed fence material and design are as follows: A 4 'high green chain link fence from the front property line on the north to the northeast corner of the house; and on the south from the front property line to the southeast corner of the house. A 4 ' high white wood picket fence from the southeast corner of the house to the Intracoastal Waterway. A 4 ' high white wood picket fence across the front of the property; and white wood picket driveway gates supported by 4 ' x 4 ' cement columns . See survey and gate sketch for details. ANALYSIS The lot is densely planted and a ficus hedge of approximately 4 ' is planted on the property lines, with the exception of a portion of the south property line. However, the south property line is heavily wooded (see photograph A, which is a view from the neighboring driveway to the south) Both the chain link and the front picket fence will be installed inside the hedge. Our Design Guidelines state that chain link fences are inappropriate for historic sites but may be installed, with complimentary hedging, in rear yards not visible from the street. Because the Guidelines do not prohibit chain link fences, the Board reviews such requests on a case by case basis. The criteria used by the Board to determine approval of these fences is based on the visibility of the fence from the streetscape. When approval is granted it is with the condition that proper hedge screening be maintained in front of the fence. Staff Report COA 8-193 Page 2 POSSIBLE ACTION 1. Deny the COA, with reasons stated. 2 . Approve the COA. 3 . Determine that the chain link portion of the fence will not negatively effect the streetscape; and approve the COA with the condition that the the existing hedges be maintained to the height of the fence; and that additional screening material be planted outside of the southwest portion of the fence which is visible from the street.
