Roll Call 2 . COA 8-60A Continuation 26 Lake Court, Eva or William Dezearn, Owners . Re-roof with same material. The existing roof is asphalt shingle and was originally grey. The owner will replace it with the same material. An historic comment for your interest, this bungalow was built in 1925 and served for many years as the rectory for the First Methodist Church of Delray. 3 . COA 8-142 101 Dixie Blvd. , Estate of Edward Carpenter, Presented by Marty Yedvarb, Modern Roofing Co. , Authorized Agent. Re-roof with same material. The existing roof is wood shingle and the trustees for the estate will replace with same material . Eddy Carpenter, who was a great supporter of historic preservation in Del-Ida Park, died of a heart attack last month. His mother built the house in 1939 and he wintered here as a young man and later made it his full time residence. He told me a great deal about the neighborhood as he remembered it in the 1940s and was a great help when we were writing the designation report for the district. 4 . COA 8-143 330 N.E. 1st Avenue, Eileen Baker, Pamela Turner, Wayne Meyer, Owners. Presented by Robert Turner, Authorized Agent. Re-roof, Exterior Paint, Fence, New Front Door. As you will see when you drive past, the house has already been painted and a new front door has been installed. I spoke with Robert Turner and he told me that his daughter failed to tell him that he needed approval from the Board before proceeding. He said that he had rehabed his property in Pineapple Grove and thought that 2 he could do the same on N.E. 1st Avenue. I am at a loss to understand this as I talked to his daughter several weeks ago and I received her completed COA application on November 1, 1990 . However, it is fortunate that the paint, trim and front -door are appropriate and acceptable. The owners are asking approval for the following: Paint the asphalt shingle roof white and at a later date replace the roof with white asphalt shingles . Paint the existing fence on the north property line white. Install a 3 or 4 foot high white picket fence along the front of the property line. Install 1"x 3" facing trim around the lower front jalousie windows, to be painted blue, to give continuity to upper and lower storey. At a later date, remove the jalousies and replace them with double hung aluminum windows, also to be painted blue. The applicants will return to the Board for parking location and surfacing at a later date. Staff recommends approval . However, the Board should give the applicant to choice of installing wood windows on the lower storey, if financially feasible. An example can be made in favor of wood by looking at the house to the north. 5 . COA 8-144 120 N.E. 1st Avenue, Frank McKinney, Owner. Rehabilitation/Restoration, Including, Roof, Exterior Paint, Windows, Fence, Parking and Required Landscaping. This is a two storey Mediterranean revival building with 5 apartments, it is located on the rear of the property line and was built in 1925 . Proposed changes to the exterior are as follows . Pressure clean and repaint exterior cream with terra cotta colored trim. Color chips available at the meeting. Original wood windows repaired or replaced to match originals . Barrel tile roofs to be installed over porches . Barrel tile roof trim to be added to parapet. Brick pavers similar to Atlantic Avenue to be placed around the 3 building. The original concrete drive will be retained and 6 parking spaces will be provided at right angles to the south property line. The parking is to be white rock and the wheel stops will be wooden. The existing plants to the south will be maintained and a 4 foot hedge will be planted at the west side of the sidewalk, south of the curb cut, to screen the parking from view. The front and north property lines will have a 3 or 4 foot white picket fence installed. Staff recommends approval . 4+ Ca•DC2) Consider Granting a Waiver from Section 4 .4 .g6- to Allow Parking in the Front Yard. Section 4 .4 . 76 allows parking only in the rear or side yard. This is not possible because of the location of the building, therefore a waiver is requested by the applicant to accommodate parking in the front yard. Staff recommends approval . 6 . COA 8-141 325 S.E. 7th Avenue, David Riekse, Owner. Consider demolition of above noted residence. This single family residence at 325 S.E. 7th Avenue was designed by Nels S. Jacobson for Mr. and Mrs T.W. Boykin, Jr. and was built in 1938 . It is a colonial revival cottage which was a very popular architectural style, especially for winter residents, in Delray Beach during the 1930s and 40s . The house was purchased by Mr. and Mrs. William Clark Arkell and in 1941 a substantial addition was constructed from plans drawn by the New York City architectural firm of Magill Smith. Mr. Arkell was the chairman of the Beechnut Company (baby food, etc. ) which was founded by his father, Bartlett Arkell. The house was later bought by the Owsley family who added a Florida room and other additions . Mr. Riekse has prepared a booklet regarding his demolition request which he tells me he has delivered to the HPB members . The booklet contains photos of the style of homes he plans to build as well as a sample site plan for the proposed 3 lots. This is a conceptual plan which does not adequately address setbacks and other required items and should not be regarded as a final site plan. Nor should you consider this site plan when deciding on demolition approval . 4 The booklet also contains a list of names and addresses of neighbors who favor demolition. Seventeen of the addresses appear to be outside the Marina Historic District. See attached. At the HPB' s instruction a letter of notification was sent to all property owners in the District. One letter opposed to the demolition has been received, none in favor. See attached. Mr Riekse' s final platting for 3 lots on his property will come before the City Commission on Tuesday, November 13, 1990 . The City Manager is recommending approval with conditions pertaining to sidewalk right of way and upgrading of the water main along S .E. 7th Avenue. Please note Kathy Dearden's letter of October 26, 1990, which is attached. The house in question is an important link to Delray Beach' s unique, affluent, winter resort community during the 1930s and 40s. While the house probably would not qualify for National Register designation it is an excellent, and one of the last remaining, examples of the "cottages" built along Delray' s Intracoastal Waterway. It is in harmony with its location and certainly is a vital contributor to the Marina Historic District. If approval for demolition is denied Mr. Riekse may appeal the HPB' s decision to the City Commission. Staff recommends denial of demolition. 7 . COA Pre-Application 250 Royal Court, Betty Tomelleri, Owner Sign Design and Location This building was built by Charles Toth, Architect, for his office. He is in the process of selling it to Dr. and Mrs Tomelleri for use as a professional office. 8 . COA 8-119 Continuation 840 E. Atlantic Avenue, Bridge Restaurant Consider Exterior Light Fixtures Light fixtures to replace existing and missing fixtures on the east side of the exterior of the restaurant. Also light fixtures to replace existing pole mounted globe lights in driveway area. Samples will be available at the meeting. 5 9 . Consider Plaques to replace Dual Street Signs for "Banker' s Row" Several new owners on N.E. 1st Avenue have listed their addresses with the Post Office as "Banker's Row" rather than N.E. 1st Avenue. The Post Office is not amused and has suggested that the City remove the signs from the sign posts. David Kovacs, Director of P&Z has suggested that this be done as quickly as possible.
