matter considered at this meeting or hearing, such persons will

proceeding is made, which record includes the testimony and
evidence upon which the appeal is to be based. The City does not

PUBLIC HEARING
WEDNESDAY, NOVEMBER 18, 1992

1. ROLL CALL:
The Chairperson called the meeting to order at 6 :00 P.M.

Rose Sloan moved to amend the Agenda to hear Item #3 (COA 8-195)
and Item #4 (COA 8-072B) before Item #2 (COA 8-194) as the
applicant was not yet present.
3 . COA 8-195 : Fontaine Fox Historic Site; 615 N. Ocean
Boulevard; Salah Sawaya, Owner; David Martin,
Architect/Authorized Agent.
Per the applicant's request COA 8-195 has been postponed to
the December 2, 1992 meeting.
4 . COA 8-072B: Oak School at St. Paul 's Church; 188 S.
Swinton Avenue.
The Board approved the addition of a new 2 faced sign to
the existing free standing sign for COA 8-072B with the
conditions that all 4 corners be radiused with no point at
the bottom; and, the lettering be of the same type of style
as the the above sign.
Daniel Carter moved for approval of COA 8-072B, seconded by
Pat Healy-Golembe. The vote was as follows : Christine
Bull - Yes; Daniel Carter - Yes; Sandy Jamison - Yes; Pat
Healy-Golembe - Yes; Buck Miller - Yes; Margie Miller -
Yes; Rose Sloan - Yes. Said motion passed 7-0 .
At this time the Board returned to Item #2 (COA 8-072B) as the
applicant was now present.
2 . COA 8-194: 247 Royal Court; Hugh Ryan, Owner.
The Board approved the applicant's request to replace the
glass jalousie windows on the porch with matching aluminum
awning windows. The applicant hopes to be able to obtain
awning windows with just 2 panels. If these are not
available the applicant will use the standard 3 panel
windows. The windows will have an aluminum finish and will
not be vinyl clad.
Sandy Jamison moved for approval of COA 8-194, seconded by
Margie Miller. The vote was as follows : Christine Bull -
Yes; Daniel Carter - No; Sandy Jamison - Yes; Pat
Healy-Golembe - No; Buck Miller - Yes; Margie Miller - Yes;
Rose Sloan - Yes. Said motion passed 5-2 .
5. REPORTS FROM HISTORIC DISTRICTS:
Gene Fisher informed the Board that the Old School Square
Historic District will sponsor "Light Up Swinton Avenue",
Cason Cottage and Old School Square will also be
participating this year. The awards will be presented on
December 20th at the Sundy House. The Board agreed to
donate an autographed copy of the Design Guidelines for a
prize.
6 . UNFINISHED BUSINESS:
None.
7 . NEW BUSINESS:
Mrs . Miller informed the Board that the Garden Club would
be sponsoring a Christmas Open House at Cason Cottage in
December.

Mrs . Golembe and Mrs. Cayce informed the Board that the
Sundy Feed Store Historic Building would be holding a Bar
B.Q. to raise funds to pay back their loan to the City of
Delray Beach. There is a tentative date of April 24, 1993
for the Bar B.Q.
The proposed alleyway improvement for Block 57 in the
OSSHAD is being opposed by 5 property owners . The project
coordinator, John Walker, is recommending to David Kovacs
that the project be deleted from the City' s plan.
Mrs . Cayce informed the Board that FAU is moving 3
Hillcrest (West Palm Beach) contributing residences to
their campus to form a Historic Village.
Mr. Carter inquired about the remodeling of Publix and Post
Office Square as to whether or not it would be coming
before the Board. Mrs . Cayce stated that as it is not in a
Historic District it would be going before the Site Plan
Review and Appearance Board, but as a courtesy the Historic
Preservation Board would be allowed to review the plans.
Mrs. Cayce showed the Board drawing for preliminary review
of 310 N.E. 1st Avenue. The applicant wishes to install a
picket fence and provide screening and lattice for the
porch and carport area to keep away the flies as he lives
across the street from the Publix dumpster. The Board
did not have a problem with the picket fence or the
screening but recommended the applicant not alter the
carport with the lattice.
8 . APPROVAL OF MINUTES: November 4, 1992 Meeting
Pat Healy-Golembe moved for approval of the minutes for the
November 4, 1992 meeting, seconded by Buck Miller. The
vote was as follows: Christine Bull - Yes; Daniel Carter -
Yes; Sandy Jamison - Yes; Pat Healy-Golembe - Yes; Buck
Miller - Yes; Margie Miller - Yes; Rose Sloan - Yes. Said
motion passed 7-0 .
9 . ADJOURNMENT:
Sandy Jamison moved for adjournment at 6 :50 P.M. , seconded
by Pat Healy-Golembe. The vote was as follows: Christine
Bull - Yes; Daniel Carter - Yes; Sandy Jamison - Yes; Pat
Healy-Golembe - Yes; Buck Miller - Yes; Margie Miller; Rose
Sloan - Yes. Said motion passed 7-0.

REPLACE FRONT GLASS JALOUSIE WINDOWS WITH ALUMINUM AWNING
WINDOWS.
This is a contributing ( 1925) single family residence built
in the Mission Revival style. The original screened
openings on the front porch have been replaced with
glass jalousie windows . Sometime after the jalousies were
installed on the porch all of the original wood windows in
the house itself were replaced with aluminum awning windows.
The applicant is requesting approval to replace the glass
jalousies on the porch with matching aluminum awning windows.
He hopes to be able to obtain awning windows with just 2
panels. If these are not available he will use the the
standard 3 panel windows . The windows will have an aluminum
finish and will not be vinyl clad.
The applicant is aware that aluminum awning windows are not
appropriate for the age and style of the house. It was
suggested that he install wood double hung or casement
windows in the porch openings and at a later date replace
the two front windows on the east facade of the house itself
with a matching treatment. For reasons of air circulation
and protection from rain, double hung or casement windows
are unacceptable to the applicant.
Both the jalousie and awning windows are inappropriate to
the integrity of this otherwise almost unaltered facade
(asphalt tile on the porch roof has replaced the original
barrel tile) . To replace the jalousies with awning windows
does not compound the nonconformity of the facade, and may
even unify it, but it certainly does nothing to restore the
exterior elements of this attractive historic house.
