The Board denied the applicant's request for a modification to COA 8-131C to allow a change of color from the previously approved "S" style concrete roof tiles for the following reasons: * The proposed tile is inappropriate to the style of the buildings and is not compatible with the approved exterior colors. * The buildings are designed in a modified Mediterranean Revival architectural style and roofs are a prominent element of the design. The previously approved tile colors (Pioneer Concrete Tile: 50% Mission Red, 25% Spanish Clay and 25% Desert Tan) contribute to the architectural style; the proposed tile does not. The following conditions apply: * Center the front porch screen door under the porch roof pediment. The bottom portion of the screen door is to have fretwork as existing. * Using the same style fretwork as existing, continue fretwork across the carport entrance (east elevation) and along the carport's north side. - 2 - 12/2/92 * Porch and carport will be enclosed with screen. * All fretwork is to be painted white. The trellis will be constructed of wood and will be painted white. The applicant will also replace the existing front door with a French door and sidelights. OCEAN BLVD. SALAH SAWAYA, OWNER. DAVID MARTIN ARCHITECT, AUTHORIZED AGENT. ITEM BEFORE THE BOARD The item before the Board is that of approval of a Certificate of Appropriateness to construct a 2400 square foot single family residence on the beach lot of the Fontaine Fox Historic Site. The address of the site is 610 N. Ocean Blvd and the street address of the new construction is 615 N. Ocean Blvd. BACKGROUND Ordinance 70-89 designated the Fontaine Fox Historic Site to the Local Register of Historic Places. The site consists of 3 lots: the western lot faces Andrews Avenue and is vacant; the center lot, located on the west side of AIA, contains an historic single family dwelling and 3 guest cottages; the eastern lot, site of the proposed construction, is located on the east side of AIA. Section 2, paragraph (2) of the Ordinance states that "no dwelling unit used or developed east of State Road A-I-A ( the eastern lot) shall contain more than 2400 square feet of gross floor area" . October 25, 1989 : The HPB granted variance from the minimum lot size requirements of the R-1-AAA zoning district to allow the construction of a single family detached dwelling; and a variance from the side yard setback to allow a five foot setback on the north and south property lines. November 14, 1989 : The City Commission granted a waiver of the 80 foot R-O-W requirement for State Road A-1-A and the establishment of a 60 foot requirement for the purposes of permits and development orders which may be issued by the city for the subject property. June 18, 1990 : The Historic Preservation Board approved plans for a 2400 square foot dwelling to be constructed on the beach lot by the owners, Joyce and Roderick Wilson. Before construction commenced, the lot and approved plans were sold to Mr. Salah Sawaya. December 18, 1991: Mr. Sawaya obtained a COA to redesign the exterior of the proposed residence in the Mediterranean Revival style while retaining the previously approved footprint and the maximum 2400 square feet of gross total Page 2 COA 8-195 floor area. Pilings for the foundation were installed. June of 1992, : David Martin, authorized agent for Salah Sawaya, requested an amendment to Ordinance NO. 70-89 to allow an 850 square foot addition to the gross floor area, resulting in a dwelling with a total of 3,250 gross square feet. The building' s footprint on the originally approved site plan to remain unchanged. August 5, 1992: The HPB conducted a preliminary evaluation to determine the effect the amendment would have on the Designation Report, on which Ordinance 70-89 is based. The preliminary evaluation revealed that the amendment conformed to the Designation Report, with one exception, pursuant to Section 4 .5 . 1(C) (3) (b) of the LDRs which pertains to floor area, density and height. The HPB was also of the opinion that the amendment would not negatively effect the historic house to the west of A-I-A, or the historic site as a whole. The applicant was advised to proceed with a Public Hearing. Pursuant to Section 2 .4 .2 (B) (1) (b) a notice was sent to property owners within a 500 ' radius and was published in the Delray News on September 5, 1992 . At this preliminary evaluation the HPB was shown proposed style and design changes to the previously approved Sawaya residence. In the event that the amendment is approved by the City Commission, the applicant was informed that it will be necessary to return to the Board to obtain a COA which will reflect the new design and the modifications necessary to accommodate the additional 850 s. f. September 16, 1992 : The HPB conducted a Public Hearing to gain input regarding the proposed amendment. There were no comments in favor of the amendment. Mr. John Washburn, contractor for Mr. Jack Eichelberger, spoke against the amendment. Mr & Mrs Eichelberger are constructing a residence on the second lot to the north of the subject property. The Historic Preservation Board voted to recommend to the City Commission that Ordinance No. 70-89 be amended. The vote was 5-2, Pat Healy-Golembe and James Miller dissenting. . October 27, 1992: The amendment to Ordinance NO 70-89 (now known as Ordinance 53-92) to allow the additional 850 s. f. was denied by the City Commission. Page 3 COA 8-195 ANALYSIS Because the request for additional square feet for the proposed residence was denied, the applicant will build within the approved 2400 square feet . The item before the Board is limited to the design, style, appropriateness and aesthetics of the building and landscape plan. The development standards which govern construction in the R-1-AAA district have been modified by the variances and a waiver described in the background material . The style of the building is unchanged from those previously presented to the Board. The reduction in the number of square feet is reflected on the north and south elevations . The applicant will present a rendering and color sample at the meeting. POSSIBLE ACTION Separate action is required for the building and the landscape plan: 1 . Deny, with reasons given. 2 . Approve with modifications . 3 . Approve as presented. RECOMMENDED ACTION 1 . Approve the building plans as presented. 2 . ACTION TAKEN The HPB approved the alterations to the front porch and carport with the following modification: 1 . Center the front porch screen door under the porch roof pediment. Pat Cayce December 3, 1992 AGENDA ITEM 3 HISTORIC PRESERVATION BOARD MEETING DECEMBER 2, 1992 COA 8-196 310 N.E. 1ST AVENUE CRUZ MEDINA, OWNER ITEM BEFORE THE BOARD The item before the board is that of granting a Certificate of Appropriateness to: Alter the existing front porch balustrade and enclose the carport with wood lattice. The porch and carport are to be screened. Construct a wood picket fence in the front yard and a board fence in the rear yard. BACKGROUND This is a contributing ( 1940) single family home, built in the transitional colonial revival style. Because of the similarity of design and construction details, it is believed to have been built by the Mackle Company at the same time the Banker' s Row cottages were constructed. It is located in the Old School Square Historic District. The purpose of the proposed changes to the porch and carport is to provide a deterrent to theft and to screen the area from insects . The applicant requested comments and suggestions from staff and the Board regarding this project. On November 18, 1992 the HPB discussed this COA as a pre-application review. ANALYSIS OF THE BOARD' S COMMENTS AT PRE-APPLICATION REVIEW ( 1) Plan A is more suitable to the design of the front facade than plan B. (2) The use of balustrades is more appropriate than wood lattice. ( 3) Relocate the porch door to the north side of the porch and run the balustrade across the porch front. (4) Eliminate the wood lattice and continue the balustrade across the front of the carport. (5) A white wood picket fence is appropriate and attractive in the front yard. BACKGROUND This is a noncontributing single family residence which has been converted to a nursing home. It is located in the Old School Square Historic District. Staff has recommended that the access ramp be placed at one of the side or rear entrances to the facility. However, the handicapped parking is located in the front of the building and the disabled access requirements specify that the ramp be located at the closest point to the designated parking. The applicant is proposing to install an institutional horizontal pipe guardrail to the ramp. This treatment is inappropriate to the residential character of the building. Staff has suggested that a vertical railing suitable to a residence be substituted for the pipe rail. Proper landscaping to the highest point of the guardrail should be provided and maintained along the length of the ramp. For your information the following is attached: A sketch of the pipe rail and the vertical rail. Replace existing front door with French door and sidelights. ANALYSIS This is a contributing house and guest house in the Marina Historic District The applicant is proposing an interesting and appropriate treatment for the property. The trellis across the front porch will enhance the north/south wing of the house without obscuring the front windows and door. It will also provide architectural detailing and trim which is currently lacking from the transitional colonial cottage facade. The driveway trellis visually enlarges and balances the house; the arched walkway entrance which leads to the rear of the property is typical of colonial revival garden architecture. ANALYSIS The Nassau Pointe project is a group of four town homes currently being constructed at the south west corner of Nassau Street and S. Ocean Blvd. , in the Nassau Park Historic District. The applicant is requesting approval to change the color of the barrel tile roof which was approved as follows: 3 color blend of 50% Mission Red, 25% Spanish Clay and 25% Desert Sand. Elevations and paint colors will be available at the meeting. The applicant will bring tile samples. POSSIBLE ACTION Deny with reasons stated. Approve as presented. RECOMMENDED ACTION Deny the modification; the color is inappropriate to the style of the building. FINDINGS OF FACT HISTORIC PRESERVATION BOARD MEETING DECEMBER 2, 1992 COA 8-131-C -- - NASSAU POINTE 1160-1190 NASSAU STREET JOHN CASTLE, CASTLE CONSTRUCTION, AUTHORIZED AGENT 8903 GLADES ROAD, SUITE L-9120 BOCA RATON, FL 33433 ITEM BEFORE THE BOARD Approve a modification to the COA to allow a change of color from the previously approved "S" style concrete roof tiles. The HPB denied the modification for the following reason: The proposed tile is inappropriate to the style of the buildings and is not compatible with the approved exterior colors. The buildings are designed in a modified Mediterranean Revival architectural style and roofs are a prominent element of the design. The previously approved tile colors (Pioneer Concrete Tile; 50% Mission Red, 25% Spanish Clay and 25% Desert Tan) contribute to the architectural style; the proposed tile does not. 7-0 vote.
