The action before the Board is approval of a Certificate of Appropriateness for a Master Sign Program on a contributing building located at 290 SE 6th Avenue, Adams Auto Dealership, Individually Designated, pursuant to Land Development Regulations (LDR) Section 2.4.6(H). The building was originally developed and used for automotive repair. On August 21, 2012, the City Commission approved Ordinance 24-12 which individually listed the subject property as "Adams Chevrolet Dealership" on the Local Register of Historic Places. Historic Preservation Board Meeting May 15, 2013 They went from an auto repair dealership to office space. So they are now before us for the Master Sign Program. They are requesting tenant signs which are located on the wall by each tenant space and also suite numbers which is included in the Master Sign Program. The primary tenant sign would be at the tenant space that actually is on the corner of SE 6th Avenue and SE 3`d Street. That sign would be slightly larger. All of these signs are made of aluminum All the heights and sizes are in the staff report and the need for the Master Sign Program is because there is more than one tenant and the building faces two rights of ways. Should you approve the proposal any deviations from this would come before you again, otherwise, anything that would come before you for a sign permit, which complies with this Master Sign Program could be approved administratively. In reviewing the proposal we have been working with the applicant and we feel that it meets the purpose of the sign code and it also meets the purpose of the Historic Preservation Regulations as it is an individual designated property which is appropriate to the style of the building. We do not have any recommended conditions of approval, we are recommending approval as is. APPLICANTS PRESENTATION Mark Gregory—MG Concepts —Agent Great presentation from Amy Alvarez, but I have an additional request that has come about. The addresses have a small LED up lightening on it which gives it a soft, silhouette lightening on its face. It is very GREEN friendly. I am here to answer any questions that you have. Mr. Brito asks if the top part of the overhand does it shine above the light? Mr. Gregory showed on the overhead presentation that there is a little "foot" under the letters and there is a little lens in it that goes the width of the letters, a there is a little light source down on the bottom. Anybody from the street view would not be able to see these lights. PUBLIC COMMENTS— None BOARD COMMENTS Ms. Aponte asked if the box that was drawn on the elevation, is that 3ft. in height? Mr. Gregory answered to say that yes it is a raised stucco band. Ms. Aponte asked one more question and that was that the applicant wanted 5 of the lighted signs, but Mr. Gregory did correct that from the staff report to say that there is 4 signs total. Ms. Alvarez said that it was a report error and there are only 4 signs. Janice Rustin (Asst. City Attorney) read the Aesthetic Qualifications. (D) Aesthetic Qualifications: (1) Applicability: The following subsection describes basic aesthetic qualifications which apply to signs. BOARD VOTED: YES (2) Basis: The aesthetic quality of a building, or of an entire neighborhood, is materially affected by achieving visual harmony of the sign on or about a structure as it relates to the architecture or the building or the adjacent surroundings. V.A.Concept Plan Review 313 NW 1st Avenue, "The Orchard House", Old School Square Historic District Discussion of a new single family residence, pursuant to LDR Section 2.4.1(A), Concept Plan Review. This is a dialogue between the applicant and the Board on what they would like to officially submit at a later date. (Anna Maria Aponte has stepped down on this item) Janice Rustin asked the applicant because we do not have a full board would he like to come back for his presentation, but Mr. Bragman said that it was fine and he wanted to continue. Jason Bragman representing Mr. Mark Minkin, owner of the property and project. This project is on 1st Avenue and right near a mango orchard and that is why it is called "The Orchard House". Mr. Bragman went through some of the surrounding areas so that the board could get the feel of the area. This property was to come to your board some time ago with a developer wanting to put in office space and a huge parking lot which would have wiped out the orchard. Mr. Singer became aware of this and bought the land and now owned by Mr. Mark Minkin. Mr. Bragman continued his presentation and went through the detail of the construction of the house and explained that he was going to have to apply for a waiver for the front of the house. Our presentation was to show the appearance and construction of the house and hopefully to get your support. Mr. Brito wanted to let the applicant know how pleased he was with the look and appearance of the house. A very nice job was done. 3 Historic Preservation Board Meeting May 15, 2013 Ms. McDonald agreed with Mr. Brito on a great job done. Ms. Adkins Roof agreed with the rest of the board on a great job. Ms. McDonald asked about the windows, and why they were put so high on the building. Mr. Bragman responded that the owner was looking for a lot of privacy. Mr. Bragman will be coming back with a full set of plans and hoping that the other board members will be here and will see the positive that you are. I also have a couple of public comments that I want to submit, but I will hold them until we return with another presentation. VI. They will become so after review and approval, which may involve some changes. 4 A HISTORIC PRESERVATION BOARD MEMORANDUM STAFF REPORT Applicant: 290 SE 6th Avenue, LLC Authorized Agent: Mark Gregory Project Location: 290 SE 6th Avenue, Adams Auto Dealership, Individually Designated HPB Meeting Date: May 15, 2013 File: 2013-136 ITEM BEFORE THE BOARD The action before the Board is approval of a Certificate of Appropriateness for a Master Sign Program on a contributing building located at 290 SE 6th Avenue, Adams Auto Dealership, Individually Designated, pursuant to Land Development Regulations (LDR) Section 2.4.6(H). BACKGROUND & PROJECT DESCRIPTION The subject property consists of Lots 30 and 31, Block 111, Town of Delray, and is located at the northwest corner of SE 6th Avenue (Federal Highway) and SE 3`d Street. The property contains a 7,707 square foot building constructed in 1950, and previously included 7 back-out parking spaces onto SE 3rd Street. The building was originally developed and used for automotive repair. On August 21, 2012, the City Commission approved Ordinance 24-12 which individually listed the subject property as "Adams Chevrolet Dealership" on the Local Register of Historic Places. In 2012, a Class III Site Plan Modification (2012-162) for a change of use from auto repair to retail and office was approved. Subsequently, an additional modification was submitted to change the retail space to office. Therefore, the entire building is approved for office use. The subject proposal is for the installation of signage on the building via a "Master Sign Program", which is required for multi-tenant commercial buildings. The signage consists of the following details: • Sign Type: Tenant Sign o Location: Attached to wall, above each tenant entry facing SE 3`d Street o Quantity: Five o Height: 3' maximum o Width: 10' maximum o Sign Face: 30 square feet maximum - • Sign Type: Suite Numbers o Location: Above each tenant entry facing SE 3`d Street, attached to top of entry overhang o Quantity: Three o Height: 18" • Sign Type: Primary Tenant Sign o Location: At corner of building facing SE 6th Avenue, attached to top entry overhang o Quantity: One o Height: 24" o Width: Varies based on tenant name o Sign Face: Varies based on tenant name The material for all signs is aluminum and the color for all signs is mill finish. 2 C SE 3 Avenue.20'3-136 J HP9 iE ii:iy�i.:cy-15,2013, ,'' 2 of A detailed description of the proposal is attached which includes specifications and elevations. The Master Sign Program proposal is now before the Board for review. ANALYSIS Pursuant to LDR Section 2.4.6(H)(5), Prior to approval, a finding must be made that any Certificate of Appropriateness which is to be approved is consistent with Historic Preservation purposes pursuant to Objective A-4 of the Land Use Element of the Comprehensive Plan and specifically with provisions of Section 4.5.1, the Delray Beach Historic Preservation Design Guidelines, and the Secretary of the Interior's Standards for Rehabilitation. Future Land Use Element Objective A-4: The redevelopment of land and buildings shall provide for the preservation of historic resources. The objective shall be met through continued adherence to the City's Historic Preservation Ordinance and the following policies: Policy A-4.1: Prior to approval or recommending approval of any land use or development application for property located within a historic district or designated as a historic site, the Historic Preservation Board must make a finding that the requested action is consistent with the provisions of Section 4.5.1 of the Land Development Regulations relating to historic sites and districts and the "Delray Beach Historic Preservation Design Guidelines". STAFF COMMENT: In addition to the above, the request also requires compliance with the regulations pertaining to signage. These regulations have been included within the discussion and analysis below regarding visual compatibility. Section 4.6.7, Signs (A)Purpose: The purposes of these sign regulations are: to encourage the effective use of signs as a means of communications in the City; to maintain and enhance the aesthetic environment and the City's ability to attract sources of economic development and growth; to improve pedestrian and traffic safety; to minimize the possible adverse affect of signs on nearby public and private property; to foster the integration of signage with architectural and landscape designs; to streamline the approval process by requiring master signage plans; and to enable the fair and consistent enforcement of these sign regulations. (1) Communication: Signs should not deny other persons or groups the use of sight lines on public rights-of-way, should not obscure important public messages, and should not overwhelm readers with too many messages. Signs can and should help individuals to identify and understand the jurisdiction and the character of its sub-areas. (2) Preservation of Community's Beauty: The City of Delray Beach which includes a beach resort community as well as major office and industrial parks relies heavily on its natural surroundings and beautification efforts to retain its economic advantage. This concern is reflected by actively regulating the appearance and design of signs. (3) Property Value Protection: Signs should not create a nuisance to the occupancy or use of other properties as a result of their size, height, brightness, or movement. They should be in harmony with buildings, the neighborhood, and other conforming signs in the area. STAFF COMMENT: The proposal is necessary as there are multiple tenants in the building, and the building faces two rights of way. The proposed sign program meets the intent of the "Purpose" of the sign regulations noted above. The signs provide effective communication regarding the tenants and each suite, while maintaining the building's character and striving to preserve the "community's beauty" and time period of the building. Further, the proposed sign program is in harmony and will not create a nuisance in any way. Therefore, positive findings can be made. In addition to the above, the request also requires compliance with the regulations pertaining to signage. STAFF COMMENT: The proposed signage complies with the aesthetic qualifications indicated above, in that the sizes, types, materials, and finishes are all found to be in harmony and scale with the building. Positive findings, with respect to the subject LDR Section, can be made. 4.6.7(F)(2)(b), Master Sign Program:A Master Sign Program is to be used when the development of a project is of such a scale or character that the normal application of the design and/or aesthetic standards of Subsections (D) and (E), respectively, will not result in an effective sign program and signing more permissive than said standards is necessary. Approval of a Master Sign Program may include the automatic granting of waivers and/or adjustments to the provisions of Subsections (D) and(E)provided that the intent of the sign code is maintained and the character of the community and neighborhood is not diminished. A Master Sign Program shall be approved by the Site Plan Review and Appearance Board or if the project is in a historic district or historically designated site, by the Historic Preservation Board. After approval of a Master Sign Program, individual signs consistent therewith shall be administratively approved. STAFF COMMENT: The subject request requires the approval of a "Master Sign Program" in accordance with the LDR noted above. The details of the sign program are noted in the Project Description. It should be noted that future deviation from the details indicated in the Project Description such as size, type, and material will require HPB approval. However, new signs which are consistent with such details may be approved administratively. 290 SF v'Avenue. 2013-136 1 HOB FvleetImi May -15. 2013: Pau 4 of 5 LDR Sections 4.5.1(E)(5) and 4.5.1(E)(8) provide guidelines in evaluating Certificates of Appropriateness for the alteration or addition of exterior architectural features. The applicable guidelines are as follows: (E)(4) A historic site, building, structure, improvement, or appurtenance within a historic district shall only be altered, restored, preserved, repaired, relocated, demolished, or otherwise changed in accordance with the Secretary of the Interior's Standards for Rehabilitation, and the Delray Beach Historic Preservation Design Guidelines, as amended from time to time. STAFF COMMENT: No direct reference is made to signage affecting historic structures, sites, or districts; however, there is specific intent to project the importance of preserving "character-defining" and distinctive features, and discussing scale and compatibility within historic districts such as the following Standard: New additions, exterior alterations, or related new construction shall not destroy historic materials that characterize the property. The new work shall be differentiated from the old and shall be compatible with the massing, size, scale, and architectural features to protect the historic integrity of the property and its environment. (Standard 9) The intent of this Standard has been met as the integrity of the historic building will not compromised, rather it will be enhanced by the proposed signage. Therefore, positive findings can be made. (E)(8) All improvements to buildings, structures, and appurtenances within a designated historic district shall be visually compatible. Visual compatibility shall be determined in terms of height, front façade proportion, proportion of openings (windows and doors), rhythm of solids to voids, rhythm of buildings on streets, rhythm of entrance and/or porch projections, relationship of materials, texture and color, roof shapes, walls of continuity, scale of a building, directional expression of front elevation, architectural style, and additions. Visual compatibility for minor and major development as referenced in Section 4.5.1(E)(2) shall be determined by utilizing criteria contained in (a)-(m). The following Visual Compatibility Standard applies: (g) Relationship of Materials, Texture, and Color: The relationship of materials, texture, and color of the facade of a building and/or hardscaping shall be visually compatible with the predominant materials used in the historic buildings and structures within the subject historic district. Delray Beach Historic Preservation Design Guidelines The following is noted from the Delray Beach Historic Preservation Design Guidelines and applies to the subject requests: Signs • Use materials and sign types that are based on historical precedent. • The scale of the signage should relate to the scale and detail of the historic building, and not overwhelm or call attention to the sign. • The material of the sign need not be identical, but should be compatible with the construction materials of the building. 290 S=6; Avenu:, 2013-1 2 FiPi3 Meeting Nia;j 15,2013;i=;igo 5 of 5 STAFF COMMENT: The intent of the above noted Visual Compatibility Standard and Delray Beach Historic Preservation Design Guidelines has been met. While the historic signage for the subject building is not known, the proposed signage style and type are not contrary to the building's historic character. The signs relate to the scale and detail of the building and are not overwhelming. Therefore, positive findings can be made. ALTERNATIVE ACTIONS A. Continue with direction. B. Move approval of the Certificate of Appropriateness (2013-136) associated with the Master Sign Program for 290 SE 6th Avenue, Adams Auto Dealership, Individually Designated, by adopting the findings of fact and law contained in the staff report, and finding that the request is consistent with the Comprehensive Plan and meets criteria set forth in the Land Development Regulations, the Delray Beach Historic Preservation Design Guidelines, and the Secretary of the Interior's Standards for Rehabilitation. C. Move denial of the Certificate of Appropriateness (2013-136) associated with the Master Sign Program for 290 SE 6th Avenue, Adams Auto Dealership, Individually Designated, by adopting the findings of fact and law contained in the staff report, and finding that the request is inconsistent with the Comprehensive Plan and does not meet criteria set forth in the Land Development Regulations, the Delray Beach Historic Preservation Design Guidelines, and the Secretary of the Interior's Standards for Rehabilitation (motion to be made in the affirmative).
