BACKGROUND & PROJECT DESCRIPTION The subject property, which consists of Lot 1, Rectory Park, is located on the southwest corner of West Atlantic Avenue and South Swinton Avenue, within the Old School Square Historic District. The property is zoned OSSHAD (Old School Square Historic Arts District) and contains a three- story mixed-use building consisting of three commercial bays on the first floor and three apartments on the second and third floors. The vernacular style Rectory Park building was approved by the Board in 1998 and completed in 2000. In 2001, a Master Sign Program (COA 486) was approved by the Historic Preservation Board. The Master Sign Program included the following details: • • Type: Under-canopy • Amount: Three (3) signs facing north, and Bay 103 (West Bay-Currently Nature's Way Café) may have an additional matching sign facing northwest. • Material: Wood • Lighting: Non-illuminated • Details: Oval-shaped, gold copy on dark green background with aqua around business name, and a gold accent • Size: Four (4) square feet In 2007, administrative approval was granted by the Sign Code Officer to amend the previously approved Master Sign Program which permitted a sand-blasted foam sign measuring 8 square feet for Bay 103. The sign is located on the northwest corner of the building and combines the total square footage from the previously approved two signs into one sign. The Master Sign Program revision is now before the Board for review. ANALYSIS Pursuant to LDR Section 2.4.6(H)(5), Prior to approval, a finding must be made that any Certificate of Appropriateness which is to be approved is consistent with Historic Preservation purposes pursuant to Objective A-4 of the Land Use Element of the Comprehensive Plan and specifically with provisions of Section 4.5.1, the Delray Beach Historic Preservation Design Guidelines, and the Secretary of the Interior's Standards for Rehabilitation. Future Land Use Element Objective A-4: The redevelopment of land and buildings shall provide for the preservation of historic resources. The objective shall be met through continued adherence to the City's Historic Preservation Ordinance and the following policies: Policy A-4.1: Prior to approval or recommending approval of any land use or development application for property located within a historic district or designated as a historic site, the Historic Preservation Board must make a finding that the requested action is consistent with the provisions of Section 4.5.1 of the Land Development Regulations relating to historic sites and districts and the "Delray Beach Historic Preservation Design Guidelines". STAFF COMMENT: In addition to the above, the request also requires compliance with the regulations pertaining to signage. These regulations have been included within the discussion and analysis below regarding visual compatibility. Section 4.6.7, Signs (A)Purpose: The purposes of these sign regulations are: to encourage the effective use of signs as a means of communications in the City; to maintain and enhance the aesthetic environment and the City's ability to attract sources of economic development and growth; to improve pedestrian and traffic safety; to minimize the possible adverse affect of signs on nearby public and private property; to foster the integration of signage with architectural and landscape designs; to streamline the approval process by requiring master signage plans; and to enable the fair and consistent enforcement of these sign regulations. i':nk iiliri 1[t Ave'WU- 2.91 • :;o_i,:< i.. , ,.,.;:r19. 201=i' Pate3Of (1) Communication: Signs should not deny other persons or groups the use of sight lines on public rights-of-way, should not obscure important public messages, and should not overwhelm readers with too many messages. Signs can and should help individuals to identify and understand the jurisdiction and the character of its sub-areas. (2) Preservation of Community's Beauty: The City of Delray Beach which includes a beach resort community as well as major office and industrial parks relies heavily on its natural surroundings and beautification efforts to retain its economic advantage. This concern is reflected by actively regulating the appearance and design of signs. (3) Property Value Protection: Signs should not create a nuisance to the occupancy or use of other properties as a result of their size, height, brightness, or movement. They should be in harmony with buildings, the neighborhood, and other conforming signs in the area. STAFF COMMENT: The revision to the previously approved Master Sign Program is necessary as the proposal is not in compliance with the approved details and increases the amount of signage permitted for the multi-tenant building. However, each sign individually and collectively shall comply with the noted regulations throughout this report. The proposal meets the intent of the stated "Purpose" above as the signs will maintain and enhance the aesthetic environment of the historic character of the property with no adverse effects. (D) Aesthetic Qualifications: (1) Applicability: The following subsection describes basic aesthetic qualifications which apply to signs. (2) Basis: The aesthetic quality of a building, or of an entire neighborhood, is materially affected by achieving visual harmony of the sign on or about a structure as it relates to the architecture or the building or the adjacent surroundings. (a) Garishness: The overall effect of the lettering, configuration or color of a sign shall not be garish. "Garish" signs are those that are too bright or gaudy, showy, glaring, and/or cheaply brilliant or involving excessive ornamentation. Garish signs are not in harmony with and are not compatible with the building or adjacent surroundings. (b) Scale and Conformity with Surroundings: The scale of the sign in terms of area, shall be consistent with the scale of the building on which it is to be placed or painted and the neighborhood or streetscape where it is to be located. Scale shall also be considered in terms of Subsection (E)-(2) with respect to height and area. (c) Quality: All signs shall have a professional appearance that enhances the visual aesthetics of the area. STAFF COMMENT: The proposed signage meets the intent of the requirements, inclusive of consideration given to the historic district. The overall aesthetic quality of the signs conform with the surroundings and will enhance the building while contributing to its historic character. (E)(7) Design Standards Matrix: The following matrix sets forth the standards for various types of signs when located in various zoning districts or defined by use. The standards set forth therein are subject to descriptions, interpretations, exceptions, and limitations as provided for elsewhere in these LDRs. Pace 4 of 5 STAFF COMMENT: A Master Sign Program was previously approved and established in 2001; however, the above- noted regulation is provided for reference as to the review of signage in historic districts, primarily for the purpose of realizing the maximum amount of size space permitted. 4.6.7(F)(2)(b), Master Sign Program: A Master Sign Program is to be used when the development of a project is of such a scale or character that the normal application of the design and/or aesthetic standards of Subsections (D) and (E), respectively, will not result in an effective sign program and signing more permissive than said standards is necessary. Approval of a Master Sign Program may include the automatic granting of waivers and/or adjustments to the provisions of Subsections (D) and(E) provided that the intent of the sign code is maintained and the character of the community and neighborhood is not diminished. A Master Sign Program shall be approved by the Site Plan Review and Appearance Board or if the project is in a historic district or historically designated site, by the Historic Preservation Board. After approval of a Master Sign Program, individual signs consistent therewith shall be administratively approved. STAFF COMMENT: The subject request requires the approval of a "Master Sign Program" in accordance with the LDR noted above. The details of the sign program are noted in the Project Description. It should be noted that future deviation from the details indicated in the Project Description such as size, type, and material will require HPB approval. However, new signs which are consistent with such details may be approved administratively. LDR Section 4.5.1(E)(8) provides guidelines in evaluating Certificates of Appropriateness for the alteration or addition of exterior architectural features. The applicable guidelines are as follows: (E)(8) All improvements to buildings, structures, and appurtenances within a designated historic district shall be visually compatible. Visual compatibility shall be determined in terms of height, front façade proportion, proportion of openings (windows and doors), rhythm of solids to voids, rhythm of buildings on streets, rhythm of entrance and/or porch projections, relationship of materials, texture and color, roof shapes, walls of continuity, scale of a building, directional expression of front elevation, architectural style, and additions. Visual compatibility for minor and major development as referenced in Section 4.5.1(E)(2) shall be determined by utilizing criteria contained in (a)-(m). The following Visual Compatibility Standard applies: (g) Relationship of Materials, Texture, and Color: The relationship of materials, texture, and color of the facade of a building and/or hardscaping shall be visually compatible with the predominant materials used in the historic buildings and structures within the subject historic district. Delray Beach Historic Preservation Design Guidelines The following is noted from the Delray Beach Historic Preservation Design Guidelines and applies to the subject requests: Signs • Use materials and sign types that are based on historical precedent. • The scale of the signage should relate to the scale and detail of the historic building, and not overwhelm or call attention to the sign. • The material of the sign need not be identical, but should be compatible with the construction materials of the building. t 15 .P.:je5.-`5 STAFF COMMENT: The intent of the above noted Visual Compatibility Standard and Delray Beach Historic Preservation Design Guidelines have been met with respect to compatibility, appropriateness, and the overall character. The material has become an acceptable material to the Board in recent years as it strives to replicate the aesthetics of a carved wood sign. The colors of the circular and rectangular signs deviate from the previously approved color scheme, yet are appropriate and do not negatively impact the site. Given the above, positive findings for the new and additional signage can be made. REVIEW BY OTHERS At its meeting of November 6, 2014, the West Atlantic Redevelopment Coalition (WARC) reviewed the proposed revisions to the Master Sign Program and recommended that the applicant work with Staff to address the identified concerns. NOTE: Subsequent to the WARC meeting, the Authorized Agent submitted a revised proposal which addressed Staff's concerns, and is before the Board at this time. The original submitted is not included in this Staff Report. ALTERNATIVE ACTIONS A. Continue with direction. B.
