Alvarez, Historic Preservation Planner DATE: October 6, 2010 RE: Certificate of Appropriateness Approval Matrix All development and exterior improvements on property within a historic district or which is Individually Designated on the Local Register of Historic Places require approval of a Certificate of Appropriateness (COA) 2.4.6(H)(3)(a), which states, "an application for a COA that requires Board approval, as provided in the COA approval matrix set forth in the Delray Beach Historic Preservation Design Guidelines, as amended from time to time, shall be scheduled for review and action at the next available meeting of the Historic Preservation Board, at which time an action of approval, denial, or approval of a modified application, continuance with direction, or denial may be taken. The Historic Preservation Board shall apply applicable ordinances, Delray Beach Historic Preservation Design Guidelines and the Secretary of the Interior's Standards for Rehabilitation." The attached matrix illustrates proposed changes to the COA review process which intend to permit the Board to focus more on larger development requests, while providing an expedited review process for property owners who propose appropriate improvements which could be administratively approved. Additionally, property owners may consider the appropriate solution for their request if it did not require Board review. For example, a property owner may meet with Staff and propose the installation of a 4' fence along the front property line, and 6' along the side property lines, and all made of PVC material. In this case, Staff would advise the applicant that anything over 4' within the front setback area requires a waiver approved by the City Commission, and that since wood is an acceptable material as opposed to PVC, the item would require HPB review. However, should the request be revised to 4' along the front and sides within the front setback and switched to wood, no HPB review would be required, and the request could be approved administratively. ALL proposed revisions to the matrix are highlighted. Once the final matrix is approved, Staff intends to create a user-friendly brochure available in the Planning and Zoning Department and on the City's website.
