Taray Property Address: 117 NE 7th Street, Del-Ida Park Historic District HPB Meeting Date: December 17, 2008 File No: 2009-053-COA ITEM BEFORE THE BOARD The item before the Board is consideration of a Certificate of Appropriateness for exterior alterations on a contributing structure located at 117 NE 7th Street, Del-Ida Park Historic District, pursuant to LDR Section 2.4.6(H). BACKGROUND/PROJECT DESCRIPTION The subject property consists of Lot 12, Block 1, Del-Ida Park and is located within an R-1-AA (Single- Family Residential) zoning district. Located within the Del-Ida Park Historic District, the contributing Minimal Traditional style, one-story structure was built in 1939. A garage, covered walkway, and open bricked patio were constructed in 1999. In 2002, the applicant was granted a variance to reduce the side interior setback from 10'to 4'for the construction of a swimming pool. The subject request is for the replacement of wood siding with Hardiplank siding. This request is now before the Board for consideration. ANALYSIS; COMPLIANCE WITH THE LAND DEVELOPMENT REGULATIONS: Items identified in the Land Development Regulations shall specifically be addressed by the body taking final action on the site and development application/request. Pursuant to LDR Section 2.4.6(H)(5), prior to approval, a finding must be made that any Certificate of Appropriateness which is to be approved is consistent with Historic Preservation purposes pursuant to Objective A-4 of the Land Use Element of the Comprehensive Plan and specifically with provisions of Section 4.5.1, the Delray Beach Historic Preservation Design Guidelines, and the Secretary of the Interior's Standards for Rehabilitation. LDR SECTION 4.5.1, Historic Preservation Sites and Districts (E) Development Standards: All development regardless of use within individually designated historic properties and/or properties located within historic districts, whether contributing or noncontributing, residential or nonresidential, shall comply with the goals, objectives, and policies of the Comprehensive Plan, these regulations, the Delray Beach Historic Preservation Design Guidelines, and the Secretary of the Interior's Standards for Rehabilitation. (2)(b)(3) Major and Minor development: Major development shall be considered: construction, reconstruction, or alteration of any part of the front façade of an existing contributing residential or non-residential structure and all appurtenances, except for properties zoned CBD or CF and 117 NE 7th Street,2009-053-COA HPB Meeting of December 17,2008 Page 2 of 3 properties zoned OSSHAD subject to CBD design guidelines. For purposes of this section, all limitations and regulations shall be reviewed in a cumulative manner from the date of passage of this ordinance in 2008. STAFF COMMENT: The proposed alterations are considered Major Development as they modify the front facade of a contributing structure. (4) Alterations. In considering proposals for alterations to the exterior of historic buildings and structures and in applying development and preservation standards, the documented, original design of the building may be considered, among other factors. (5) Standards and Guidelines. A historic site, building, structure, improvement, or appurtenance within a historic district shall only be altered, restored, preserved, repaired, relocated, demolished, or otherwise changed in accordance with the Secretary of the Interior's Standards for Rehabilitation, and the Delray Beach Historic Preservation Design Guidelines, as amended from time to time. Those applicable Standards and Guidelines are noted below: The historic character of a property shall be retained and preserved. The removal of historic materials or alteration of features and spaces that characterize a property shall be avoided. (Standard 2) Distinctive features, finishes, and construction techniques or examples of craftsmanship that characterize a historic property shall be preserved. (Standard 5) Deteriorated historic features shall be repaired rather than replaced. Where the severity of deterioration requires replacement of a distinctive feature, the new feature shall match the old in design, color, texture, and other visual qualities and, where possible, materials. Replacement of missing features shall be substantiated by documentary, physical, or pictorial evidence. (Standard 6) Each property shall be recognized as a physical record of its time, place, and use. Changes that create a false sense of historical development, such as adding conjectural features or architectural elements from other buildings, shall not be undertaken. (Standard 3) © The use of artificial materials,...,should not be used. o Materials should be compatible in quality, color, texture, finish, and dimension to those commonly found in the historic district. (8) Visual Compatibility Standards. New construction and all improvements to contributing buildings, structures and appurtenances thereto within a designated historic district shall be visually compatible. In addition to the Zoning District Regulations, the Historic Preservation Board shall apply the visual compatibility standards provided for in this Section with regard to height, width, mass, scale, facade, openings, rhythm, material, color, texture, roof shape, direction, lot coverage, and square footage, and other criteria set forth elsewhere in Section 4.5.1. Visual compatibility for major development shall be determined by utilizing criteria contained in (a)-(m). (g) Relationship of Materials, Texture, and Color: The relationship of materials, texture, and color of the facade of a building and/or hardscaping shall be visually compatible with the predominant materials used in the historic buildings and structures within the subject historic district. 117 NE 7"'Street,2009-053-COA HPB Meeting of December 17,2008 Page 3 of 3 STAFF COMMENT: The installation of faux siding is contrary to both the guidelines and Secretary of the Interior's Standards for Rehabilitation in that it is a material replication, and has the potential to cause some of the detailing to be lost in the trim details as well as in the siding profile itself. Further, this material would not be considered "in-kind replacement" of wood siding. Staff research has shown that other historical review boards throughout the country do not permit the installation of this type of siding on a historic structure (see attached emails). It is noted that the HPB has not previously approved requests for alternative materials to be applied to either contributing structures or their recent additions. Based on the analysis provided, positive findings cannot be made with respect to the LDRs, Delray Beach Historic Preservation Design Guidelines and the Secretary of the Interiors Standards for Rehabilitation. ALTERNATIVE ACTIONS A. Continue with direction. B. Move approval of the Certificate of Appropriateness (2009-053) for the property located at 117 NE 7th Street, Del-Ida Park Historic District by adopting the findings of fact and law contained in the staff report, and finding that the request and approval thereof is consistent with the Comprehensive Plan and meets the criteria set forth in the Land Development Regulations, the Delray Beach Historic Preservation Design Guidelines, and the Secretary of the Interior's Standards for Rehabilitation. C. Move denial of the Certificate of Appropriateness (2009-053) for the property located at 117 NE 7th Street, Del-Ida Park Historic District by adopting the findings of fact and law contained in the staff report, and finding that the request is inconsistent with the Comprehensive Plan and does not meet the criteria set forth in the Land Development Regulations, the Delray Beach Historic Preservation Design Guidelines, and the Secretary of the Interior's Standards for Rehabilitation. The same with cellular pvc products such as Azek. We do not allow their use on historic buildings. We see products such as these being allowed as a compromise between natural materials and synthetics such as vinyl or aluminum for new construction. Our rule of thumb is that synthetic materials are allowed for new construction only when they replicate the appearance and workability of natural materials including ablility to cut, profile,fit, detail, trim, and paint materials. It is appropriate and recommended that historic exterior siding, shingles, banding, comerboards and other siding details be retained and repaired as needed wherever practical.All repairs should match the original work in design, material, texture and workmanship. 2. Replacement Materials. Where the replacement of exterior siding, shingles, banding comerboards or other details is necessary due to excessive deterioration or damage, appropriate replacements should match the historic conditions in design, materials, appearance and workmanship to the greatest degree practical. 3. Synthetic Siding. The historic visual character of wood sidings are defined by the profile of the material, the reveals and shadow lines they create, the surface texture of the material and the expression of the craftsmanship of the installer(nailing patterns, etc.).Applied synthetic sidings, such as vinyl or aluminum, normally alter the visual character of a building and can conceal underlying problems(such as moisture penetration, decay and insect infestation). Likewise replacement of traditional siding with composition board(wood fiber, cementious, etc.)or plywood type materials changes the visual character of a building. Therefore the application of synthetic sidings to historic buildings within the districts is typically not appropriate. 4. Owners are encouraged to remove synthetic sidings where they have been previously installed and to restore underlying historic siding. However it is appropriate to replace previously applied synthetic sidings with new synthetic sidings as long as the new siding closely approximates the visual appearance of traditional historic siding. 5. The use of artificial siding products, such as boards composed of wood or cementious fibers, is not recommended but may be appropriate for new construction, ancillary buildings and additions to historic buildings that are not readily visible from the street. Such materials should generally match the visual character of traditional wood sidings found within the districts and typically should have smooth(as opposed to false grained)finishes. 6. Special Considerations for Noncontributing Resources. Synthetic materials are generally not appropriate for primary elevations of noncontributing resources. 7. FIBER CEMENT SIDING Many local historic district commissions are receiving applications that include fiber cement siding. Fiber cement siding is a substitute siding that attempts to replicate the texture and profile of wood clapboards or wood shingles. Sold under trade names such as HardiPlank, it is a paintable product and the manufacturer claims rot resistance and high durability. In many installations, fiber cement board siding can be considered a closer match than other products such as vinyl or aluminum. Concerns about fiber cement siding on historic properties and in historic areas or districts include the out of scale wood texturing on the surface, profiles and shadow lines that do not match traditional wood clapboards and a slight wave to the siding in some installations. According to the Secretary of the Interior Standards for Rehabilitation,fiber cement board siding should not be used as the texture is not the same as wood and the material is, quite simply, not wood. Secretary of the Interior Standards for Rehabilitation 6. Deteriorated historic features will be repaired rather than replaced. Where the severity of deterioration requires replacement of a distinctive feature, the new feature will match the old in design, color, texture, and, where possible, materials. Replacement of missing features will be substantiated by documentary and physical evidence. All of the Secretary of the Interior Standards for Preserving, Rehabilitating, Restoring and Reconstructing can be found at —p://www.nps.gov/history/hps/tps/standguide/. Do you have design guidelines for your local historic district? Many Historic District Commissions will consider fiber cement products in the local historic district in limited circumstances. On new construction, this product may be an appropriate option. However, on historically significant properties,where wood clapboards or shingles are proposed for replacement with fiber cement board siding, local historic district commissions should exercise caution. Here, it is best to replace unrepairable, deteriorated historic features with the same material. It is also best for a historic district commission to take a step back and determine whether the existing wood clapboards must be replaced. Peeling paint, visible bare wood and limited cracks or rot are not necessarily a reason to remove all the clapboards and start over. Replacing or repairing broken clapboards, addressing failing paint adhesion and properly preparing and painting a building can have excellent, long lasting results with only some minor paint maintenance needed here and there. While wood clapboards are not maintenance free, historic district commissions, homeowners and applicants should not consider fiber cement board siding maintenance free either. It is essential that estimates, advice and technical assistance regarding historically significant buildings come from qualified individuals,well experienced with historic buildings. Christopher C. Amy, The City of Providence's Historic District Commission has approved Hardiplank to a rather large group of 5 wooden contiguous townhouses with separate owners in one of the City's districts. The approval was based on the fact that the siding in place was badly deteriorated, the owners of the different buildings all agreed and the Commission was thinking of the application as a test case. The Hardiplank was placed rough-side out to the displeasure of the Commission and it is now a policy that Hardiplank is only appropriate for New Construction projects and additions to existing structures, but not as a replacement in-kind substitute for wood siding. Frame detail at bottom of front window will be lightly larger (see attached photo of sill detail from interior); ® Replace front and rear doors with a 4 panel, 4 light fiberglass door; e Install black, aluminum capped rail at all entries; e Install brackets at entry and side door overhangs for decorative purposes only, and contain a similar design that currently exists; e Install an awning window to right side of rear door similar to the existing window on left side of door; ® Install HardiePanel Stucco Finish Vertical Siding on structure. At the December 3, 2008 HPB meeting, the Board reviewed the subject request and continued it according to the direction given during discussion of the item. The Board discussion included direction to submit detailed window drawings, a scaled elevation of the proposal, a railing detail, and a revision to the door showing removal of the arches. Clarification was provided regarding the HardiPanel request, but since only a small portion of the building would have been involved, the property owner agreed to restucco it as exists (smooth), thereby removing the HardiPanel request. On December 9, 2008, the property owner submitted the requested information including additional exterior alterations (see attached). 605 North Swinton Avenue;2009-027-COA HPB Meeting December 17,2008 Page 2 of 5 An elevation of the front (west elevation/"East View") depicts a revised window scheme showing the tall fractional type windows within all of the existing openings. These windows would either be awning or casement windows with the appearance of a sash window. The submitted south elevation ("North View") also shows the installation of two (2), tall fractional awning windows which give the appearance of a 6/1 sash window. In addition, the property owner would like to replace the existing windows on the north elevation with tall fractional style casement windows, as depicted in the attachments. The submitted rail detail specifies the rail measurements and dimensions, illustrates a scroll detail (to be located on the front rail only), and a curved handle return on the end (see attached). The property owner submitted additional information in support of the requested arches on the front and rear doors to be replaced (see attached), in addition to an elevation of a door containing square lights,without the aforementioned arches. The property owner has agreed to restucco (smooth texture) the area to the left of the front door, so the HardiPanel request is no longer applicable. The applicant is now before the Board for further review of the proposed alterations. ANALYSIS COMPLIANCE WITH THE LAND DEVELOPMENT REGULATIONS: Items identified in the Land Development Regulations shall specifically be addressed by the body taking final action on the site and development application/request. Pursuant to LDR Section 2.4.6(H)(5), prior to approval, a finding must be made that any Certificate of Appropriateness which is to be approved is consistent with Historic Preservation purposes pursuant to Objective A-4 of the Land Use Element of the Comprehensive Plan and specifically with provisions of Section 4.5.1, the Delray Beach Historic Preservation Design Guidelines, and the Secretary of the Interior's Standards for Rehabilitation. LDR SECTION 4.5.1, Historic Preservation Sites and Districts (E) Development Standards: All development regardless of use within individually designated historic properties and/or properties located within historic districts, whether contributing or noncontributing, residential or nonresidential, shall comply with the goals, objectives, and policies of the Comprehensive Plan, these regulations, the Delray Beach Historic Preservation Design Guidelines, and the Secretary of the Interior's Standards for Rehabilitation. (2)(b)(3) Major and Minor development: Major development shall be considered: construction, reconstruction, or alteration of any part of the front facade of an existing contributing residential or non-residential structure and all appurtenances, except for properties zoned CBD or CF and properties zoned OSSHAD subject to CBD design guidelines. For purposes of this section, all limitations and regulations shall be reviewed in a cumulative manner from the date of passage of this ordinance in 2008. STAFF COMMENT: The proposed alterations are considered Major Development as they modify the front fagade of a contributing structure. 605 North Swinton Avenue;2009-027-COA HPB Meeting December 17,2008 Page 3 of 5 (4) Alterations. In considering proposals for alterations to the exterior of historic buildings and structures and in applying development and preservation standards, the documented, original design of the building may be considered, among other factors. (5) Standards and Guidelines. A historic site, building, structure, improvement, or appurtenance within a historic district shall only be altered, restored, preserved, repaired, relocated, demolished, or otherwise changed in accordance with the Secretary of the Interior's Standards for Rehabilitation, and the Delray Beach Historic Preservation Design Guidelines, as amended from time to time. Those applicable Standards and Guidelines are noted below: The historic character of a property shall be retained and preserved. The removal of historic materials or alteration of features and spaces that characterize a property shall be avoided. (Standard 2) Each property shall be recognized as a physical record of its time, place, and use. Changes that create a false sense of historical development, such as adding conjectural features or architectural elements from other buildings, shall not be undertaken. (Standard 3) Distinctive features, finishes, and construction techniques or examples of craftsmanship that characterize a historic property shall be preserved. (Standard 5) Deteriorated historic features shall be repaired rather than replaced. Where the severity of deterioration requires replacement of a distinctive feature, the new feature shall match the old in design, color, texture, and other visual qualities and, where possible, materials. Replacement of missing features shall be substantiated by documentary, physical, or pictorial evidence. (Standard 6) o The use of artificial materials,...,should not be used. o Retain distinctive windows,... (8) Visual Compatibility Standards. New construction and all improvements to contributing buildings, structures and appurtenances thereto within a designated historic district shall be visually compatible. In addition to the Zoning District Regulations, the Historic Preservation Board shall apply the visual compatibility standards provided for in this Section with regard to height, width, mass, scale, façade, openings, rhythm, material, color, texture, roof shape, direction, lot coverage, and square footage, and other criteria set forth elsewhere in Section 4.5.1. Visual compatibility for major development shall be determined by utilizing criteria contained in (a)-(m). (c) Proportion of Openings (Windows and Doors): The openings of any building within a historic district shall be visually compatible with the openings exemplified by prevailing historic architectural styles of similar buildings within the district. The relationship of the width of windows and doors to the height of windows and doors among buildings shall be visually compatible within the subject historic district. (g) Relationship of Materials, Texture, and Color: The relationship of materials, texture, and color of the facade of a building and/or hardscaping shall be visually compatible with the predominant materials used in the historic buildings and structures within the subject historic district. 605 North Swinton Avenue; 2009-027-COA HPB Meeting December 17,2008 Page 4 of 5 STAFF COMMENT: The proposed alterations are generally in keeping with the noted Standards, Guidelines, and LDRs noted above. The door replacements and railings (as submitted) are appropriate provided the noted conditions of approval are met, such as ensuring the railing height does not exceed 42", and that consideration be given to a slimmer railing cap, consistent with a wrought iron rail. The addition of a new window flanking a side/rear door is also appropriate and will not negatively impact the character of the historic structure. The window replacement request includes both a change in window type and light configuration. The Guidelines note that distinctive windows should be maintained, and the Secretary of the Interior's Standards specify that "the historic character of a property shall be retained and preserved", "changes that create a false sense of historical development, such as adding conjectural features or architectural elements from other buildings, shall not be undertaken", "distinctive features,...,that characterize a historic property shall be preserved", and "deteriorated historic features shall be repaired rather than replaced. Where the severity of deterioration requires replacement of a distinctive feature, the new feature shall match the old in design, color, texture, and other visual qualities and, where possible, materials." Taking the above into consideration, the most appropriate solution with respect to light configuration would be to replicate the awning windows, where original, with a horizontal muntin within a sash window. This imitation could be deemed appropriate as the awning window is no longer available. Strict interpretation would provide that the installation of the tall fractional-style in place of the awning configuration should not be permitted. This configuration existed historically and is an interesting and distinctive feature that it would not be inappropriate. Regardless of what type of light configuration originally or currently exists, assurance that the proportions of the tall fractionals are accurate should be provided to the Board during their consideration. With this in mind, the front window (south of the front door) will not look correct with lights on the top portion only, as it is rather wide. Therefore, the Board should consider that this window not contain any muntins and is left a single pane picture window, regardless of the type. With respect to the window type, the property is proposing a combination of casement and awning window types, which would give the appearance of a sash window. The windows should all be sash windows as this would be the solution which is the least contrary to the review criteria. Due to the significant differences in the light configurations, and window types, Staff is recommending that this portion of the request be at the Board's discretion. With respect to the proposed brackets, they may be appropriate in theory. However, the proposed brackets are not appropriate as they are associated with an isolated overhang, rather an overhang which extends the façade. Therefore, these should not be added, as they would be conjectural and potentially diminish this feature where they currently exist. The focus on the entries with the bracket is not necessary as the addition of the rails in addition to the steps leading up to the entry will provide that focus. Based on the above, positive findings can be made in reviewing the proposed alterations subject to conditions of approval as referred to above. ALTERNATIVE ACTIONS A. HISTORIC PRESERVATION BOARD MEMORANDUM STAFF REPORT Applicant: City of Delray Beach HPB Meeting Date: December 17, 2008 RE: Proposed Locations of Preserve America Signage ITEM BEFORE THE BOARD The item before the Board is recommendation to the Development Services Management Group (DSMG) regarding the placement of Preserve America signage. Pursuant to LDR Section 2.1.1., the DSMG The Development Services Management Group provides a single administrative unit which is generally responsible for the implementation of these Land Development Regulations and related activities. BACKGROUND/PROJECT DESCRIPTION As a result of the city's Preserve America designation, a sign was received for appropriate placement within the city. While only one was received, the City has the opportunity to create additional signs. Staff suggests a total of five (5) signs to be located at the following places: ▪ West Atlantic Avenue (within the median/facing west), east of 1-95; • NE 5th/6th Avenues/Federal Highway at northern entry to city; o SE 5th/6th Avenues/Federal Highway at southern entry to city; • North Ocean Boulevard, on west side and just north of George Bush Boulevard at northern entry to city; o South Ocean Boulevard, on east side at southern entry to city. A map is attached depicting these locations. While the city has only one sign at this time, Staff suggests that the Board also recommend the locations based on their importance, to be considered as additional signs are made. In reviewing this consideration prior to the meeting, Staff also suggests that site visits to each of these areas be conducted by HPB members. Also, if alternative locations are preferred, please be prepared to provide those suggestions, as well. RECOMMENDATION Recommend to the DSMG that the Preserve America signs be placed at the following locations in the following order: 1.
