I. CALL TO ORDER
The meeting was called to order by Vice Chair Lake at 6:00 p.m. Upon roll call it was
determined that a quorum was present.
No one from the Public addressed the Board on non-agenda items.
II. CERTIFICATE OF APPROPRIATENESS
A. 112 North Swinton Avenue, Old School Square Historic District - Howard and Judith
Gale, Property Owners.
Consideration of a Certificate of Appropriateness (2007-175) associated with a roof
material change on a contributing structure.
Ms. Alvarez entered the project file into the record and presented a summary of the staff
report.
Applicant Presentation:
Mr. Stephen Cowing, McCabe Brothers, representing the applicants, advised that the
owners of the home are planning on doing a major renovation and are waiting for the
roof material to be approved. Mr. Cowing presented pictures to the Board depicting the
very poor condition of the roof. The new roof would be a dimensional 5-tab shingle.
Public Comments:
Vice Chair Lake inquired if there were any comments from the public. There were none.
Vice Chair Lake closed the public hearing.
Board Discussion:
Board discussion ensued relative to the type of material being utilized. It was the
consensus of the Board that a condition should be noted in the motion to cover the type
and color of roof material to be utilized.

Motion/Findings:
It was moved by Mr. Cope, seconded by Ms. Pearl, and approved 5 to 0 (Mr. Miller and
Ms. Del Fiandra absent) Approve the Certificate of Appropriateness for 112 North
Swinton Avenue, Old School Square Historic Arts District, by adopting the findings of
fact and law contained in the staff report, and finding that the request is consistent with
the Comprehensive Plan and meets criteria set forth in Sections 2.4.6(H), 4.5.1(E)(4)
and (E)(8) of the Land Development Regulations, the Delray Beach Design Guidelines
and the Secretary of the Interior's Standards for Rehabilitation with the following
condition:
1. That the roof material be a Certainteed, 5-tab dimensional shingle, and light gray as
submitted and on file with staff.

Minutes of the Historic Preservation Board
April 18, 2007
Ms. Peart advised that Aleida Riley was concerned about the concrete posts that were
erected on the grounds of a home in the Marina District. Ms. Alvarez advised
Engineering and Code Enforcement will be handling this issue.
Board discussion ensued relative to signage in the Historic Districts. Ms. Alvarez
advised that she has been working on this, and we have until December 2, 2007 to
submit the information to the State for a grant.
Ms. French advised that the West Settlers sign was in need of refurbishing. The Board
advised that some signs were not replaced in the District after the hurricane, and
questioned who was responsible for maintaining the signs. Ms. Alvarez advised she
would look into this.
• Staff
Ms. Alvarez advised the Board that the two appeals (238 SE 7th Street and 706 SE 7th
Street)will be heard at the May 1, 2007 Commission Meeting.
Ms. Alvarez advised that a Charette with local architects regarding the LDRs is
scheduled for Friday, May 11, 2007. The time is yet to be determined.

ITEM BEFORE THE BOARD
The item before the Board is the consideration of a Certificate of Appropriateness request for a roof
material change on a contributing structure located at 112 North Swinton Avenue, Old School
Square Historic District, pursuant to LDR Section 2.4.6(H).
BACKGROUND/PROJECT DESCRIPTION
The property consists of Lot 14 Less North 1.25 Feet and South 15.70 Feet, Block 59, Town of
Delray and contains a Minimal Traditional structure built in 1935.
No previous Board approvals are on file.
The existing structure contains a flat, cement tile roof. The subject application proposes to remove
the cement tiles and in order to install an architectural/dimensional asphalt material. Additionally,
the color would change as the existing tiles are white, and the proposed shingles are grey.
Re-roofing, either repairs or replacement, is typically reviewed and approved administratively.
However, as the applicant is requesting a change of the existing material, the item has been
brought to the Board for review.
ANALYSIS
Development Standards
LDR Sections 4.5.1(E)(4) and (E)(8)(g) "Development Standards" provides guidelines in
evaluating Certificates of Appropriateness for the alteration or addition of exterior architectural
features. The applicable standards are as follows:
(E)(4) A historic site, or building, structure, site, improvement, or appurtenance within a historic
district shall be altered, restored, preserved, repaired, relocated, demolished, or otherwise
changed in accordance with the Secretary of the Interior's Standards for Rehabilitation, as
amended from time to time.
(E)(8) All improvements to buildings, structures, and appurtenances shall be visually compatible.
Visual compatibility shall be determined in terms of height, front façade proportion,
proportion of openings (windows and doors), rhythm of solids to voids on front facades,
rhythm of buildings on streets, rhythm of entrance and/or porch projections, relationship of
materials, texture and color, roof shapes, walls of continuity, scale of building, directional
expression of front elevation.
The following applies to the subject application:

(g) Relationship of Materials, Texture, and Color: The relationship of materials, texture, and
color of the facade of a building shall be visually compatible with the predominant materials
used in the historic sites, buildings, and structures within a historic district.
The Delray Beach Design Guidelines state the following with respect to roofs:
oPreserve the roof's shapes, decorative features, and materials, as well as its patterning, color,
and size. Stripping the roof of its historic material, i.e. slate, clay tile, wood, or architectural metal
is inappropriate.
The Secretary of the Interior's Standards for Rehabilitation suggest the following:
oThe historic character of a property shall be retained and preserved. The removal of historic
materials or alteration of features and spaces that characterize a property shall be avoided.
oDeteriorated historic features shall be repaired rather than replaced. Where the severity of
deterioration requires replacement of a distinctive feature, the new feature shall match the old in
design, color, texture, and other visual qualities and, where possible, materials.
Analysis
The subject reroof application proposes to replace the existing cement tiles with a grey,
architectural grade dimensional asphalt shingle. The installation of an asphalt shingle will not
compromise the historic integrity of the structure nor its historic fabric. Additionally, the type of
material and its color are appropriate, as they are visually compatible with the Minimal Traditional
style structure.
Based on the above, positive findings can be made pursuant to the review criteria noted above.
RECOMMENDATION
Approve the Certificate of Appropriateness for 112 North Swinton Avenue, Old School Square
Historic Arts District, by adopting the findings of fact and law contained in the staff report, and
finding that the request is consistent with the Comprehensive Plan and meets criteria set forth in
Sections 2.4.6(H), 4.5.1(E)(4) and (E)(8) of the Land Development Regulations, the Delray Beach
Design Guidelines and the Secretary of the Interior's Standards for Rehabilitation.
