An ordinance reu.esting permission from the Florida East Coat Ra~.lway Co. for two cable crossings on Atlantic Ave. was laid before the council for its readigr;, by unanimous consent the rules were suspended and the ordinance read for the second tune by caption only. The council deemed it an emergency, and the ordinance was placed on its third reading and. dinal passage.
