'• The Cmmittee appointed to ace attorney Blackwell , with reference to the form of certificate of indebtedness ~~~~ { reported through Mr. Keen that the form supplied was in all respects proper, and a motion that the Clerk have certificates of indebtedness printed in conformity with the form prepared by the attorney wash on roll call, adopted by unanimous vote. Gouncilinen Keen and Jacobs, acting as a committee. authorized at the last session of the Council, reported. that the attorney advised that the City had legal au- I thority to purchase land for park or other purposes, and ; II in the event a purchase was made the cost of purchase ~=N ,! .price and interest charges, if any, should be inclu ~ ,`.~P as a separate item in the tax levy. ~y (9 t14. 4Y fihe question of the city buying land for ~ poses was discussed by a number of citizens, ant~°as ~ .~ ;~~ .r result IvLr. Keen. offered a resolution, which was seconc'~ed ;j by BBr. Park purposes, and, if so, the location thereof. The matter of securing an option on block 102, the purchase of which was advocated by the Clubs to be left entirely to the discretion of the Club. On roll call the motion was adopted by unan3anous vote,-- Mr. Scott, Chairman of the Ordinance Committee, offered p; an ordinance providing for the paving of Bay .street between Lawrence street and Tngraham avenue, and Ingraham avenue between Bay street and Dade street. The ordinance was re- ~' ferred to the Ordinance Committee which said Committee re- ferred it back to the Council with the recommendation that it be read in full a first time, and it first reading was on roll call ordered by unanimous vote. The ordinance was read in full. A motion by Mr. Scott that the rules be suspended and ,,~.1 that the ordinance be read a second time and by eapticn `~~ only prevailed on roll call by unanimous vote, and thee- '°? ordinance was read a second time by caption only. ^~ Mr. Strunk, representing Fairbanks, horse &~Comapyy met with the Council and the matter of contract for ~~~~~~~+ `. ~ ~,: lease-purchase of a 100 HP engine and necessary meehanteal appliances as represented in Resolution adopted ~iy tli~ ' Council July 24 was fully discussed and preliminary steps for the preparation and signing of the contract were taken.
