Pursuant to Section 3.12 of the Charter of the City of Delray Beach the Mayor has instructed me to
announce a Special Meeting of the City Commission to be held for the following purposes:
Mayor Petrolia called the special meeting to order at 11:00 a.m.
The roll call was taken by the City Clerk.

Adam Frankel, Vice-Mayor Ryan Boylston, and Commissioner Juli Casale

City Manager Gretsas shared that it will not be necessary for the
Commission to vote on wearing masks as it has been the consensus so far
to continue to strongly urge the residents to wear them versus being
mandated to wear them.
City Manager Gretsas gave a presentation on the Emergency
Management System from the State as well as Palm Beach County. The
information below is the highlights of the presentation:
Today, Governor Ron DeSantis signed Executive Order 20-120, which
will be effective May 11, 2020. The order brings Palm Beach County in
line with other areas in Florida and will bring some changes to the City of
Delray Beach.
While the Governor’s order provides a gradual loosening of restrictions,
the State, County and City continue to strongly urge all persons to adhere
to CDC guidelines including isolation for 14 days following travel,

avoiding gathering in groups of 10 or more people, wearing facial
coverings when outside your home and practicing social distancing.
CHANGES TO DELRAY BEACH PER THE GOVERNOR’S ORDER:
RESTAURANTS
Restaurants and food establishments may allow on-premises dining so
long as they adopt appropriate social distancing measures and limit their
indoor occupancy to no more than 25 percent of their building
occupancy. Outdoor dining is allowed with appropriate social distancing,
which requires maintaining a minimum of 6 feet between parties, only
seating parties of 10 or fewer people and keeping bar counters closed to
seating.
BARS & CLUBS
Bars, pubs and nightclubs may continue to provide food and drinks for
take-away only, the sale of alcoholic beverages for on-premises
consumption continues to be prohibited.
RETAIL STORES
Stores may operate at no more than 25 percent of their building
occupancy and must abide by the safety guidelines issued by the CDC
and OSHA.
SALONS & BARBER SHOPS
Barbershops, cosmetology salons and specialty salons may reopen but
must adopt appropriate CDC guidelines.
CULTURAL BUILDINGS
Museums and libraries may open at no more than 25 percent of their
building occupancy. Interactive exhibits and child play areas must
remain closed.
ELECTIVE SURGERIES
Surgical centers, dental offices, orthodontic offices, endodontic offices or
other healthcare practitioners may perform elective surgical procedures.
FITNESS CENTERS
Gyms and fitness centers will remain closed.
VACATION RENTALS
The prohibition on vacation rentals remains in effect.

CHANGES SPECIFIC TO PALM BEACH COUNTY:
PALM TRAN
Palm Beach County will require all Palm Tran riders to wear facial
coverings, effective May 11. Palm Tran continues to limit the number of
passengers on buses to ensure social distancing.
PALM BEACH COUNTY BEACHES
Palm Beach County voted to open all private and public beaches
effective no later than May 18. Social distancing procedures will remain
in effect.
Commissioner Frankel made the following statements:
·Inquired about the Economic Task Force Team that City Manager
Gretsas is part of.
·Asked Mr. Gretsas about the openings of fitness centers and gyms.
·Stated that he was in favor of wearing masks if the businesses so
desire.
·Would be in favor of allowing tables on the sidewalks at some point,
if there is ADA compliance.
Deputy Vice Mayor Johnson made the following statements:
·Concerned about wearing face coverings as opposed to wearing
masks.
·A resident that was wearing a face covering versus a face mask
was told that he could not enter the financial institution that he was
going into.
·Wanted it to go on record that she was in favor of mandating masks.
·There should be a time limit on how long someone can park for free
during Phase 1.
·Not in favor of the parklets or Old School Square.
·Not in favor of Valet Parking.
·Not in favor of reductions in the valet queue fees.
·Not in favor of using City funds or CRA funds for handwashing
stations in front of establishments.
·Not in favor of closing Atlantic Avenue.
·Feels more testing is needed.
·Not in favor of expanding seating in front of other people’s business.
Vice Mayor Boylston made the following statements:
·Strongly in favor of wearing masks and strongly suggest the same
for the City’s businesses.
·In favor of free parking but limited time parking.
·Expressed concerns regarding valet parking safety and would like a

medical or professional opinion since valets would be touching one
car after another.
·Expressed concern about the parklets not becoming social
gathering places.
·Not in favor of the Green Market at this time.
Commissioner Casale made the following statements:
·In favor of wearing masks.
·Concerned about the liability of the parklets and not in favor of them
during this phase.
·Not in favor of opening Old School Square for the Green Market.
·Not in favor of the valet parking.
·Thought there should be tables allowed on the sidewalks if the
walkway was not being obstructed.
Mayor Petrolia made the following statements:
·In favor of urging businesses and residents to wear a mask.
·In favor of free parking except for along A1A.
·Not in favor of the parklets.
·Currently not in favor of valet parking.
·Not in favor of opening Old School Square as it would be an
enforcement nightmare.
·Agree to close Downtown Atlantic from Swinton and Federal due to
the current restrictions.
·In favor of more testing sites and more PPE’s if business operators
needed them.
CRA Executive Director, Renee Jadusingh stated that there was inquiry
about whether the Commission would consider opening the Connect
Transit in Phase 1. Some businesses utilize this for their employees to get
to and from work.
Mayor Petrolia was not in favor of this. Vice Mayor Boylston expressed that
he would not be in favor of reinstating the Connect Transit at this time.
Deputy Vice-Mayor felt the Commission should consider opening the
Connect Transit at this time to allow those employees a way to get to their
jobs.
Commissioner Casale inquired about the cost of hand washing stations.
Mayor Petrolia suggested that if it is reasonable/feasible, it would make
sense to have hand sanitizing stations. City Manager Gretsas shared with
the Commission that he received a memo that the cost of hand sanitizing
stations would be around $200 - $300 per station and if the Commission
desires to move forward with this, he will need a budget amount from the
Commission for implementation of these stations within the designated

areas within the City.
City Manager Gretsas asked Mayor Petrolia for clarification on whether
there was a consensus in favor of the hand sanitizing stations.
·Mayor Petrolia would support the hand sanitizing stations.
·Vice Mayor Boylston would support the stations as well.
·Commissioner Frankel expressed that the Commission needed
more information on the hand sanitizing stations.
·Commissioner Casale would support the hand sanitizing stations
but agreed that more information was needed.
·Mayor Petrolia recommend to the City Manager Gretsas that the
hand sanitizing stations be put on hold for now.
Mr. Gretsas wanted it on the record that the Commission approved seating
on adjacent sidewalks and back areas if there is room to pass and
provided it is ADA compliant.

SP.2. Public Comments
Mayor Petrolia asked if public comment could be taken first as it could
provide helpful insight to their discussion. The following public comment
was given:
Nancy Chanin, 200 NE 2nd Avenue, Delray Beach, stated that she was in
support of wearing masks and thanked the Commission for all that they
have done. She also asked for clarity on what the requirements were for
wearing masks because it was very confusing.
There were no other public comments submitted.
There being no further business to discuss, Mayor Petrolia adjourned the
meeting at 12:23 p.m.
