Pursuant to the Home Rule powers of the City (s. 2(b), Art. VIII of the Florida Constitution and Chapter
166, Florida Statutes), Chapter 252, Florida Statutes (Emergency Management), any and all other
applicable statutes, the City Charter and Chapter 95 of the City's Code of Ordinances, the City
Commission of the City of Delray Beach shall conduct business at and through virtual meetings utilizing
Communications Media Technology (CMT) in accordance with the rules of procedures promulgated by
the City, during the COVID-19 public health emergency declared pursuant to Resolution 70-20, as
extended. Members of the public wishing to view City Commission meetings should log into the City’s
website, https://www.delraybeachfl.gov/i- want-to/watch/city-meetings, where the meeting will be
live-streamed for the public.
Pursuant to Section 3.12 of the Charter of the City of Delray Beach the Mayor has instructed me to
announce a Workshop Meeting of the City Commission to be held for the following purposes:

The City Commission Meeting was called to order at 3:30 p.m.
The roll call was taken by City Clerk Katerri Johnson, and the following
were present:
Present: 5 - Mayor Shelly Petrolia, Deputy Vice Mayor Shirley Ervin Johnson,
Commissioner Adam Frankel, Vice-Mayor Ryan Boylston, and Commissioner Juli Casale
Others present were:
Jennifer Alvarez, Interim City Manager
Lynn Gelin, City Attorney
Katerri Johnson, City Clerk
Jennifer Alvarez, Interim City Manager, explained the Workshop was
intended to create a unified message to the State Capitol regarding the
City's requests and to clarify the Commission’s top three or four legislative
priorities.
Ms. Alvarez then introduced Attorney Matt Forest with Ballard Partners.
He reported if the City is requested to appropriate funding for projects,
they should do so by submitting plans during the State of Florida’s fiscal
year from July 1, 2021 to June 30, 2022. Mr. Forest recommended the
City to request funding for various projects instead of concentrating on one
specific project.
The Commissioners and Mr. Forest engaged in a discussion about the

following potential items for appropriation requests:
- Pompey Park Playground
- Water Storage Tank
- Summer Reading and Learning Program
- Police Program for Mental Health and Community Outreach
The Commissioners thanked Mr. Forrest for his guidance.
WS.2.RECEIVE A PRESENTATION ON REHABILITATION AND ADAPTIVE
REUSE OF THE SEABOARD AIR LINE RAILWAY STATION AND
PROVIDE DIRECTION ON DESIGN.
Body:Recommended Action:
Recommendation:Receive a presentation on the rehabilitation and adaptive reuse of the
Seaboard Air Line Railway Station and provide direction to staff on future
use and floor plan for the reconstructed building.

Attachments:
Jennifer Alvarez, Interim City Manager, informed the Commission they
would receive options for the renovated Railway Station. After the
Commission commits to a renovation design Ms. Alvarez will present to
Florida Municipal Insurance Trust (FMIT) who will handle the design of the
railway station moving forward.
Missie Barletto, Public Works Director, gave a presentation on the historic
significance of the railway station. She outlined drawings of FMIT
insurance company’s ideas for the future design and explained the
Commission’s options:
Option 1: Office Space
Option 2: Health Center and Human Resources
Option 3: Clinic and Warehouse
The Commissioners voted as follows:
Commissioner Frankel: Option No. 2
Vice Mayor Boylston: Option No. 2
Commissioner Casale: Vacillated between Option No. 2 and No. 3 Deputy
Vice Mayor Johnson: Vacillated between Option No. 1 and No. 2 Mayor
Petrolia: Option No. 2
Ms. Alvarez thanked the Commission for their assistance. She informed
the Commissioners that staff would proceed with Option No. 2, Health
Center and Human Resources, to reconstruct the Railway Station.

WS.3.EARLY VOTING DISCUSSION

Katerri Johnson, City Clerk, explained that the City of Delray Beach would
be responsible for incurring all costs involved in holding early voting for a
standalone Municipal Election. She presented a slide highlighting three
pricing options.
Option 1:
Cost for two weeks of early voting:
$175,000 - $195,000 approximately
Feb. 21 - March 8th (16 days total)
7:00 a.m. - 7:00 p.m.
7 days a week
Option 2:
Cost for one week of early voting:
$125,000 approximately
Feb. 28th - March 8th (9 days total)
7:00 a.m. - 7:00 p.m.
7 days a week
Option 3:
Reserve early voting for elections that coincide with Palm Beach County
Elections (i.e., General Elections & Presidential Preference Primary
Elections) which would be no cost to the City.
The Commissioners voted for Option No.3 with publicizing mail in voting
available on the Palm Beach County Supervisor of Elections website.
Mayor Petrolia reported she was requested to ask the County Commission
to procure a mobile unit for vaccines in one of the City’s disadvantaged
neighborhoods.
There was consensus to send a letter from the City to the State
Representatives requesting a mobile unit to disseminate more vaccines.
Jennifer Alvarez, Interim City Manager, reported the City is ready to request
the mobile vaccination unit and would begin to identify areas in need

throughout the County. She remarked that the City is in discussions with the
Palm Beach County Commissioners to be a closed pod for vaccinations.
Ms. Alvarez thanked the Commissioners for their input.
There being no further business to discuss, Mayor Petrolia adjourned the
Workshop Meeting at 4:57 p.m.
