January 19, 2021City Commission Minutes - Final
Pursuant to Section 3.12 of the Charter of the City of Delray Beach the Mayor has instructed me to
announce a Special Meeting of the City Commission to be held for the following purposes:
Pursuant to the Home Rule powers of the City (s. 2(b), Art. VIII of the Florida Constitution and Chapter
166, Florida Statutes), Chapter 252, Florida Statutes (Emergency Management), any and all other
applicable statutes, the City Charter and Chapter 95 of the City's Code of Ordinances, the City
Commission of the City of Delray Beach shall conduct business at and through virtual meetings utilizing
Communications Media Technology (CMT) in accordance with the rules of procedures promulgated by
the City, during the COVID-19 public health emergency declared pursuant to Resolution 70-20, as
extended. Members of the public wishing to view City Commission meetings should log into the City’s
website, https://www.delraybeachfl.gov/i- want-to/watch/city-meetings, where the meeting will be
live-streamed for the public.
SP.1.DISCUSSION REGARDING CITY MANAGER HIRING
The Special Meeting was called to order at 2:03 p.m.
The roll call was taken by City Clerk Katerri Johnson. The following were
present:
Present 4: Mayor Shelly Petrolia, Deputy Vice Mayor Shirley Ervin Johnson,
Commissioner Adam Frankel, and Commissioner Juli Casale.
Absent 1: Vice Mayor Ryan Boylston,
Others present were:
City Attorney Lynn Gelin
Interim City Manager Jennifer Alvarez
City Clerk Katerri Johnson
Ebony Olivier, Human Resource Generalist, gave a presentation
highlighting the following methods municipalities use when selecting a
City Manager:
Option 1:
Executive search firm
Time: 5-7 months approximately
Cost: $55,000 approximately
Option 2:
Internal recruitment
Time: 4 months approximately
Cost: $7,000 approximately

Option 3:
Internal recruitment with Citizen Advisory Committee
Time: 4-6 months approximately
Cost: $7,000 approximately
Commissioner Casale leaned towards option 2 and Deputy Vice Mayor
Johnson was in favor of option 3.
Mayor Petrolia favored options 2 and 3.
Commissioner Frankel believed the hiring decision should be made by the
new City Commission on March 25. He was not in favor of any of the
options provided by Human Resources and favored hiring Interim City
Manager Jennifer Alvarez for the role.
The Commissioners engaged in a discussion with Ms. Olivier.
There was consensus to move forward with an internal hiring process. The
position would be advertised in February to attract potential candidates.
The newly Elected Commission would make the decision to hire the new
City Manager.
There being no further business to discuss, the Special Meeting was
adjourned at 2:42 p.m.
