Pursuant to Section 3.12 of the Charter of the City of Delray Beach the Mayor has instructed me to
announce a Special Meeting of the City Commission to be held for the following purposes:
Pursuant to the Home Rule powers of the City (s. 2(b), Art. VIII of the Florida Constitution and Chapter
166, Florida Statutes), Chapter 252, Florida Statutes (Emergency Management), any and all other
applicable statutes, the City Charter and Chapter 95 of the City's Code of Ordinances, the City
Commission of the City of Delray Beach shall conduct business at and through virtual meetings utilizing
Communications Media Technology (CMT) in accordance with the rules of procedures promulgated by
the City, during the COVID-19 public health emergency declared pursuant to Resolution 70-20, as
extended. Members of the public wishing to view City Commission meetings should log into the City’s
website, https://www.delraybeachfl.gov/i- want-to/watch/city-meetings, where the meeting will be
live-streamed for the public.
The Special Commission Meeting was called to order at 2:00 p.m.

SP.2.APPROVAL OF COLLECTIVE BARGAINING AGREEMENT BETWEEN
THE CITY OF DELRAY BEACH, FLORIDA AND THE PROFESSIONAL
FIREFIGHTERS OF DELRAY BEACH IAFF 1842.

Jeffrey Amrose, Actuary, explained the city’s current retirement drop
process for Firefighters and presented the proposed retirement drop
program for the Fire Department.
Mayor Petrolia and Commissioner Casale asked Mr. Amrose questions

pertaining to the pension fund.
Mr. Amrose clarified the investment return was lowered to 6.75% over the
past few years. In previous years investment return was set at 8%. He
explained that his organization, Gabriel Roeder Smith & Company,
measured the impact of the proposal providing the information both parties
had requested.
Duane D'Andrea, Director of Human Resources, highlighted the following
changes to the proposal:
· During the first fiscal year the contract is status quo.
· The second year would add lieutenants as supervisor for each
rescue unit.
· Pension reform
· Increase leave accruals during the third year.
· Union agreed to pay for health insurance rates.
· Comprehensive drug and alcohol testing
· Operational enhancements
Keith Tomey, Fire Chief, explained operational enhancements would
include changes to promotional, classification, overtime, and vacation
procedures.
The Commissioners engaged in a discussion with Jim Linn, Attorney with
Lewis, Longman & Walker, P.A., Mr. D'Andrea, and Chief Tomey about the
contract under consideration, the previous contract, overtime hours,
vacation hours, and how the city would explain the new plan to the
residents.
The Commission thanked Mr. D’ Andrea, Chief Tomey, and the Legal
Department for their assistance.
Mayor Petrolia commented that the charter should be amended to prevent
significant budget contractual changes at least sixty days prior to an
election.
The Commissioners discussed the negotiation process.
Vice Mayor Boylston made a motion to approve the Collective Bargaining
Agreement between the City of Delray Beach and the Professional
Firefighters of Delray Beach, IAFF Local 1842 Inc. Local Firefighters. It
was seconded by Deputy Vice Mayor Johnson. The motion carried by the
following vote:

There being no further business to discuss, the Special Meeting
was adjourned at 3:31 p.m.
