1.CALL TO ORDER

The Annual Organizational/Regular Commission Meeting was called to
order at 4:00 p.m.
The roll call was taken by Katerri Johnson, City Clerk, and the following
were present:
Present: 5- Mayor Shelly Petrolia, Deputy Vice Mayor Johnson, Commissioner Adam Frankel,
Vice-Mayor Ryan Boylston, and Commissioner Juli Casale
Others present were:

3. PLEDGE OF ALLEGIANCE TO THE FLAG

Vice Mayor Boylston made a motion to approve the agenda. It was
seconded by Commissioner Casale. The motion carried by the following
vote:

5. PRESENTATIONS:

ADMINISTRATOR, WITH EMPLOYEE OF THE YEAR FOR 2020.

Employee of the Year 2020.

Ms. Skeberis accepted her award and twenty-four hours of time off with
pay.
6. COMMENTS AND INQUIRIES ON AGENDA AND NON-AGENDA ITEMS FROM THE
PUBLIC- IMMEDIATELY FOLLOWING PRESENTATIONS:
A. City Manager's response to prior public comments and inquiries
None
B. From the Public
Merrily Nestler, residing at 7340 Amberly Lane, Delray Beach, expressed
her concerns regarding the 2020 Delray Affair Event.
Kelly Barrette, residing at 1201 Seaspray Avenue, Delray Beach,
congratulated the Commissioners on their successful re-elections and
recognized Mayor Petrolia as the first female mayor to serve two terms in
the City of Delray Beach. She recommended addressing Political Action
Committees in future elections.
7. COMMISSION COMMENTS
Commissioner Casale requested to have a conversation about the budget in April. She asked for an update on the pool, tennis courts, and all-purpose field in Pompey Park. Commissioner Casale asked for consensus to enhance the Dune Program and implement a Coastal Habitat Conservation Plan.
There was consensus to add the budget as a discussion item in April and to implement a Coastal Habitat Conservation Plan.
8. SWEARING IN - OATH OF OFFICE FOR NEWLY ELECTED OFFICIALS
8.A. COMMISSIONER - SEAT #1 - THREE (3) YEAR TERM
Jordana Jarjura swore in Commissioner Adam Frankel.
Katerri Johnson, City Clerk, presented Commissioner Adam Frankel with
the Certificate of Election.

8.B. COMMISSIONER - SEAT #3 - THREE (3) YEAR TERM
Jennifer Jones swore in Vice Mayor Ryan Boylston. Katerri Johnson, City
Clerk, presented Vice Mayor Ryan Boylston with the Certificate of Election.
8.C. MAYOR - SEAT #5 - THREE (3) YEAR TERM
Reverend Howard Barr swore in Mayor Shelly Petrolia. Katerri Johnson,
City Clerk, presented Mayor Shelly Petrolia with the Certificate of Election.
9. ROLL CALL FOR NEWLY SWORN-IN
The roll call was taken by Katerri Johnson, City Clerk, for the newly sworn in
Commissioners and the following were present:

10. SELECTION OF VICE MAYOR AND DEPUTY VICE MAYOR FOR THE TERM

Commissioner Frankel nominated Deputy Vice Mayor Shirley Ervin
Johnson for Vice Mayor. It was seconded by Commissioner Casale. The
motion carried by the following vote:
YES: 5 - Mayor Shelly Petrolia, Vice Mayor Boylston, Deputy Vice Mayor Shirley Ervin Johnson,
Commissioner Adam Frankel, Commissioner Juli Casale.
10.B. DEPUTY VICE MAYOR SELECTION
Vice Mayor Johnson nominated Commissioner Adam Frankel for Deputy
Vice Mayor. It was seconded by Commissioner Casale. The motion
carried by the following vote:

rules:
▪Only one Commissioner is required to sponsor a privately initiated text amendment.
▪Keep public comments to a twenty-person maximum.
▪Public comments will be allotted for one hour.
▪First Readings will no longer have presentations.
Deputy Vice Mayor Frankel made a motion to adopt the new Local Rules
and Procedures. It was seconded by Commissioner Casale. The motion
carried by the following vote:

Boylston, Commissioner Casale.
13. COMMENTS AND INQUIRIES ON NON-AGENDA ITEMS:
A. City Manager
Jennifer Alvarez, Interim City Manager, acknowledged John Lege,
Finance Director, and Duncan Tavares, Assistant City Manager, as the
City’s two newest Executive Team members. Additionally, she
congratulated the Mayor and Commissioners on their re-elections.
B. City Attorney
Lynn Gelin, City Attorney, congratulated Mayor Petrolia, Commissioner
Boylston, and Deputy Vice Mayor Frankel on their re-elections.
C. City Commission
Commissioner Boylston thanked the City of Delray Beach for
re-electing him and looks forward to completing projects remaining
from his first term. He requested a Shade Meeting to discuss litigation
strategies for the Coleman and Stewart cases.

The Commissioners and Lynn Gelin, City Attorney, engaged in a
discussion about the matter.
Commissioner Boylston made a motion to approve a virtual Shade
Meeting to discuss litigation strategy for Coleman and Stewart cases
on April 13, 2021, at 2:30 p.m. It was seconded by Deputy Vice Mayor
Frankel. The motion carried by the following vote:
YES: 5 - Mayor Shelly Petrolia, Vice Mayor Johnson, Deputy Vice Mayor Frankel,
Commissioner Boylston, Commissioner Casale.
Vice Mayor Johnson stated she would do her best over the next two
years to complete her list of priorities. She voiced her concern
regarding the upcoming trial of former City Manager Mark Lauzier. Vice
Mayor Johnson discussed administering COVID-19 vaccines at the
local and state level. Additionally, she provided an update on The
League of Cities advocacy and the legislature’s recent vote on Short
Term Rentals.
Commissioner Casale congratulated her colleagues.
Deputy Vice Mayor Frankel thanked Menin Development and Click
Hospitality Group for making Delray Beach a premier destination.
Mayor Petrolia thanked Katerri Johnson, City Clerk, and Delores
Rangel, Executive Secretary, for their assistance; congratulated her
colleagues, and thanked her family and Ms. Barrette for their support.
She is committed to moving forward to make a difference in the town.
Mayor Petrolia recommended a better way to have election signage
out without polluting the environment and expressed her concern about
the impact that Political Action Committees had on the recent election.
There being no further business to discuss, the Annual Organizational
Meeting/Regular Meeting was adjourned at 5:14 p.m.
