BACKGROUND/PROJECT DESCRIPTION The subject property consists of Unrecorded Lots 61 and 62 in OR1182P32 and the north 12.5 feet of the parcel lying south of and adjacent to Lot 62, Palm Square, and is situated on the east side of Palm Square approximately 280 feet south of Atlantic Avenue. The property consists of a 1,024 square foot, one-story single-family dwelling and a 682 square foot, one-story guest cottage. Both structures are of CBS construction and were constructed in 1938 in the Minimal Traditional Style and are considered contributing structures within the Marina Historic District. The property is zoned RM (Multiple Family Residential). Alterations were made to the property without obtaining the appropriate approvals. The alterations consisted of a change of the exterior paint colors, the installation of a brick paver walkway and driveway, alterations to the landscaping, and hat racking the two trees at the front of the property. A violation notice was issued for these changes. The applicant stated that the alterations were necessary because of hurricane damage to the property. The applicant appeared before the Historic Preservation Board (HPB) on June 1st, 2005 when the alterations were reviewed. The HPB directed that, in accordance with the Design Guidelines, the brick paver walkway and driveway could be reviewed administratively and that the landscape alterations could be reviewed by the City Horticulturist. However, they instructed the applicant to return with an alternative color scheme for the dwelling and guest cottage. In terms of appearance and material, the paver walkway and driveway are appropriate for the property; however, the City Horticulturist must also review their installation as part of the overall landscape alterations. To reduce the amount of repainting, it was suggested that the color chosen for the main body of the house could be retained while the blue used for the trim and shutters, and the pink and red used for the window frames and doors could be altered. The amended color scheme is now before the Board for review. Meeting Date: September 7, 2005 Agenda Item: IV. A. 33 Palm Square—Exterior Color Change HPB Meeting, September 7, 2005 ANALYSIS LDR Section 4.5.1(E)(4) and (E)(8)(g) "Development Standards" provides guidelines in evaluating Certificates of Appropriateness for the alteration or addition of exterior architectural features. The applicable standards are as follows: The Board Shall Consider: (E)(4) A historic site, or building, structure, site, improvement, or appurtenance within a historic district shall be altered, restored, preserved, repaired, relocated, demolished, or otherwise changed in accordance with the Secretary of the Interior's Standards for Rehabilitation, as amended from time to time. (E)(8) All improvements to buildings, structures, and appurtenances shall be visually compatible. Visual compatibility shall be determined in terms of the following criteria: (g) Relationship of Materials, Texture, and Color: The relationship of materials, texture, and color of the facade of a building shall be visually compatible with the predominant materials used in the historic sites, buildings, and structures within a historic district. The following is suggested by the Delray Beach Design Guidelines regarding: Paint The choice of paint color for the exterior of a historic property is a combination of personal taste, and in historic districts, consideration as to how that paint color will affect the character of the neighborhood. Recommended The combination of colors selected for wall mass, trim and decorative elements should be complimentary and should avoid disharmony or color clashes. Analysis The applicant has submitted a color chart for an amended paint scheme; however, it has not been made clear what colors will be used or what parts of the structures will be repainted. When choosing colors for a historic building, consideration should be given to the age of the property, the color of the roof and other building elements, and the color of the surrounding buildings. Simpler structures require fewer colors and, to avoid disharmony, consideration should be given to staying within a single color family and using differing shades to create subtle rather than extreme contrasts. Windows Not Recommended Changing the historic appearance through inappropriate design materials or adding a finish or color that changes the sash, depth of reveal, the reflectivity, or the appearance of the frame should be avoided. Paving Materials While, in most cases, brick was not used historically in Delray Beach, Old Chicago Brick may be used for driveway and walkway surfacing. Decorative pavers may be used for driveways, but will require administrative approval. The Secretary of the Interior's Standards for Rehabilitation suggest the following: Deteriorated historic features shall be repaired rather than replaced. Where the severity of deterioration requires replacement of a distinctive feature, the new feature shall match the old in design, color, texture, and other visual qualities and, where possible, materials. Analysis The current proposal is for the installation of brick pavers, landscape modification, and a change of exterior paint color. This work has already been completed and the applicant has now submitted a COA for HPB consideration. The applicant has stated that the alterations were necessary because of hurricane damage to the property. Exterior Painting/Color Change The previous color scheme was of a white body for the house with a muted blue and green for the shutters. The proposed colors are blue/green for the body of the dwelling, two varying shades of pink for the window frames and trim, and a deep blue for the shutters. The proposed colors for the guest cottage are pink for the body of the structure, blue/green for window frames and trim, and deep blue for the shutters. The Design Guidelines recognize that the choice of paint color for the exterior of a historic property is a combination of personal taste and, in historic districts, consideration as to how that paint color will affect the character of the neighborhood. While the chosen colors may be well suited for a house situated within a district of Bahamian-style properties the overall scheme is out of context with the other dwellings in the • 33 Palm Square—Installation of brick pavers,tree pruning,exterior painting Page 3 surrounding area. Similar color schemes have been approved for Minimal Traditional style structures in other historic districts; however, while they may have a similar color for the body, they have incorporated more muted and a fewer number of colors for the trim, window frames and shutters. With regard to the window frames (which incorporate two colors in the proposed scheme), the Design Guidelines state that changing the historic appearance by adding a finish or color that changes the sash, depth of reveal, the reflectivity, or the appearance of the frame should be avoided. It is suggested, therefore that the applicant submits alternative choices of paint colors and schemes to the HPB for approval. BACKGROUND The subject property consists of Lot 1, Block 66 of the Stratford Atta Bowe Replat and contains a 1,763 sq. ft. contributing building, constructed in 1926 in the Mediterranean-Revival style. The site contains approximately .26 acre and lies at the southeast corner of NE 3`d Street and North Swinton Avenue in the Old School Square Historic District. On October 2, 2002, the Historic Preservation Board (HPB) reviewed and approved a Class V Site and Landscape Plans for the conversion of the single family home to retail, which included the installation of associated parking and landscaping. The conditions of approval have been addressed as mandated with the Board's approval and the improvements are currently being installed. On June 4, 2003, the HPB approved the installation of a free-standing sign, subject to the condition that the proposed color scheme for the sign compliments those colors found on the associated building. A COA request is now before the Board for review and approval of a free-standing sign. PROJECT DESCRIPTION The proposal involves changing only the sign face to show a new business name. The previously approved supports, which will be retained to support the sign, measure 4" x 4" and stand 78" (6' 6") high to the top of the decorative finial. The posts will be painted white. The sign will comprise of two parts both of which will be constructed of 3/4' marine plywood. The outer border will be oval in shape with the street number `275' at the top. The outer border will be painted white, the number field will be "Brilliant Blue", and the number copy will be gold. The sign face will be oval in shape with the letters "MH" at the top below which will be "MARINE HOLDINGS" and the telephone number "561.265.4112". The sign face will be white with a "Brilliant Blue" border, the "MH" will be 23K gold leaf on a "Brilliant Blue"field and the remaining copy will be "Brilliant Blue". There will also be a gold line above and below "MARINE HOLDINGS" The copy will be of cutout foam letters, and the overall size of the sign will be 48" (4 feet) across by 32" (2.67 feet) high. The sign will be located at the northwest corner of the lot and will be set back 10' from the North Swinton Avenue right-of-way and 10' from the NE 3Ed Street right-of-way in a landscaped area. • Meeting Date:September 7,2005 Agenda Item: IV.B. 275 North Swinton Avenue—Installation of a Free-Standing Sign, HPB Meeting September 7,2005 REVIEW BY OTHERS1111 The Sign Review Committee reviewed and approved the location, design and dimensions of the proposed sign during its meeting on August 19, 2005. The Committee found the sign in compliance with the requirements of LDR Section 4.6.7 (Signs). ANALYSIS The Board shall consider: SIGN REGULATIONS AND DESIGN GUIDELINES LDR Section 4.6.7(D)(2)(a)-(c) addresses "Aesthetic Qualifications" The aesthetic quality of a building, or indeed of an entire neighborhood, is materially affected by achieving visual harmony of the sign on or about a structure as it relates to the architecture or the building or the adjacent surroundings. In addition to the limitations on signs imposed in Subsections (G) and(K), (structural standards) the following aesthetic conditions must be met. a) Garishness: The overall effect of the lettering, configuration of color of a sign shall not be garish. "Garish"signs are those that are too bright or gaudy, showy, glaring, and/or cheaply brilliant or involving excessive ornamentation. Garish signs are not in harmony with and are not compatible with the building or adjacent surroundings. b) Scale and Conformity with Surroundings: The scale of the sign in terms of area, shall be consistent with the scale of the building on which it is to be placed or painted and the neighborhood or streetscape where it is to be located. Scale shall also be considered in terms of Subsection (F)(2) with respect to height and area. c) Quality: All signs shall have a professional appearance that enhances the visual aesthetics of the area. Design Guidelines The Delray Beach Historic Preservation Design Guidelines state the following pertaining to signage: • Place signage so significant architectural detail is not obscured. • The material of the sign need not be identical, but should be compatible with the construction materials of the building. The Secretary of the Interior's Standards for Rehabilitation No direct reference is made to signage affecting historic structures, sites, or districts, however, there is specific intent to project the importance of preserving "character-defining"and distinctive features, and discussing scale and compatibility with respect to new construction for historic structures and districts. One such standard states: New additions, exterior alterations, or related new construction shall not destroy historic ' materials that characterize the property. The new work shall be differentiated from the 2 275 North Swinton Avenue—Installation of a Free-Standing Sign,HPB Meeting September 7,2005 old and shall be compatible with the massing, size, scale, and architectural features to protect the historic integrity of the property and its environment. Conclusion Pursuant to LDR Section 4.6.7(F)(1)(a), all freestanding signs shall contain the street number. The proposed sign contains the street number and therefore complies with this section of the LDRs. Pursuant to LDR Section 4.6.7(F)(7) Design Standards Matrix, free-standing signs in the OSSHAD can have a maximum area of 30 square feet per face, may be sited in the front yard setback, and can be a maximum of eight feet (8') in height. The proposed sign has a face area of less than 10.68 square feet (4' x 2.67') and has a total height of six feet (6') therefore it complies with this section of the LDRs. The proposed sign is also appropriate with regard to style, dimensions, and color scheme. It is not garish, it is in scale with the surroundings, and is of good quality. Based on the analysis above, positive findings with respect to LDR Sections 2.4.6(H), 4.6.7(D)(2)(a)-(c), 4.6.7(F)(1)(a), and 4.6.7(F)(7), the Delray Beach Design Guidelines, and the Secretary of the Interior's Standards can be made. ALTERNATIVE ACTIONS A. Continue with direction. B.
