PURPOSE
The purpose of this Policy is to establish procedures that provide for the disposal of Totally Wrecked
Vehicles.
POLICY
The City shall dispose of totally wrecked vehicles either by auction or sold for salvage after considering
RM-5.0(2)(a)-(b),supra.
A Totally Wrecked Vehicle is defined as:
a.a vehicle that has been declared a total loss due to the estimated repair cost exceeding 75
percent of the ACV (Actual Cash Value)of the vehicle such that it is not cost effective to repair;
or
b.a vehicle that has been declared a total loss,is unable to be safely repaired,and can only be
sold for salvage.
PROCEDURE
Vehicle Evaluation:
1.The City will retain the services of a vehicle damage appraisal firm through the City's Risk Manager
to provide damage repair estimates for all City-owned vehicles and identify any City vehicle
considered to be a Totally Wrecked Vehicle.Fleet Maintenance will confer with the damage appraisal
firm to determine whether the Totally Wrecked Vehicle can be sold at auction or sold for salvage after
considering RM-5.0(2)(a)-(b),supra.
Disposal Procedures:
1.Totally wrecked vehicles that have been determined to be a total loss yet can be safely repaired
shall be sold at auction,through a venue approved by the City's Purchasing Department.
2.Totally wrecked vehicles that have been determined to be a total loss and are deemed to be unsafe
and unrepairable shall be sold for salvage.Estimates of salvage value shall be provided by the

vehicle damage appraisal firm retained by the City and will be noted on the appraisal report,along
with an estimate of the ACV.
Claim Settlements:
1.Claim settlements will be administered by Risk Management and will be based on the appraisal
report valuations.
2.Risk Management will contact the City Attorney's Office prior to any settlement of the Totally
Wrecked Vehicle to determine whether or not the vehicle is the subject of any claim or litigation
matter against the City.
3.Risk Management will coordinate the claim settlement with the City's Fleet Maintenance Division,
depending on the method of disposition used for the Totally Wrecked Vehicle.
