PURPOSE
The purpose of this directive is to set faith the policy and procedures for health insurance coverage for
employees over the age of 65.
POLICY
A.Active full-time employees and City Commission members attaining the age of 65 or older,who
have Medicare Part A (Hospital Insurance)in effect but who have not yet opted for Medicare Part
B (Medical Insurance;physician's fees and various other medical services and supplies),have the
option of applying through the Social Security Administration for Medicare Part B.They can then
submit a letterto Risk Management stating that they elect Medicare to be their primary payer instead
of the City's group health plan.After Part A and Part Bare in effect,such employees may choose
a private Medicare Supplement plan and the City will reimburse them for the monthly insurance
premium.The City's premium reimbursement is not to exceed the City's contribution for employee
premiums in the group health plan.
B.Employees and Commission members who have attained the age of 65 before beginning their
service with the City who already have in effect Medicare Part A (Hospital Insurance)and Medicare
Part B (Medical Insurance,physician's fees and various other medical services and supplies)will
be eligible to be reimbursed if they obtain a private Medicare Supplement plan.Such reimbursement
is not to exceed the City's contribution for employee premiums in the group health plan.
PROCEDURE
A.Active full-time employees over the age of 65 can have their private Medicare Supplement premium
reimbursed by the City,but not to exceed the City's contribution far employee premiums in the group
health plan.They would initially remain on the City's group health plan to satisfy any waiting period
for pre-existing conditions required by the Supplement plan,after which time the Supplement plan
would be their sole coverage in conjunction with Medicare.
B.Employees and Commission members who have attained the age of 65 before beginning their
service with the City,thus being Medicare eligible,and who already have a Medicare Supplement
plan in place,would have their premium reimbursed by the City,but not to exceed the City's
contribution for employee premiums in the group health plan.They would have no coverage from
the City's group health plan,A written request should be submitted to the City Manager for approval.
