ORDINANCE NO.15-19:INDIVIDUALLY DESIGNATING “THE HARDEN-HART HOUSE”AT 516
NORTH SWINTON AVENUE ON THE LOCAL REGISTER OF HISTORIC PLACES (SECOND
READING)
Recommended Action:
Approve Ordinance No.15-19 on First Reading for the Individual Designation of The Harden-Hart
House at 516 North Swinton Avenue on the Local Register of Historic Places.
Background:
The subject property is located at 516 North Swinton Avenue,on the west side of North Swinton
Avenue between Lake Ida Road and NW 6th Street within the Lake Ida Neighborhood.The property
contains a circa 1925 single-family residence designed in the Mediterranean Revival style.The
complete designation report is attached.
The historical and cultural significance of the structure began with its development,residency by
former City of Delray Beach City Manager David Harden and his wife Andrea,as their residence
since 1994.Previously,John M.and Eliza Hart built and lived in the home when it was located in
West Palm Beach from 1925-1994.The structure was deemed historic when it was located in the
City of West Palm Beach but was later slated for demolition as part of the expansion of the Norton Art
Museum in the 1990’s.The Harden’s saved the structure by relocating it in 1994 to its current
location at 516 North Swinton Avenue.The structure exemplifies the Mediterranean Revival
architectural style popular during the 1930’s.Additional details relating to the cultural,historical and

Review by Others:
At its meeting of February 6,2019,the Historic Preservation Board recommended approval on a 5-0
vote (Harden stepping down and Bright absent).
City Attorney Review:
Approved as to form and legal sufficiency.
