HPB Minutes-2019-02-06 1 of 4 MINUTES HISTORIC PRESERVATION BOARD CITY OF DELRAY BEACH MEETING DATE: February 6, 2019 MEETING PLACE: Commission Chambers, City Hall I. CALL The meeting was called to order by Andrea Harden, Chair at 6:00 P.M. II. ROLL A quorum was present. Members present were Andrea Sherman, Benjamin Baffer, Paula Newman- Rocker, Andrea Harden, Tracy Caruso and John Klein. Absent was Reeve Bright. Staff present were William Bennett, Assistant City Attorney; Michelle Hoyland, Principal Planner; and, Diane Miller, Board Secretary. III. APPROVAL OF AGENDA Motion to APPROVE the agenda of February 6, 2019 was made by John Klein and seconded by Tracy Caruso. ALL IN FAVOR IV. SWEARING IN OF THE PUBLIC Andrea Harden read the Quasi-Judicial Rules for the City of Delray Beach and Ms. Miller swore in all who wished to give testimony. V. MINUTES - None VI. ACTION ITEMS A. 201 NE 5th Court – 2018-209) – Consideration of an architectural elevation change to determine the style and color of the roof finish for the existing non-contributing structure and proposed addition. Public Comment - None Board Comments - None Motion to APPROVE the COA was made by John Klein and seconded by Tracy Caruso MOTION CARRIED 6-0. B. 231 NE 1st Avenue – (2019-071) – Historic Property - Ad Valorem Tax Exemption. Provide a recommendation to the City Commission for a historic Property Ad Valorem Tax Exemption request associated with additions and alternations to a contributing structure. Michelle Hoyland, Principal Planner entered the project into the record. Public Comment - None Board Comments - None Motion to recommend APPROVE of the Ad Valorum Tax Exemption to the City Commission was made by Paula Newman-Rocker and seconded by Tracy Caruso. MOTION CARRIED 6-0. C. 143 South Swinton Avenue – Consideration of Class V Site Plan, Landscape Plan, Elevations, Waiver, Variances and Certificate of Appropriateness for conversion of the existing contributing single-family residence to office and construction of Michelle Hoyland, Principal Planner entered the project into the record. Exparte – None Applicant Presentation Jaime Mayo – HNM Architecture, Inc. Staff Presentation Michelle Hoyland presented the project from a Microsoft Power Point presentation. Board Comments The board thought that the building is too massive. Minutes of the February 6, 2019 Historic Preservation Board 3 of 4 The board wanted a change in the site plan. Take 2-1/2 ft. off property to the alley way before permitting Have air conditioning units moved. Waiver (Pag. 9), relief of 67-1/2 ft. Applicant Cross-examination Jaime Mayo-HNM Architecture – He asked that the board look at the context of the building. Mr. Mayo asked the board to deny the recommendation. Andrea Harden passed the gavel to Vice Chair John Klein for voting purposes. Motion to recommend DENY the Class V Site Plan, Landscape Plan, Elevations, Certificate of Appropriateness, Waiver and Variances by finding that it does not meet the criteria set forth in the LDR’s made by Andrea Harden and seconded by Andrea Sherman. AMEND MOTION Motion to recommend DENIAL of the waiver to the City Commission made by Andrea Harden and seconded by Andrea Sherman. MOTION CARRIED 6-0 VIII. PUBLIC HEARING A. Historic Designation of The Harden Hart House – Provide a recommendation to the City Commission to Individually List the property at 516 North Swinton Avenue as the Harden- Hart House to the Local Register of Historic Place. Michelle Hoyland entered the project into the record (2018-193) Let the record show that Andrea Harden stepped down on this project and passed the gavel to John Klein, Vice Chairman to continue the meeting. Motion to RECOMMEND approval of the Historic Designation of the Harden-Hart House to the City Commission made by Tracy Caruso and seconded by Andrea Sherman. MOTION CARRIED 5-0 IX. Board consensus was to move forward with designation of all (3) buildings (1,2 & 12). o Invite the community and let them speak. o Invite school district and commissioners ➢ Workshop – Staff looking at dates for public workshop B.
