Hazardous Waste Management Program (GA-38, Rev. 1)DEPARTMENT: CITY OF DELRAY BEACH ADMINISTRATIVE POLICIES AND PROCEDURES Utilities /Fire /Public Works POLICY NUMBER:GA-38 /Parks &Rec /PD SUBJECT:Hazardous Waste Management Policy SUPERSEDES:GA-38,Rev.0 REVISION: APPROVED BY: PURPOSE EFFECTIVE DATE:)0l30/207 Terrence R.Moore,ICMA-CM,City Manager The purpose of this directive is to bring the City into and maintain compliance with the Wellfield Protection Ordinance,Florida Administrative Code 17-730,40CRF,Code of Federal Regulations (EPA),City Code Section 97.04 (D)and other federal,state and local regulations which relate to the proper identification, storage and disposal of hazardous and regulated waste generated by City departments. POLICY The City will enter into a qualified hazardous waste hauler for the proper removal and disposal of all hazardous waste material generated by the City. PROCEDURE A.Definition Hazardous waste is any material that has been used and,as a result of contamination,can no longer serve the purpose for which it was produced without further processing.Additionally,hazardous waste includes,but is not limited to,solid wastes which exhibit one or more of the following characteristics: ignitability,corrosiveness,reactivity or toxicity. Regulated waste includes,but is not limited to used motor oil,antifreeze,degreasing agents,oil filters and solvents. B.Program: This program was developed to provide a method of accounting for the purchase,storage and disposal of hazardous I regulated substances.The program consists of several components:identification, record keeping,storage and disposal of hazardous waste. All City departments are responsible for the proper identification,record keeping,storage and disposal of hazardous waste;whether disposal is a result of spills,excessive storage beyond expiration date,or through normal usage.Some activities where hazardous waste production are likely,but are not limited Hazardous Waste Management Policy GA-38 Page 2 of 3 to,repair and maintenance of motor vehicles,operation of printing and copying equipment,photo processing,laboratories,road construction,pest and vegetation control. C.Procedure The Industrial Pre-treatment Program (IPP)Representative (Utilities Department)has been identified as the lead person for this program.The duties and responsibilities of the IPP Representative are as follows: 1.Keeping a master list of hazardous/regulated substances maintained by all City departments. 2.Identification of all hazardous/regulated waste generated by City departments. 3.Maintaining the hazardous waste storage area at the Swinton Operations Center complex. 4.Periodic inspection of the hazardous waste storage area. 5.Ensuring that the storage area is secured so that no unauthorized person(s)has access or dumps any unlabeled containers. 6.Maintaining a log of all materials stored and disposed of,to include date arrived /disposed, substance name (if known)and disposal source (vendor). 7.Submit an emergency and hazardous inventory form (Tier 2 report)by March P1 of each year, to the State Emergency Response Commission (SERC),the Local Emergency Planning Committee (LEPC),and the fire department The Fire Departments Hazardous Material Section will be responsible for: 1.Coordinating with the IPP Representative. 2.Respond to and mitigate all hazardous materials spills,leaks or incidents. 3.Assist other departments with the identification,proper labeling and storage of hazardous or regulated substances within departments. 4.Conducting annual hazardous waste training for fire department personnel. Each department will identify a person to serve as liaison for the purpose of this program.The duties and responsibilities of the liaison are: 1.Identify hazardous /regulated substances in their respective departments.This list of substances should be updated periodically,but no less than twice a year. 2.Ensure that only the required amount of regulated or hazardous substances are purchased. (Preapproved list/inventory.) Hazardous Waste Management Policy GA-38 Page 3 of 3 3.Obtain a Safety Data Sheet (SOS)for all hazardous chemicals purchased.A copy of which will be provided to the IPP Representative,Fire Department,affected division and Safety Officer. 4.Determine what hazardous/regulated substances require temporary storage. 5.Make arrangements with the IPP Representative for delivery of hazardous /regulated waste which is to be stored. 6.Properly label all containers which are to be stores. 7.Maintain files which show when the hazardous/regulated substance was purchased,delivered, stored and ultimately disposed of. 8.Maintain hazardous/regulated waste files separately from other departmental files and forward them to the City archives on an annual basis for permanent storage. The Safety Officer will periodically inspect records and the hazardous waste storage area to ensure compliance with governing regulations. Training will be provided for existing employees on an annual basis and during orientation for newly hired personnel. Spill handling equipment:absorbents (granular and pillows),shovels,and 55-gallon storage I disposal drums will be placed at each storage site and on mobile units which transport hazardous material.In case of a spill,take preventive measures to prevent the spread of the hazardous waste and call 911 to report the spill and for additional instructions.
